The provider reported that 495 companies and local governments contracting for the service were affected. In an October 8 update, it said virtual servers in four zones had stopped and could not be restarted, and that recovering data there was expected to depend on customer-held backups. Its October 9 update said response and investigation were continuing; the incident had not been declared resolved.
What happened in the IDCF Cloud attack?
IDC Frontier’s October 7 incident update said its investigation had identified a third-party ransomware attack affecting systems in IDCF Cloud’s East Japan Region 1. The provider said the incident began around 03:40 JST that day. It reported disconnecting the region from the network and stopping systems to prevent further harm while it investigated and worked to contain the intrusion. IDC Frontier’s incident notices are the primary source for the provider’s account.

The provider’s figure of 495 refers to companies and local governments that contracted for IDCF Cloud and were affected, according to its second update on October 7. It is not a count of confirmed data breaches, individual people, or public agencies alone. IDC Frontier did not publish a complete customer list.
Which cloud systems were affected?
On October 8, IDC Frontier identified four affected zones in East Japan Region 1: tesla, henry, pascal, and joule. It said virtual servers in those zones had stopped and could not be restarted. The company had not confirmed unauthorized access in other named zones and regions at that point, but security checks were continuing and customer management consoles remained offline. That was a time-bounded status update, not confirmation that every other system was definitively unaffected. IDC Frontier’s October 8 update provides the provider’s account.

Can customers recover their data?
IDC Frontier said extraction or restoration of customer data in the affected zones was expected to be difficult. Based on its assessment on October 8, it expected recovery to rely on backups maintained by customers. This was an outlook at that time, not a confirmed final result for every customer or system. The October 9 update described assistance that included backup instructions, proposals for migration environments, and help operating virtual servers at customers’ request.
What affected customers should check
- Identify which workloads and data were hosted in tesla, henry, pascal, or joule, and confirm their status directly with IDC Frontier.
- Locate backup copies held outside the affected cloud environment. Check whether they are separate from production systems and whether their contents and recovery points are usable.
- Validate restoration in a controlled environment before reconnecting restored workloads to production.
- Ask the provider and relevant internal security teams for incident-specific guidance before attempting recovery or migration.
A separate copy of important files can help with recovery, but a consumer external drive alone is not an enterprise disaster-recovery plan. Organizations need to consider isolation, tested restoration, recovery time, and whether backups cover the systems and data they must bring back.

What is known about customer and public-service impacts?
The provider’s notices establish the affected customer count and cloud region, but do not enumerate customers or confirm each downstream disruption. Cybernews reported effects involving sectors including railways, police services, food logistics, travel, karaoke, and e-commerce, and discussed disclosures involving JR East, View Card, and JR Kyushu. Those customer-level and sector claims should be treated as secondary reporting unless confirmed in notices from the organizations concerned. Cybernews’ October 10 report is a secondary account, not a complete official customer list.

JPCERT/CC’s October 8 advisory described a broader wave of unauthorized-access incidents affecting Japanese organizations around September 2026. It said technical information available to it was limited and fragmented. That provides context for the period, but does not establish a link between those incidents and the IDCF Cloud attack or explain how this intrusion occurred. JPCERT/CC’s advisory is the relevant source for that broader context.

What remains unconfirmed?
In the official updates available through October 9, IDC Frontier had not established the intrusion route, identified an attacker, or given a final account of whether customer data was exposed or taken. Ransomware does not by itself prove that data was exfiltrated. The provider said investigation and coordination with supervisory agencies and police were ongoing. Its October 9 update also said it had established an emergency response headquarters at 09:00 JST on October 7 and was coordinating with parent company SoftBank.
