Yes—refurbished products are generally used in the broad sense that they are not necessarily new or unused. They may have been owned, returned, or handled before resale. The difference is that a refurbished item has usually gone through some inspection, repair, or recertification; a used item may be resold as-is. But “refurbished” has no single checklist that applies to every seller, so the listing’s condition, work performed, warranty, and return terms matter more than the label alone.
Is refurbished the same as used?
Not exactly. “Used” describes an item that is not being sold as new; it does not, by itself, say what was checked or repaired. “Refurbished” usually signals that someone inspected, repaired, or recertified the product before resale. The amount and quality of that work can vary.

Dell describes “refurbished” as an umbrella term for a used product recertified or repaired for resale, and says the details vary by company and industry. Its computer guide contrasts refurbished products that undergo repairs, replacements, and quality testing with used computers that may be sold as-is without assurance of inspection, repair, testing, or a performance standard. That is Dell’s description of its category, not a universal or enforceable definition for every product. Dell’s refurbished-computer guide

Yes. Refurbished does not necessarily mean factory-new, unused, or cosmetically perfect. Dell says its refurbished inventory can include products that were never removed from the box as well as computers that were used before being returned. Google says products labeled “Google Refurbished” may have belonged to someone else or may simply have spent longer than usual in a warehouse. Google’s refurbished-product information

A refurbished device may work fully while still showing minor cosmetic imperfections. Dell, for example, separates “like new” and “scratch & dent” grades. Read the specific grade and description rather than assuming the word “refurbished” promises a particular appearance.
What does refurbishment include?
There is no universal inspection or repair checklist attached to the label. The seller or refurbisher should be able to explain what was done to the particular product.

How to evaluate a refurbished listing
Check the specific seller, item, and written terms before paying. The FTC recommends reviewing the actual item photos, description, seller policies, fees, and return policy, and getting answers in writing. Its warranty guidance says written warranty terms should be available before purchase and advises checking the duration, coverage, and claims process. - Identify who is selling and refurbishing it. A marketplace badge or a listing on a brand’s site does not, by itself, establish who performed the refurbishment. Check the seller identity and ask who inspected or repaired the item.
- Ask what work was done. Look for the tests performed, parts repaired or replaced, and whether the device was data-wiped where relevant. Treat vague descriptions as unanswered questions, not evidence of a specific process.
- Check the actual condition. Find out whether photos show the exact item or are stock images. Read the grade and description for scratches, dents, missing parts, or other disclosed issues.
- Read warranty terms before checkout. Confirm how long coverage lasts, which failures it covers, who handles a claim, and whether you may have to pay shipping or labor costs. Do not assume the refurbished label itself guarantees a warranty.
- Read the return policy and deadline. Note any conditions or fees, and save the listing, warranty terms, and written answers in case you need them.
- Compare the complete offer. Compare the final price and included accessories with a similar new or used product. There is no established general savings percentage, and the label alone does not establish that one condition category is more reliable than another.
What warranty comes with a refurbished product?
There is no single warranty that comes with every refurbished item. Coverage depends on the seller and program, so read the written terms for the specific listing. The FTC recommends checking the warranty’s duration, coverage, and process for making a claim; it also notes that implied warranties and “as is” treatment can depend on state law. The sources here do not establish one general legal definition of “refurbished” across all consumer goods. A specific FTC rule concerns rebuilt, reconditioned, and other used automobile parts: it prohibits misrepresenting whether a part is new or its condition and requires previously used parts to be clearly identified in advertising and packaging. That rule is specific to automobile parts; it does not settle the meaning of every refurbished-electronics listing. FTC rule on rebuilt, reconditioned, and other used automobile parts
