Choose the developer beta if you are actively testing an app for compatibility and can use a non-production iPhone. If your primary phone is essential for work, travel, accessibility, payments, or other daily needs, install neither there: Apple warns that beta software may contain errors.
How the two beta tracks differ
Apple’s Beta Software Program is for trying pre-release software and sending feedback about its quality and usability. The Apple Developer Program provides tools and resources for building, testing, and distributing apps, including access to beta operating systems.

The practical difference is your reason for installing the software, not a guaranteed release schedule. Apple says public beta and Developer Program participants may receive different beta software, so the builds are not necessarily identical and the developer beta is not guaranteed to arrive a fixed amount of time earlier.

Which beta should you install?
Choose the public beta to try iOS and give feedback
This is the more appropriate track if you are curious about the upcoming release and want to report problems or usability issues, rather than test an app you maintain. Still, install it only on a device you can manage without if something goes wrong.

Choose the developer beta for app compatibility work
If you develop or test apps, earlier access can give you time to check how they behave as iOS changes. Apple recommends testing each released beta and reporting issues early, while there is more opportunity for problems to be addressed before a release candidate and public release. That makes this track useful when you have a concrete testing purpose—not simply because it sounds like the earliest option.
Choose neither for a device you cannot risk disrupting
Beta releases are unfinished software. If your iPhone is your only dependable device for essential tasks, the risk of bugs or a disrupted workflow may outweigh the benefit of trying iOS early. Wait for the commercial release instead.

Does the developer beta require paid membership?
Apple says people can learn to develop for its platforms with an Apple Account without enrolling in the paid Apple Developer Program. Its membership comparison lists operating-system beta releases among the program’s benefits and gives a price of USD 99 per membership year where applicable; local-currency pricing may apply, and some organizations may qualify for a fee waiver. However, Apple’s cited pages do not clearly establish that paid membership is required solely to access the developer beta under the current enrollment flow. Check Apple’s live enrollment requirements before paying for membership just for beta access.

Apple recommends using a secondary or non-production device, reading the beta’s release notes, and making a backup before installation. If you need to return to a previously released iOS version, Apple says to restore a backup made before the beta was installed. Data created or changed while using the beta may not be recoverable from that older backup.

To stop receiving public beta updates, Apple says to unenroll the device and then install the next commercial release when it becomes available. If you need to return immediately to a previous public iOS release, a backup and restore may be necessary. Exact menus and steps can change between iOS versions; consult Apple’s current beta installation guidance before proceeding.
One related limitation concerns a different device: Apple says an Apple Watch running beta software cannot be restored to an earlier watchOS version. That is a watchOS restriction, not an iOS restore rule, but it matters if you are considering beta software across your Apple devices.
