Choose an iGaming platform only after confirming the target market’s licensing route, launch dates, supplier-approval rules, player-protection controls, and product-specific economics. A platform’s use or approval in one jurisdiction does not establish that it is eligible—or ready—for another. Treat platform procurement as part of market-entry diligence, and require evidence for the exact jurisdiction, products, suppliers, and operating entity you intend to use.
What should operators establish before comparing platforms?
Start with the market and the intended product scope, not a vendor feature list. The same platform may face different requirements across jurisdictions, and a licence for one vertical or brand may not cover another. Build a requirements matrix for each proposed market before issuing a request for information or evaluating demonstrations.

- Define the proposed offer. Specify the jurisdiction, gambling verticals, brands, operating entities, customer groups, and proposed launch date. Identify activities that may be excluded or separately regulated.
- Confirm the legal route and timetable. Establish who can apply, when applications open or must be made, when licensed operation may begin, and whether advertising or continued operation is restricted during transition.
- Map local approval requirements. Identify which operator, platform, software, games, and technical suppliers need a licence, certification, or other local authorization. Verify the exact legal entity and products against the regulator’s current register or guidance.
- Translate obligations into system requirements. Map identity, age verification, account limits, self-exclusion, monitoring, record-keeping, marketing restrictions, and reporting obligations to specific platform functions and operating procedures.
- Test the economics by vertical. Model local duties or taxes, effective dates, exceptions, and required records separately for each product. Confirm that accounting and reporting workflows can support the calculation.
- Require launch evidence. Ask for jurisdiction-specific approvals, product certification, control demonstrations, named implementation owners, and a documented launch sequence. Distinguish evidence from a vendor’s unverified capability claim.
These checks answer different questions: whether the operator can lawfully enter, whether the technology and supplier chain are eligible, whether controls can meet local rules, and whether the resulting business model is viable.

New Zealand and Finland illustrate why “ready for 2027” is not a universal platform status. The regimes cover different products and take effect on different schedules. Dates and conditions below are specific to the named jurisdiction and source.
#1 Best Overall
| Jurisdiction and scope | Timing and licensing details | Platform and operating implications |
|---|---|---|
| New Zealand online casino gambling | The Department of Internal Affairs (DIA) says the Online Casino Gambling Act is in force and the full licensed regime is expected to be operational in 2027. Operators that have not applied must cease operating from 1 December 2026; applicants whose applications are under consideration may continue without advertising until a decision. DIA says the current advertising prohibition applies during the transition. The regime provides for up to 15 licences, each valid for up to three years with a possible further five-year renewal; each licence covers one brand and its platforms, and no person may receive more than three licences through this process. (DIA, 2026.) | Confirm the application and transition status for the specific operator before assuming it can continue operating or advertising. Scope platform and brand configuration to the licence. DIA says regulations address harm prevention and minimisation, consumer protection and record-keeping, advertising and marketing, and fees, levies, and charges; it also notes that compliance history may be considered in licensing. |
| Finland’s specified competitive-market gambling services | Most provisions of the new Gambling Act enter into force on 1 July 2027. Licensed provision of the specified competitive-market services and issuance of gambling software licences can begin then. From 1 July 2028, holders of exclusive and gambling licences may use only gambling software provided by a gambling software licence holder. (Finnish Government, Ministry of the Interior, 15 January 2026.) | Verify the product’s place in the competitive or retained-exclusivity framework and track both dates: a 2027 launch opportunity does not remove the 2028 software-licence requirement. Plan for strong identification, player-account controls, and marketing restrictions from the outset. |
These examples are not interchangeable: the New Zealand details concern online casino gambling, while Finland’s dates concern the specified services under its reformed system. Neither should be generalized to every gambling product or jurisdiction.
What approvals must the platform and supplier chain have?
Check the actual legal entities and products
In Greece, the Hellenic Gaming Commission (HGC) says manufacturers and suppliers of technical means and materials used in online games of chance need a Suitability Licence. Licensed operators may offer only products and services certified by the HGC and supplied by holders of valid suitability licences. The practical check is not whether a vendor operates internationally: verify the live regulator register and the approval status of each relevant supplier and product for the intended Greek service.
