Is the XRP Ledger Decentralized? Validators, Governance, and Common Questions

The XRP Ledger has decentralized consensus, with practical trust shaped by each server’s validator list and protocol changes approved by validator operators.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Yes, the XRP Ledger (XRPL) is decentralized in its protocol design, but how that decentralization works in practice depends partly on which validators each server trusts. XRPL servers reach consensus without a central administrator deciding which payments are valid. Each server uses its own list of trusted validators, however, and the recommended lists published by Ripple and the XRP Ledger Foundation shape default configurations. Protocol changes are approved through validator voting—not direct XRP-holder votes.

How does XRPL consensus work?

The XRP Ledger is a peer-to-peer network of independent servers. Some servers also send validation messages and are called validators. During consensus, each server considers transaction proposals from the validators on its own Unique Node List (UNL), then exchanges proposals with other participants to converge on the transactions and their order for the next ledger.

No central administrator decides the outcome of each payment. Instead, servers apply the shared protocol and rely on consensus among validators they trust. Because the trusted set is configured per server, the network’s total validator count is not the same as the set that a particular server uses. (XRPL.org, Consensus Protocol.)

What is a UNL, and who chooses it?

A Unique Node List is the set of validators a server treats as trusted when evaluating consensus. The list is configured by the server operator; it is not one universal list that every server must use.

Ripple and the XRP Ledger Foundation each publish a recommended validator list. Default server configurations trust validators on at least one of these lists. Operators can choose a different configuration, but the XRPL documentation warns that too little overlap with other servers’ trusted lists can cause a server to diverge from the network’s view. (XRPL.org, Validator Lists and Consensus Protocol.)

How many validators does XRPL have?

The XRPL FAQ reports 150+ validators on the network and 35+ on the default UNL, but the surfaced FAQ text does not state when those figures were measured. A separate XRPL.org page reports 35 validators on the default UNLs as of June 25, 2024. Treat the FAQ figures as undated and the June 2024 figure as historical, not as a live count.

Neither count establishes how many validator operators are independent, who owns them, where they are located, or which UNL configuration each server uses. XRPL operator guidance recommends validators with different owners across multiple legal jurisdictions and geographic areas, but the cited documentation does not quantify current ownership or geographic concentration. Who votes on XRPL protocol changes?

Changes that affect transaction processing are introduced through amendments. Once an amendment’s code is included in a software release, validator operators vote through their server configurations. An amendment must retain support from more than 80% of trusted validators for two weeks to activate. If support falls to 80% or less before activation, the timer restarts. Once enabled, an amendment remains in effect unless a later amendment changes that behavior. (XRPL.org, Amendments.)

Cerilune Crypto Hardware Wallet – CC EAL6+ Secure Element Cold Storage
  • 【CC EAL6+ Military-Grade Secure Element】 Your private keys never leave the most trusted hardware. This cold wallet integrates a certified CC EAL6+ secure chip (used in military and banking systems) that generates and stores your mnemonic phrase in a tamper-proof environment. Even physical attacks cannot extract your keys – the highest level of protection for Bitcoin, Ethereum, Solana, and more.
  • 【True Air-Gapped QR Code Signing 】 Unlike traditional hardware wallets that only rely on Bluetooth or USB connections (potential hacking entry points), this hardware wallet uses a fully air-gapped QR signing system too. Transactions are signed offline and transmitted via encrypted QR codes (AES-256-GCM). Your private keys are never connected to any network – not Wi-Fi, not Bluetooth, not even USB data transfer.
  • 【100% Open Source + CERTIK Audited – Zero Hidden Backdoors】 Complete transparency is the only way to build trust. Every line of firmware and software is publicly available for verification. Regular security audits by CERTIK and other third-party firms guarantee no backdoors, no hidden vulnerabilities, and no reliance on blind trust. You verify. You control.
  • 【One Device for 12+ Blockchains & 5000+ Tokens】 Manage your entire crypto portfolio without switching wallets. This crypto wallet supports Bitcoin, Ethereum, Solana, Polygon, BSC, Avalanche, and 12+ major blockchains, plus all ERC-20/BEP-20 tokens and NFTs. Seamlessly works with MetaMask, imToken, and Trust Wallet – perfect for DeFi, NFT collectors, and multi-chain users.
  • 【480MHz Dual-Core Speed & 2.5H Continuous Signing】 No lag, no frustration. Powered by STM32H747 dual-core processor (Cortex-M4 & M7 @ 480MHz) with 32MB SDRAM, the device delivers 30FPS camera scanning for QR codes. 620mAh battery provides 2.5+ hours of continuous signing. 4.07-inch touchscreen with 480×800 resolution ensures clear transaction details – so you never blind-sign again.

The documented process is voting by validator operators; it does not describe direct voting by XRP holders on protocol amendments.

Can Ripple control the XRP Ledger?

Ripple has influence over recommended defaults because it publishes one of the two recommended validator lists used by default server configurations. But operators can configure other lists, and consensus depends on the validators trusted by participating servers—not on Ripple alone making a decision. The available documentation supports the distinction between influence over defaults and unilateral control of consensus.

A fuller assessment of practical concentration would require current, independently verified information about list membership, validator ownership, and operators’ actual server configurations. Validator totals alone cannot answer those questions.

What happens if validators fail or disagree?

Quorum and continued progress

The standard quorum is 80% of a server’s trusted validators. XRPL’s Negative UNL mechanism can discount validators judged offline or malfunctioning when calculating quorum, helping the network continue during partial outages. The quorum cannot fall below 60% of the configured list. If an outage leaves servers without quorum, they may be unable to validate new ledgers even while serving past or tentative data. Halting confirmation can preserve agreement rather than allow conflicting states to be finalized. (XRPL.org, Negative UNL.)

Documented safety thresholds

XRPL’s consensus documentation says consensus can continue unimpeded when fewer than 20% of a server’s trusted validators are faulty, and that confirming an invalid transaction would require more than 80% of trusted validators to collude. These are protocol thresholds under the documented assumptions, not a guarantee against every software, infrastructure, security, or governance risk. (XRPL.org, Consensus Protocol.)

How should you compare decentralization claims?

“Decentralized” is not a single measurable property. For a useful comparison with another ledger, examine the same dimensions for both networks:

  • Who can operate a validator, and what determines whether its messages count?
  • How many validators does a typical server trust, and who publishes the recommended lists?
  • How independently are validator operators owned, and how widely are they distributed across regions and jurisdictions?
  • Who can approve changes to transaction processing, and what voting threshold applies?
  • What happens to confirmation and agreement when validators disagree or go offline?

For XRPL, the official documentation explains the trust-list, amendment, and outage mechanisms, but it does not provide a current quantified breakdown of validator ownership or jurisdictional concentration. Those details matter when assessing practical decentralization beyond the protocol’s design.
