Internet Connection Sharing (ICS) is a Windows feature that lets a computer share one network connection with devices connected through another, private connection. In full sharing mode, Windows routes clients’ traffic through the host’s upstream connection using network address translation (NAT) and address-assignment services. A related hosted-network mode can provide local IPv4 addresses without giving clients Internet access.
What Internet Connection Sharing means in Windows
ICS is a Windows network-sharing feature associated with the SharedAccess service. It is not a standalone router product: the Windows computer acts as the host between a connection being shared and client devices. The shared network access does not necessarily have to be Internet access.

Microsoft describes ICS as a way to configure a computer as a gateway for a small network, with local network services such as DHCP-based addressing and name resolution. Microsoft’s WiFi Policy CSP documentation describes these functions and the administrative control for ICS.

A full ICS setup has two roles:
- Public connection: the upstream connection whose access is being shared.
- Private connection: the connection that client devices use to reach the Windows host.
ICS receives traffic from the private side, translates it through NAT, and routes it over the public connection. DHCP functions help assign local addresses to clients. In Microsoft’s older Shared Connections technical reference, one public connection can be shared at a time, while multiple private connections can be configured in that API model; that specific limit describes the documented model, not a complete statement of every current Windows configuration. Full ICS versus standalone hosted-network mode
ICS can also operate in a limited standalone mode associated with Windows Wireless Hosted Network. The distinction matters: a device receiving a local address is not necessarily receiving Internet access.

Microsoft says full mode takes precedence over standalone mode. Its description of Wireless Hosted Network limits traffic in standalone operation to exchanges between connected devices and the host or among the connected devices themselves. Where ICS is used—and what can limit it
ICS is intended for home and small-office sharing. It can work with a Windows software-hosted wireless network, and Microsoft’s hosted-network documentation describes sharing an Ethernet, wireless LAN, or wireless WAN connection in that scenario. Administrators can also restrict whether ICS may be enabled or whether its service may run; Microsoft notes that ICS is needed for clients acting as Wi-Fi hotspots and at both ends of Miracast projection. The WiFi Policy CSP documentation covers the policy control, while Microsoft’s ICS service guidance describes the service’s roles.

That warning comes from Windows Server 2003 documentation and should be treated as historical, scoped guidance—not as a complete compatibility rule for current Windows versions. Microsoft’s Windows Server 2003 setup guidance gives that warning.

ICS and mobile broadband tethering
Microsoft says mobile broadband Internet sharing was introduced in Windows 8.1. Whether it is available in a particular situation depends on the Windows device and configuration, the mobile operator, and the plan: an operator may not support sharing or may require an entitlement check. Microsoft’s mobile broadband ICS documentation explains those operator-dependent conditions.

Look beyond whether clients connect or receive addresses. For actual upstream sharing, the configuration must have a public connection being shared and a private client connection, with full ICS routing in effect. A hosted wireless network that only supplies DHCPv4 can connect local devices to one another and to the host without providing Internet access.
