Is Your Modem or Router Causing Buffering? How to Find the Fault

Buffering does not identify a faulty modem or router. Compare wired speeds at the modem and router, then test Wi-Fi to locate where performance drops.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buffering can come from the internet service reaching your home, the modem, the router, Wi-Fi conditions, a device, or congestion. The quickest way to narrow it down is to compare a wired speed test directly at the modem, a wired test through the router, and a Wi-Fi test near the router. A change between tests identifies where to investigate; it does not prove a device is faulty.

What the modem and router each do

A modem connects your home to your internet service provider (ISP); a router shares that connection with your devices. Some ISP-provided gateways combine both functions in one box, so the labels on your equipment may not match a separate modem-and-router setup. Google explains the distinction between a modem and a router.

Because the devices occupy different points in the connection, buffering alone cannot tell you which one is responsible. A slow result at the modem can point upstream to the ISP or service line. A good modem result followed by a much slower wired result through the router makes the router or the connection between devices worth checking. Fast wired results but slow Wi-Fi point toward the wireless link or client device.

Compare the connection in three stages

Use the same speed-test service and, as much as possible, the same conditions for each comparison. Pause large downloads and other heavy network activity, and note which device you tested. NETGEAR describes this staged approach in its internet speed test guidance and slow-connection troubleshooting steps.

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5) | Dual Band Wireless Internet, Gigabit, Easy Mesh, Works with Alexa - A Certified for Humans Device
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
  1. Test directly at the modem. If your ISP’s setup allows it, connect a computer to the modem with Ethernet and run a speed test. Follow the provider’s instructions before disconnecting the router; some service arrangements may require specific setup steps. If the direct result is still below what you expect, check for an outage and ask the ISP about the service line or account.
  2. Test through the router over Ethernet. Reconnect the normal setup, then connect the same computer to a router LAN port with Ethernet and test again. If the modem test is substantially faster, investigate router capability and configuration, as well as the cable and ports in this wired path.
  3. Test over Wi-Fi near the router. Compare a wireless result from the same computer or another capable device with the wired-through-router result. If Ethernet is materially faster, investigate Wi-Fi placement, interference, walls, frequency band, and the device’s wireless capability.

These are comparisons, not laboratory measurements: a small difference may reflect test variation or changing network activity. Look for a consistent, substantial change under similar conditions rather than treating one result as proof.

Read the pattern before changing equipment

What you observe Where to investigate next
Direct modem test is slow, and other devices also struggle Check ISP outages, service-line problems, and the subscribed plan with your provider.
Direct modem test is substantially faster than a wired test through the router Check router capability and configuration, Ethernet cable quality, and port capacity.
Wired-through-router speed is good, but Wi-Fi is slow near the router Check wireless interference, band selection, router placement, and client-device capability.
Only one device buffers while others work normally Check that device’s connection, software, and networking capability before blaming shared equipment.
Several devices slow down mainly when busy, or at particular times Look for household traffic, peak-time congestion, or an ISP-side capacity issue.

A router cannot supply more internet speed than the connection provides. As NETGEAR Support puts it, “Before troubleshooting, remember that your router can’t create speed that your Internet connection doesn’t provide.” See NETGEAR’s explanation of router and internet speed.

Why Wi-Fi or congestion can cause buffering

Wi-Fi performance depends on more than the modem’s connection speed. Distance from the router, walls and other barriers, nearby wireless networks, frequency band, active devices, and the capabilities of the device being tested can all affect results. Google’s slow-internet troubleshooting guide covers these factors and notes that wired equipment can also impose limits.

Multiple high-bandwidth activities can compete for the available connection. Streaming on several screens while someone downloads a large file, for example, can leave less capacity for each stream. ISP congestion and the limits of the subscribed plan can also matter, even when no equipment is defective. Compare tests at quiet and busy times and repeat them with other heavy activity paused before deciding that hardware is the cause.

  • COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.

Google’s speed guidance gives context-specific examples for Nest and Google Wifi: it describes 7 Mbps as enough for one HD video stream, while noting that multiple simultaneous streams may buffer, and 25 Mbps as able to reliably support HD video on multiple devices. These are examples in Google’s guidance, not universal minimums or guarantees for every streaming service, device, or household. See Google’s internet speed and streaming guidance.

Check the wired path, not only the boxes

An Ethernet cable or port can bottleneck a wired comparison and make the router appear slower than it is. For internet speeds above 100 Mbps, Google recommends Cat 5e or Cat 6 Ethernet cabling. Check the ratings of the cable and the ports at both ends; a cable’s category alone cannot overcome a slower port. A wired connection can help separate Wi-Fi performance from the rest of the path, but it does not fix an ISP-side problem or prove that equipment is defective.

Try low-risk checks, then escalate

  • Check whether the buffering affects one device or several, and whether it happens on Wi-Fi, Ethernet, or both.
  • Pause downloads and other demanding activity, then repeat the comparisons under similar conditions.
  • Check your ISP’s outage information before changing equipment.
  • Restart the modem, wait for its internet indicator to return, and test again. Google provides modem restart steps and recommends contacting the ISP if problems persist.
  • If the direct modem test remains slow, contact the ISP and ask about an outage, service-line issue, or account-level speed. The FCC’s consumer guide also advises checking speeds and raising slow service or outage concerns with the provider.

For a cable modem, connection problems can involve activation, the cable line, splitters, firmware, or power cycling—not just the router. NETGEAR lists these checks in its cable-modem connectivity troubleshooting guide; consult your own modem maker or ISP for instructions that match your equipment.
