You may be able to post an Instagram Reel from a laptop: current guides describe an upload option in Instagram’s website Create flow. But desktop controls can differ from the mobile app, and the available sources do not establish that the same option appears for every account, browser, or region.
How to check for the desktop Reel upload option

Why desktop posting may not match the phone app
The website and mobile app do not necessarily expose the same creation tools. A current third-party guide reports that desktop access to Instagram’s audio library is limited compared with the mobile workflow. The available evidence does not establish a complete feature-by-feature comparison, so a particular editing or audio control should not be assumed to exist—or be absent—on every desktop account.
If you need an audio or creation tool that is not available in the website flow, try creating or publishing the Reel in Instagram’s mobile app instead.

Meta documents server-side publishing for Reels through the Instagram API. Its API documentation includes a recommended 9:16 aspect ratio and duration limits of 3 seconds minimum and 15 minutes maximum; those are API specifications, not established limits for every upload through Instagram’s consumer website.
