IT Infrastructure Shortages Are Real—Here’s How to Cope

Data-center projects face reported constraints in power, equipment, supply chains and staffing—but the evidence is not proof that every IT market is short. Here’s how to plan around the risks.

Some infrastructure projects are facing real constraints, especially around data-center power, grid connections, enabling equipment and skilled staff. But that does not mean every kind of enterprise IT hardware is scarce in every market. The practical response is to identify the bottleneck for each project early and reduce its exposure; no single workaround guarantees capacity.

Why are IT infrastructure projects taking so long?

Data-center capacity depends on more than servers or available electricity. A project may need a site with a viable grid connection, transmission capacity, equipment to transform and condition power, and enough people to build, commission and operate the facility. A delay or constraint in any of these can affect the whole project.

Uptime Institute’s 2026 global operator survey reports concerns about limited power availability, supply-chain constraints, staffing shortages and rising costs. High costs were the greatest concern reported by digital-infrastructure management teams; power availability and supply-chain disruptions were also growing concerns. These are survey findings about operators’ concerns, not a count of unavailable equipment or a measure of shortages in every region.

Grid constraints are not only about generation. The U.S. Department of Energy’s July 9, 2026 announcement for its draft 2026 National Transmission Needs Study identifies data-center growth, domestic manufacturing and other large loads as drivers of additional U.S. transmission needs. The announcement describes a draft study, not a final finding or a forecast for every country or utility territory.

Getting power to a site is also different from making it usable there. Transformers, uninterruptible power supplies (UPS) and other grid-supporting equipment, along with materials such as copper, steel and nickel, can be part of the constraint. These dependencies help explain why a project may face delays even when a high-level power plan appears feasible.

Are data centers running out of power?

There is evidence of growing power constraints, but it does not establish that data centers everywhere are running out of electricity or that every proposed facility lacks a connection. Availability depends on the site, local network and project requirements; the U.S. transmission findings should not be generalized to other grids.

Demand remains strong, according to Uptime Institute’s 2026 survey. It also reports that corporate data centers continue to play a role in hybrid IT strategies, even as third-party facilities and services account for a larger share of workloads than enterprise-owned data centers. That trend does not establish that suitable third-party capacity is available near you or for your workload.

How can organizations cope with infrastructure constraints?

Treat the following as risk-reduction measures, not guaranteed cures. Their feasibility depends on the site, workload, procurement situation and local capacity.

Bring power and enabling equipment into planning early

For a relevant project, discuss grid connection and equipment dependencies with the utility and suppliers before treating procurement as a final implementation detail. Include transformers, UPS and other equipment needed to make power usable in the project plan. The point is to surface dependencies and options sooner, not to assume that early engagement secures equipment or a connection.

Consider grid-enhancing technologies as a complement to expansion

The International Energy Agency’s grid-modernization executive summary says grid-enhancing technologies complement network expansion rather than replace it. Many such technologies can be deployed in months rather than years, but the timing and role vary by technology and network. They are a potential part of a grid plan, not a substitute for needed new infrastructure.

Compare capacity pathways against the workload

Where an organization has a choice, compare pathways such as expanding enterprise capacity, using a third-party data-center facility or service, and placing some workloads elsewhere or later. These are decision criteria, not a ranking: validate each option against the workload and location rather than assuming one is faster or more available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Time to usable capacity: What must be ready before the workload can run?
  • Power and location: Is power available at the specific site, and can the project obtain the required grid connection?
  • Equipment and staffing: Which equipment and construction, commissioning or operations roles does the option depend on?
  • Workload fit: Can the workload move, and what are its performance requirements?
  • Operations and obligations: Do resilience, service levels, security, regulatory requirements, total cost and contract flexibility fit?

Validate third-party capacity directly, including its location, power, service levels, security and contract terms. A general shift toward third-party services does not confirm availability for a particular workload.

Build and retain the skills the plan requires

Staffing pressure affects operations management and electrical and mechanical trades, among other roles. Uptime Institute’s 2025 global survey found that 46% of surveyed operators had difficulty finding qualified candidates and 37% had difficulty retaining staff. The figures describe survey respondents, not every employer or labor market.

Plan separately for construction, commissioning and operations needs. EPRI’s DCFlex Workstream 4 describes competition for specialized workers across data-center construction, grid expansion, semiconductor manufacturing, EV battery production and advanced manufacturing. Training, broad recruitment and stronger talent pipelines can help address needs over time. Uptime cautions that hiring workers away from competing data centers may be a short-term tactic that increases turnover and costs, rather than a durable sector-wide solution.

Will infrastructure shortages get better soon?

There is no single timeline for all markets or equipment. A 2026 Johns Hopkins Energy Institute analysis projects that data-center transformer and UPS shortages will begin by 2027 and remain severe through 2030 in its modeled scenarios; it projects copper becoming a binding constraint by 2027 in every scenario it modeled. These are forecasts from the analysis, not observations of current availability everywhere or a promise about a particular project. Some grid-enhancing technologies may be deployable faster than new infrastructure, but the IEA describes them as complements to expansion. That means faster measures may help in some settings without resolving the underlying need to plan for grid buildout, equipment and workforce capacity.
