Yes. Solo Leveling: ARISE is free to download and start on mobile, but it includes optional in-game purchases, paid draws and a monthly subscription. You can begin without paying; the available official information does not establish how many free draws players currently earn or whether free players reach endgame at the same pace as spenders.
Does Solo Leveling: ARISE cost money to start?
No upfront purchase is required for the mobile app. Google Play and Apple list it as free with in-app purchases, and Netmarble announced its Android, iOS and PC launch on May 8, 2024. Free access means you can start without buying the game; it does not mean every item or progression option is free.

What can you spend money on?
The official listings disclose in-app purchases. Draws can provide hunters and weapons, and Netmarble’s official web shop lists digital items such as Hunter Exclusive Weapon Design and Gold. The accessible shop information does not provide a complete price catalog, so it is not possible to calculate a representative total spend from that listing alone.

Google Play lists the Hunters Association Premium Subscription at US$9.99 per month, or the regional equivalent. The listing says it renews automatically each month unless canceled under marketplace terms. How do draws and the published pity rules work?
Netmarble’s draw guide describes Character Draw and Custom Draw, which use different tickets to obtain hunters and weapons. The game shows reward appearance rates and draw history, so consult those screens before spending tickets or money.

The guide describes a support gauge that increases by one for each draw and resets when an SSR is obtained. Under the rules printed in that guide, an SSR is guaranteed within 70 draws, and the SSR rate begins increasing by 5.8% with each draw starting at draw 60. For a rate-up draw, the guide says that when an SSR is obtained through support, there is a 50% chance it will be the featured SSR; if it is not, the next support SSR is guaranteed to be the rate-up hunter.

What does progression involve beyond draws?
The game is an action RPG, not just a sequence of character pulls. Official descriptions include playing as Jinwoo, customizing skills and equipment, assembling hunter teams, clearing gates for rewards, tackling dungeon raids and bosses, replaying bosses, taking on time attacks, and recruiting shadow soldiers. Netmarble’s launch announcement also describes skill customization, stronger weapons, hunter allies and the Army of Shadows.

You can start without paying, but the official sources cited here do not publish a current free-currency income rate, a guaranteed number of free pulls, or evidence that a non-spender reaches every endgame benchmark at the same pace as someone who pays. That leaves an important difference between free to start and a quantified promise about how quickly a free account can acquire particular hunters or clear particular content.

Whether the game suits you without spending depends partly on your tolerance for uncertain or slower acquisition.
