Is AI Progress Slowing? Why Bigger Models and Brighter Benchmarks May Deliver Less

AI progress is not one curve: benchmark gains remain sharp, while infrastructure limits, uneven workplace adoption and uncertain investment returns raise the risk of a slowdown without proving one is inevitable.

AI progress is not demonstrably slowing across the board. Stanford HAI’s 2026 AI Index reports a sharp one-year gain on a software benchmark, while evidence from energy, workplace productivity and investment points to a different risk: technical advances may outpace the systems needed to deliver dependable economic value. A broad slowdown is possible, not proven. And “more is less” only makes sense when you specify what is getting more—and what value is diminishing.

What does an “AI slowdown” actually mean?

The phrase bundles together several different questions. A model can improve quickly on a benchmark while remaining unreliable in ordinary use; companies can announce adoption without changing how work is organized; and data-centre demand can rise even as equipment and power constraints limit how quickly infrastructure is built.

Measure What the evidence says What it does not establish
Model capability Stanford HAI’s 2026 AI Index reports SWE-bench Verified performance rising from 60% to nearly 100% in a year. That all capabilities are improving at the same rate, or that this benchmark’s gains will continue unchanged.
Infrastructure The International Energy Agency projects data-centre electricity use rising from 485 TWh in 2025 to 950 TWh in 2030, while identifying bottlenecks. That planned demand will translate smoothly into completed capacity.
Workplace productivity The International Labour Organization’s 6 May 2026 brief finds task-level gains in reviewed settings, but mixed firm-level evidence and no clear AI-driven productivity growth yet in official sectoral or macroeconomic statistics. That task-level gains have already become broad economic growth—or that they never will.
Investment returns The Bank for International Settlements warns that large AI investment commitments could disappoint. That a spending reversal or investment failure is inevitable.

Keeping these measures separate is essential. “AI is slowing” might mean frontier capability gains have cooled, infrastructure is harder to expand, adoption is taking time, or investors are reassessing returns. The available evidence does not show that all four are happening together.

Are AI models hitting a capability plateau?

The current evidence does not support a simple plateau story. The Stanford HAI 2026 AI Index reports that SWE-bench Verified performance rose from 60% to nearly 100% in one year. That is a striking result on a particular software-engineering benchmark, not a universal measure of intelligence or a forecast of future progress. Results near a benchmark’s ceiling also leave less room for that benchmark to show further gains.

Progress is uneven rather than uniformly smooth. Stanford HAI reports that leading models can perform strongly on some demanding tasks while remaining unreliable on others. A high score may show that a model can solve certain problems under the benchmark’s conditions; it does not guarantee consistent performance across a real workflow, where instructions, data and edge cases vary.

The industry’s concentration matters to the pace and shape of development. Stanford HAI reports that more than 90% of notable frontier models in 2025 were produced by industry. That figure describes the origin of notable frontier models, not all AI research or every model available to users. It does underline how much frontier development depends on organizations with the resources to build and train at scale.

Can the physical buildout keep up?

Demand for AI infrastructure is growing, but the power and equipment needed to meet it cannot be assumed to arrive on the same schedule. The IEA’s 2026 projection puts data-centre electricity consumption at 485 TWh in 2025 and 950 TWh in 2030. Those are projected figures, not a record of future consumption. The agency also says near-term bottlenecks make more aggressive growth scenarios less likely.

The constraints are broader than electricity generation alone. The IEA identifies grid and energy equipment, advanced chips and high-bandwidth memory among the bottlenecks. Permitting, financing and the practical pace of building energy and data-centre capacity also shape how quickly planned expansion can become usable infrastructure. In the IEA’s words, “The speed of the AI revolution is increasingly contrasting with the speed of the physical, social and economic systems that underpin it.”

Dual-band Wi-Fi 5 (2.4/5 GHz), Bluetooth 5.1, and high-speed headers for vision, audio, and display peripherals.
  • Seamless Expansion & Connectivity: Features the classic UNO form factor for shields compatibility, an 8x13 LED matrix, and a Qwiic connector for easy expansion with Modulino nodes; power and connect via the USB-C connector.

That is a case for growth under constraints, not evidence that growth has stopped. If capacity takes longer or costs more to deliver, some projects may be delayed or scaled back even while demand remains high. The IEA also notes that investment expectations and financing conditions affect the outlook, linking infrastructure expansion to the question of whether future returns justify present commitments.

