ICMP, TCP, and UDP: How They Differ and When Developers Use Them

ICMP reports network conditions; TCP delivers a reliable ordered stream; UDP carries datagrams without built-in recovery. Here’s what that means for developers.

ICMP reports network conditions and supports diagnostics; TCP and UDP carry application traffic. TCP provides a reliable, ordered byte stream, while UDP carries separate datagrams without built-in delivery or ordering guarantees. They are not three interchangeable ways to send the same data.

What each protocol does

  • ICMP carries control and diagnostic messages associated with IP, such as feedback when a datagram cannot reach its destination. It does not make IP reliable. The original specification says its purpose is “to provide feedback about problems in the communication environment, not to make IP reliable” (RFC 792).
  • TCP transports application data as a reliable, ordered byte stream. It detects loss and retransmits data as needed to provide that service; the application reads a stream, not a sequence of network packets.
  • UDP transports application data as discrete datagrams, preserving message boundaries. Its base service does not provide retransmission or guarantee delivery or ordering.

These distinctions describe the protocols’ services, not a universal speed ranking. Performance depends on the application, network, congestion behavior, packet sizing, and implementation.

Compare the services

Aspect ICMP TCP UDP
Primary role IP-related control and diagnostic messages Application transport as a reliable byte stream Application transport as message-oriented datagrams
Delivery and ordering A control message or its reply is not guaranteed to arrive Reliable, in-order byte stream No base guarantee of delivery, retransmission, or ordering
Message boundaries Individual control messages Not preserved as application message boundaries Each datagram retains its boundary
Connection state Not a TCP-style application connection Connection-oriented; maintains connection state Connectionless base service
Ports Not an application-port service Uses ports to identify services and multiplex flows Uses ports for application endpoint multiplexing

How TCP and UDP affect application design

TCP: consume a stream, not packet-sized messages

TCP’s contract is a reliable, in-order byte stream. A program should not assume that one write corresponds to one read or one network segment. If an application needs message boundaries, it must define them—for example, with a length prefix or a delimiter—and parse the stream accordingly. TCP connection state also does not inherently detect whether the remote endpoint is still alive.

UDP: decide what to do when datagrams go missing

UDP keeps datagram boundaries but does not provide TCP-style recovery. If an application needs to handle loss, reordering, duplication, congestion, or stronger integrity, it must account for those needs itself or use a higher-level protocol that does. UDP can be appropriate when datagram semantics suit the application; it is not automatically faster merely because it has fewer built-in services. The relevant question is which guarantees the application needs and which layer will provide them. See the IETF’s overview of transport protocol services.

Why a failed ping does not prove a host is down

An ICMP echo request and reply test whether that particular exchange gets a response. Silence is ambiguous: the request or reply may have been lost, or network policy may suppress the response. ICMP feedback is not guaranteed to return, so a failed ping establishes only that the probe did not receive a reply.

  • A TCP connection attempt tests a particular destination service and port, along with the path to it. It does not establish whether the host or its other services are available.
  • A UDP probe has no TCP-style connection setup. Silence is difficult to interpret because UDP does not guarantee a response or delivery; application-specific behavior and any returned ICMP error can provide clues, but neither is guaranteed.
  • A traceroute-style result reflects responses to selected probes. Routing, policy, rate limiting, and protocol-specific handling can affect what appears, so treat it as evidence about those probes and the path—not a complete inventory of the network.

QUIC shows how a higher layer can add guarantees

UDP’s base service is not the whole story when another protocol is layered on top. QUIC sends packets in UDP datagrams but adds connection management, congestion control, loss recovery, and reliable streams. QUIC streams expose ordered byte sequences; ordering is maintained within each stream, not across separate streams. Thus, calling UDP “unreliable” describes UDP itself, not every protocol built over it. The IETF specifies this design in RFC 9000.

Protocol numbers are not application ports

IP uses a protocol-identification field to indicate the next-level protocol. The IANA Protocol Numbers registry lists ICMP as protocol number 1 and TCP as protocol number 6. These are IP-level identifiers, not TCP or UDP port numbers. TCP and UDP ports instead identify application services and support endpoint multiplexing.

Choose by the service your application needs

  • Use TCP when the application needs a reliable, ordered stream and can frame its own messages on that stream.
  • Use UDP when the application needs datagrams, and specify how it will handle any required recovery, ordering, congestion behavior, and integrity—or select a higher-level protocol that supplies them.
  • Use ICMP for its control and diagnostic role; it is not a substitute for an application transport.

The design decision is not simply “TCP or faster UDP.” Choose the service the application requires, then make clear which layer supplies every guarantee it depends on.
