Yes. Arknights: Endfield is listed as free on the US PlayStation Store, and Google Play describes the app as free to download. Both storefronts disclose optional in-game purchases, so you can start without buying the base game.
What can you buy in Arknights: Endfield?

Do purchases include random items?
Yes, the PlayStation and Google Play disclosures say purchases may include random items. That broad wording does not give specific drop rates, guarantee thresholds, pity rules, or a full description of the game’s gacha mechanics. Check the current in-game purchase details before spending if those specifics matter to you. See the PlayStation game listing and Google Play listing.

Can you use purchases across platforms?
Gryphline says in-game purchases, including bundles and Origeometries, are supported on NVIDIA GeForce NOW and that purchased items synchronize across platforms, as described in its GeForce NOW FAQ.
A separate Gryphline FAQ about the Steam playtest says the Steam version offers the same purchasable items as other PC clients, and purchases can be used on other platforms when you sign in with the same Gryphline Account. That FAQ is specifically about the Steam playtest; it should not be read as a broader statement about every Steam release or account setup.
