Its policy says: “We consider engagement to be legitimate when a human user’s primary intent is to authentically interact with the content.” Artificial traffic may not count and violations can lead to strikes or removal of content or a channel. That makes purchased YouTube engagement a policy risk, not a reliable shortcut to genuine audience growth.