Separate operator licensing from technical eligibility
An operator’s licence and a supplier’s approval solve different problems. In Great Britain, the Gambling Commission says remote gambling facilities offered to consumers in Great Britain and advertised there require an operating licence. Its guidance lists identity and ownership, finances, integrity, competence, and criminality among the matters it assesses, along with arrangements for licensing objectives and social responsibility. The page displays a last-updated date of 1 November 2021; use it for those stated assessment factors, not as a complete current technical checklist. Verify current detailed requirements with the regulator before relying on them.
For procurement, record which entity holds each permission, its scope and status, and which games or services it covers. A corporate group’s general presence in a market is not proof that the contracting entity, platform, or specific product is authorized there.
Which player-protection and operating controls should the system support?
Convert each local obligation into a testable requirement. A policy or vendor statement alone does not show that a control works in the operator’s intended configuration.
- Identity and age checks: Finland’s new system requires identification for all gambling, with strong identification for registration to verify age. Confirm when identity is checked and how failed or incomplete checks affect account access.
- Limits and exclusion: Finnish licensees must offer tools such as self-exclusion and limits; players must set daily and monthly limits on transfers to their player accounts. Confirm that limits can be configured and enforced at the required account level, and that the operator can evidence their application.
- Monitoring and intervention: Finland’s requirements include monitoring. Determine what activity the system monitors, what alerts it produces, who reviews them, and how actions and outcomes are recorded.
- Records and consumer protection: DIA identifies consumer protection and record-keeping among New Zealand’s regulatory topics. Map relevant records to the platform, retention process, and retrieval workflow.
- Advertising and marketing: DIA identifies advertising and marketing in New Zealand’s regulations, and Finland restricts marketing channels and practices, including a ban on influencer marketing. Check campaign controls and approval workflows against the specific market rules rather than assuming one global marketing configuration is sufficient.
- Compliance ownership: Assign a named operator owner to each control, including escalation, evidence retention, and regulator reporting where applicable. Software capability does not replace the operator’s responsibility to run and document its processes.
How should taxes and market economics affect the choice?
Use the rate for the relevant product and effective date; do not treat one jurisdiction’s duty as representative elsewhere. HM Revenue & Customs’ 2025 policy says the UK Remote Gaming Duty rate rises from 21% to 40% from 1 April 2026. The policy sets a 25% rate for most remote betting from 1 April 2027; remote bets on UK horseracing remain excluded from that new remote rate and continue at 15%, with other specified exceptions.
Build the operating model by vertical, including the applicable duty or tax, commencement date, exceptions, and the data needed to calculate and report liability. Then test the platform’s transaction records, product classification, reconciliation, and accounting outputs against that model. The stated rates and dates do not provide a cross-market tax comparison or a forecast for any particular operator.
How can procurement turn the requirements into a defensible decision?
Use a target-market matrix to compare actual alternatives on the same evidence standard. Record each requirement, the responsible party, the proof supplied, and any unresolved dependency.
| Decision area | Questions to resolve | Evidence to request |
|---|---|---|
| Legal route and timing | Is the operator eligible? When may it apply, launch, operate during transition, and advertise? | Regulator guidance or decision applicable to the specific entity, product, and date. |
| Supplier and software eligibility | Do the platform, games, and technical suppliers require local licensing or certification? Which approvals apply to the exact service? | Current register entries, licence details, and product-level certification or approval evidence. |
| Player identity and protection | Can the configured system perform required identification, limits, exclusion, monitoring, and record-keeping? | Demonstrations using the proposed configuration, documented control behavior, and evidence of operational ownership. |
| Operator readiness | Can the applicant document ownership, finances, integrity, competence, key people, and responsible-gambling arrangements? | Applicant-side documentation and assigned compliance responsibilities; platform materials alone are insufficient. |
| Product and brand scope | Which verticals and brands does the permission cover? Are products separately regulated or excluded? | Licence scope and a market-specific product map; in New Zealand, each online casino licence covers one brand and the platforms used for that brand. |
| Tax and reporting | Which rate applies to each vertical, when does it change, what exceptions apply, and can the system support required records? | Market-specific tax analysis and tested accounting and reporting workflows. |
| Implementation and proof | What is the launch sequence, who owns local integrations and compliance configuration, and what remains unresolved? | A written implementation plan with owners, dependencies, dates, and jurisdiction-specific readiness evidence. |
Do not rank platforms from feature claims alone. A useful comparison separates legal eligibility, demonstrated system behavior, implementation dependencies, and the operator’s own licensing readiness. The cited regulator materials establish local requirements and schedules; they do not establish vendor performance, integration cost, or comparative implementation benchmarks.