Why aren’t AI productivity gains showing up everywhere?

Useful task-level improvements and modest aggregate statistics can coexist. The International Labour Organization’s research brief, published on 6 May 2026, reviews task-level productivity gains typically ranging from 10% to 70% in the settings it examines. The range varies with the task and worker experience; it is not a forecast or a universal improvement for every employee or company.

At the firm level, the ILO reports mixed evidence. Gains are concentrated in larger, digitally advanced enterprises, while many firms report little measurable impact beyond pilots. It finds no clear AI-driven productivity growth yet in official sectoral or economy-wide statistics. The gap does not prove that AI has no effect: it may take time for adoption to spread, for firms to reorganize work and train staff, and for new ways of working to appear in official measurements.

Organizational adoption figures need the same care. Stanford HAI reports organizational AI adoption at 88% in its 2026 AI Index. Adoption indicates use or uptake as defined by the Index; it does not by itself say how deeply a tool is embedded, whether the organization has redesigned its processes, or whether the change has raised measured output.

The ILO’s summary captures the distinction: “At the firm level, evidence is more mixed and AI adoption remains uneven; productivity gains are concentrated in larger, digitally advanced enterprises, while many firms report little measurable impact beyond pilots.” A demonstration or successful pilot is not yet proof of a durable productivity improvement across an industry.

Could AI investment pull back?

The scale of spending makes returns a consequential uncertainty. The BIS’s 2026 Annual Economic Report says the five largest hyperscalers are set to spend over a trillion US dollars on AI-related capital expenditure from 2025 through 2026. This is a forward-looking estimate in the report, not a final audited total.

Such commitments can support faster deployment if AI generates durable revenue or productivity gains. They can also become a source of pressure if realized returns fall short of expectations, especially when projects depend on scarce power, chips and grid equipment. The BIS warns: “The intense competition raises the risk of firms over-committing resources to investment projects with still uncertain returns, leaving all firms vulnerable to disappointments in AI payoffs.” That is a risk described by the report, not its prediction that a collapse will happen. Its analysis also considers paths in which AI boosts economic growth.

A slowdown in spending, if it occurs, would not automatically mean models had stopped improving. It could reflect changed financing conditions, slower infrastructure delivery, or investors demanding stronger evidence of returns. Conversely, rising expenditure alone would not prove that AI is creating commensurate economic value.

Does “more is less” describe AI economics?

It can describe a possible mismatch between inputs and returns, but it is not an established law that larger models deliver less value. Increasing model size, compute or capital may bring diminishing returns on a particular task, but a claim of diminishing returns needs a defined measure—such as cost per reliable task completed—and comparable evidence over time. The sources considered here do not establish that universal relationship.

The OECD’s 2026 account of AI markets describes high sunk costs, scarce talent and compute, and the potential for market concentration. Those conditions can favor established firms able to fund infrastructure and attract specialists. But the competitive picture is not one-way: the OECD also notes that open-source development can lower entry costs and put price pressure on incumbents. Greater scale may therefore yield advantages for some providers while alternatives reduce prices or widen access for some users.

More capability is economically useful only if it solves tasks dependably, at a cost users will pay, and within the constraints of deployment. A benchmark score, adoption survey, capital-expenditure estimate or electricity projection answers a different part of that question. None alone is a complete measure of AI’s realized value.

What would make a slowdown more likely?

A credible slowdown thesis should be tested against observable changes rather than inferred from one disappointing benchmark or one striking investment figure. Watch for several developments together:

  • Capability gains flattening across multiple relevant evaluations, rather than one benchmark approaching its ceiling.
  • Power, chip, memory or grid constraints repeatedly delaying projects or limiting usable capacity.
  • Organizations failing to move beyond pilots despite training, workflow changes and other complementary investments.
  • Measured productivity remaining weak as adoption matures, rather than only during an early period when practices and statistics are catching up.
  • Investment being cut because returns disappoint, rather than merely shifting between firms, technologies or timelines.

At present, the evidence supports a more qualified conclusion: capability gains remain rapid on some measures, while infrastructure, diffusion and returns are uncertain and uneven. Whether that becomes a broad slowdown depends on how those forces develop—not on the brightness of a single benchmark or the size of a single spending plan.
