It can help attackers conceal a packet’s apparent origin or redirect replies to an unwitting address owner, and it is used in some denial-of-service attacks. The practical defenses—source-address validation and ingress filtering—are primarily deployed by network operators and providers, not by installing a consumer app.
What IP spoofing means
An IP packet includes a source address field that identifies where the packet claims to have come from. With IP spoofing, a sender forges that field so the packet appears to originate from a different host. CISA’s NICCS glossary describes spoofing as changing an incoming packet’s source address so it appears to come from a known, trusted source. CISA NICCS glossary

The crucial distinction is between a claim in a packet header and control of the system named in that claim. A forged source address does not show that the address owner’s device sent the packet, nor does it give the attacker control of that device. It also does not change the internet’s routing system. IP spoofing is a packet-level technique, not encryption or a way to take ownership of an IP address.
How a forged source address causes harm
Replies can go to the wrong destination
When a target replies to a packet, it normally sends the response to the source address stated in that packet. In a TCP SYN example, the target may send a SYN/ACK to the forged address. If the address is unreachable or belongs to someone uninvolved, that owner may receive unexpected traffic—or no one may answer while the target holds resources awaiting a response. RFC 2827, published in May 2000 and later updated by RFC 3704, explains these effects and the role of ingress filtering. IETF RFC 2827

Reflection and amplification can direct traffic at a victim
In a reflection attack, an attacker sends a request to a third-party service but forges the victim’s address as the request’s source. The service’s reply is then directed to the victim. If the reply is larger than the request, the pattern can amplify the volume of traffic reaching that victim. CISA describes this mechanism in its guidance on UDP-based amplification attacks. CISA: UDP-Based Amplification Attacks
Spoofing can support denial-of-service, but is not required for every DDoS attack
Forged addresses can make filtering and attribution harder, and can contribute to denial-of-service attacks. But DDoS describes the distributed flooding outcome, not one required method: attacks can use traffic with valid source addresses, too. RFC 2827 notes that ingress filtering does not stop flooding that uses valid prefixes. IETF RFC 2827

What spoofing does not prove
- It does not identify the actual sender. The source field is the part being forged, so it cannot by itself establish who originated the traffic. Attribution requires other evidence and network-side telemetry.
- It does not mean the apparent address owner is responsible. A packet can name an uninvolved host, and replies may be sent there.
- It is not the same as BGP prefix hijacking. IP spoofing falsifies a packet’s source field. BGP prefix hijacking concerns routing announcements and control of where traffic is directed. NIST treats routing security and source-address validation as related but distinct issues. NIST SP 800-189
How network operators prevent spoofed packets
The most direct prevention is to stop packets with implausible source addresses at network boundaries, before they can be used to impersonate other networks. The right configuration depends on topology; operators should follow current guidance for their equipment and provider arrangements.

Ingress filtering and BCP 38
Ingress filtering checks traffic entering a network from a customer or other attached network and drops packets whose source addresses should not originate there. RFC 2827 (BCP 38) describes filtering at an ISP’s aggregation boundary to prevent forged-source denial-of-service traffic from being propagated outward. It limits spoofing from networks that apply the control; it cannot block all denial-of-service traffic, including floods using legitimate source prefixes. IETF RFC 2827

Source address validation with ACLs or uRPF
NIST recommends source address validation (SAV) using access control lists (ACLs) or unicast Reverse Path Forwarding (uRPF). ACLs can restrict source prefixes permitted on an interface. uRPF checks whether the source address is consistent with a route back through the interface; its suitability depends on routing design and configuration. A strict reverse-path check can be a poor fit where legitimate traffic follows asymmetric routes, so operators must choose a mode and policy compatible with their topology. NIST SP 800-189
| Control | Where it is used | What it does | Key limit or consideration |
|---|---|---|---|
| Ingress filtering / BCP 38 | Provider or network boundary | Drops traffic whose claimed source should not originate from the connected network. | Reduces forged traffic from networks applying the filter; does not stop floods with valid source prefixes. RFC 2827 |
| ACL-based source validation | Network interfaces and operator-managed edges | Allows or rejects source prefixes according to configured rules. | Rules must reflect legitimate addressing and routing. NIST SP 800-189 |
| uRPF | Routers at network edges or within an operator network | Checks source-address plausibility against routing information. | Appropriate configuration depends on topology, including whether paths are asymmetric. NIST SP 800-189 |
How to respond to a suspected spoofing or amplification incident
Source validation reduces the ability to send forged traffic from protected networks, but it does not by itself mitigate every DDoS attack. During an incident, response may require traffic controls and coordination with an upstream provider or hosting network. NIST lists remotely triggered black hole (RTBH) filtering and FlowSpec among broader DDoS mitigation mechanisms. CISA also recommends stateful UDP inspection, traffic shaping or rate limiting, and coordination with service providers for UDP amplification incidents. - If you are a home user: Contact your ISP if your connection is affected or your address appears to be receiving unwanted replies. A VPN, antivirus application, or ordinary home-router setting does not prevent other networks from forging source addresses across the internet.
- If you administer an organization’s network: Preserve relevant traffic and routing telemetry, involve your security team, and contact your upstream provider or hosting network when traffic is overwhelming your connection. Filtering rules and mitigation choices should match your network design.
- If you operate a provider or network: Apply source validation at appropriate customer-facing boundaries and use incident controls such as filtering, rate limiting, or provider coordination where warranted. No single source-address control substitutes for a broader DDoS response.
Why blocking the displayed address is not enough
A spoofed source address is deliberately misleading, and attackers can vary the forged addresses. Blocking only the address shown in a packet may therefore miss the real traffic pattern or affect an uninvolved address owner. Effective prevention focuses on validating whether source addresses are legitimate at the networks that transmit them; incident response relies on broader traffic evidence rather than treating the displayed source as proof of origin.
