TSMC is a pure-play foundry: it makes chips designed by customers and does not sell semiconductor products under its own brand. Intel both designs and manufactures its own products and is building Intel Foundry into a business that also serves outside customers. That difference shapes their customer bases, disclosures, scale and business risks more than a comparison of node names alone.
How Intel Foundry and TSMC differ as businesses
TSMC’s business is organized around manufacturing chips for other companies. It says it does not design, manufacture or market semiconductor products under its own name. That pure-play model separates its foundry business from selling branded chips, although it does not mean every customer is free of commercial overlap with TSMC in adjacent markets.

Intel is an integrated semiconductor company: it has product groups that design and sell chips as well as a manufacturing organization. Intel has reorganized Intel Foundry to account for manufacturing as a business serving Intel Products and to offer manufacturing services to external customers. In Intel’s 2025 Form 10-K, the company says nearly all Intel Foundry business still supports Intel Products.
Who each company manufactures for
| Company | Manufacturing customers and reported figures | How to interpret the disclosure |
|---|---|---|
| TSMC | TSMC reported 534 customers, 12,682 products and 305 distinct technologies in 2025. | These are company-reported measures of customer and manufacturing breadth for the year. |
| Intel | Intel reported $307 million in external foundry and assembly/test revenue in 2025. Its 2025 Form 10-K describes its external customer base as few and says nearly all Intel Foundry business supported Intel Products. | The $307 million is external foundry and assembly/test revenue, not total Intel Foundry segment revenue. The segment also includes internal activity. |
The figures are not equivalent: TSMC’s customer count and product count cannot be directly compared with Intel’s external revenue figure. They do not establish a market-share comparison. Intel does have external foundry business, but describes building a more significant external business as a long-term strategy.

What their process roadmaps say—and what node names do not
Both companies reported a leading-edge production milestone in 2025, but their announcements are not a like-for-like performance or manufacturing comparison.
| Company | Reported milestone | Additional company-reported context |
|---|---|---|
| TSMC | TSMC said its N2 process entered high-volume manufacturing in the fourth quarter of 2025. | In its 2025 annual report, TSMC said technologies of 7 nm and beyond accounted for 74% of wafer revenue in 2025, compared with 69% in 2024. This is a share of wafer revenue, not a share of wafers or capacity. |
| Intel | Intel said 18A entered high-volume production late in 2025. | Intel identified the first Intel Core Ultra Series 3 products as using 18A. |
Node labels such as N2 and 18A are company-specific names. They should not be read as literal, directly comparable transistor dimensions; a name alone also does not establish parity in performance, yield or cost.
Manufacturing capacity and footprint
TSMC reported more than 17 million 12-inch-equivalent wafers of annual manufacturing capacity for 2025. It described manufacturing in Taiwan and at subsidiaries in the United States and Japan.
Intel’s 2025 Form 10-K describes U.S.-based leading-edge research and development and manufacturing, along with a global network. The reviewed Intel disclosure does not establish a total wafer-capacity figure comparable with TSMC’s reported number, so the two companies’ capacity cannot be ranked from these figures.
Intel Foundry’s service offering
Intel describes its foundry services as extending beyond wafer fabrication to include advanced packaging, chiplet integration and design enablement. It also says customers can use Intel advanced packaging for wafers fabricated elsewhere. These are descriptions of the services Intel offers, not evidence that its manufacturing scale matches TSMC’s.
Different constraints on growth
Intel’s need for external demand
Intel says leading-edge process technology and facilities require substantial capital, and that economic efficiency depends on volumes beyond its own products. Its 2025 Form 10-K says Intel may pause or discontinue development of 14A and successor nodes if it cannot secure significant external customer demand. This is a stated, conditional risk—not a confirmed cancellation or a prediction that Intel will take that step.
Rank #4
TSMC’s disclosed scale and mix
TSMC’s 2025 customer, capacity and wafer-revenue figures show the scale and composition it reported for its foundry operations. They use different measures from Intel’s external foundry revenue and internal-versus-external customer disclosures, so they do not by themselves establish which company has greater capacity, profitability or market share across a common basis.

TSMC’s defining feature is a dedicated foundry model built around customers’ designs. Intel’s is an integrated model in which its manufacturing operation serves Intel’s own product business while also seeking outside customers. TSMC disclosed a broad customer base and a total annual capacity figure; Intel disclosed limited external foundry revenue alongside its dependence on internal demand and the economic conditions required to sustain future leading-edge investment.
