Police blocked or restricted gatherings in Delhi, where news outlets reported hundreds of detentions or arrests. The central dispute remains unresolved: critics say the Special Intensive Revision could wrongly exclude eligible voters and benefit the ruling BJP; the Election Commission says it is removing duplicate and ineligible entries and denies wrongdoing.
What happened in Mumbai and Delhi on October 2?
CJP supporters joined students, civil-society groups and opposition figures in protests or attempted gatherings in Mumbai and New Delhi. Their demand was that Chief Election Commissioner Gyanesh Kumar resign over the Special Intensive Revision (SIR), the process for updating electoral rolls.

Mumbai: a planned protest and a wider campaign
The Guardian reported that authorities had denied permission for a planned protest at Shivaji Park and that police maintained a heavy presence. The Associated Press described hundreds of CJP supporters demonstrating in Mumbai. The Mumbai action was presented as the start of a wider round of protests; reports of planned events in other cities do not establish that those events later took place.

Delhi: blocked gatherings and reported detentions
Police and paramilitary personnel, barricades and warnings to disperse featured in accounts of the Delhi response. The Associated Press reported that police prevented student and civil-society groups from gathering at Jantar Mantar. Al Jazeera, in an October 2 mid-afternoon report, said more than 500 people had been arrested and at least 11 nearby metro stations were closed. The Guardian reported at least 700 detentions, closure of a dozen nearby metro stations and an internet shutdown. These are different outlet-specific accounts and snapshots, not one agreed final tally.

Why are the protesters demanding the election chief’s resignation?
The immediate trigger was the SIR, which revises voter lists. Critics and opposition groups say its documentation and procedures risk removing eligible voters and allege the changes could give the Bharatiya Janata Party (BJP) an advantage. Those claims are allegations, not established findings in the cited reports.
The Election Commission says the revisions are intended to remove duplicate, deceased or otherwise ineligible entries while keeping eligible voters on the rolls. It denies wrongdoing. The dispute over how many people could be affected, the process’s political effects and intent has not been resolved in the available accounts.

The Associated Press reported that the revision began in Bihar ahead of state elections and expanded to most states and federally administered territories. Al Jazeera and the AP also reported accounts that two of the Election Commission’s three commissioners raised concerns about aspects of the revisions, registration procedures or digital systems. The Commission disputed the characterization of these as formal written objections, describing differing views and deliberations. This reporting does not establish a legal finding of misconduct.
What is the Cockroach Janta Party?
The CJP developed from online satire into a youth protest movement. In July, its campaign focused on exam-paper leaks and education accountability, including calls for Education Minister Dharmendra Pradhan to resign. The minister resigned in July after the protest campaign. The group then said it would continue as a pressure group and widened its focus to democracy and government accountability.

By September, the CJP had also begun a public-school audit campaign. Le Monde reported that members visited schools, used a 20-point checklist and published supporting images and video. That reported method helps explain the group’s move from online activity to public campaigns, but the October protests centered on the voter-roll dispute.

The reports document competing claims, protest activity and restrictive police measures; they do not establish how many eligible voters were wrongly removed or prove that the revision was manipulated. The key questions for assessing the dispute include who may be removed under the Commission’s criteria, what verification documents and procedures are required, the geographic and numerical scale of deletions and restorations, how decisions are disclosed, and what remedies are available to people who say they were omitted.
