It is not a distinct attack category defined by the IETF. The phrase can describe several different mechanisms, so identifying the ICMP message and how it reaches the target matters more than the label.
What does “ICMP storm attack” mean?
ICMP is a network protocol used by hosts and routers to report problems and help diagnose connectivity. ICMPv6 also defines Echo Request and Echo Reply messages. This traffic has legitimate uses; seeing ICMP by itself does not mean a network is under attack. The IETF describes ICMP’s fault-isolation role in RFC 5927 and specifies ICMPv6 in RFC 4443.

In ordinary usage, a storm or flood means enough ICMP traffic is arriving to consume network bandwidth or the target’s processing capacity. Juniper’s guide describes an Echo Request flood as a case in which the target spends so many resources responding that it can no longer process valid traffic; floods can also involve other ICMP message types. There is no single packet-rate threshold that defines a storm across different networks and devices. (Juniper Networks guide; NCSC Ireland denial-of-service guidance.)

How is an ICMP storm different from a ping flood?
A ping flood is a more specific description: a high volume of ICMP Echo Requests is sent to a target, which may spend resources processing or answering them. “ICMP storm” is broader and informal. It may refer to Echo Requests, other ICMP messages, or a different ICMP-related attack altogether. The name alone does not establish the message type, the traffic source, or the resource being targeted.

Which mechanisms can the phrase describe?
Direct Echo Request or other ICMP flooding
In a direct flood, high-volume ICMP traffic is sent toward the target. Echo Requests are a familiar example, but a flood can use other ICMP message types. Depending on the network and device, the pressure may be on link bandwidth, packet processing, or the target’s ability to respond to legitimate traffic.
Reflection, including the Smurf attack
A Smurf attack is a reflection mechanism, not simply another name for every ICMP flood. In the classic form, an attacker sends packets with a forged victim source address to a subnet broadcast address. Systems that respond send Echo Replies to the victim, multiplying the traffic from third-party responders. RFC 4732 notes that routers commonly drop such broadcast-directed packets and end systems do not respond, limiting the attack’s historical significance. It should not be treated as the usual mechanism behind every ICMP flood. (RFC 4732.)

ICMP error-message attacks against TCP
Some ICMP-related attacks do not aim to flood a link or exhaust a host with Echo Requests. RFC 5927 documents ways ICMP error messages can be abused to interfere with TCP connections, including blind connection resets, reduced throughput, and degraded performance. These target connection behavior and are distinct from a volume flood.

Malformed or oversized packets
Malformed-packet attacks are another separate category. RFC 4732 discusses the historical “ping of death,” involving fragmented IPv4 packets that reassembled beyond the then-described 65,535-byte packet limit. That example is not a measure of ICMP flood frequency or a description of a typical modern storm.

What can an ICMP flood affect?
- Link bandwidth: A sufficiently large flow can crowd out other traffic. NCSC Ireland groups ICMP floods with bandwidth attacks.
- Target processing: A host may expend resources handling incoming packets or generating replies, leaving fewer resources for valid traffic.
- Router control plane: Traffic addressed to a router for processing can compete for control-plane capacity. RFC 6192 discusses rate-limiting this traffic and cautions that legitimate ICMP may be dropped during a flood.
- A TCP connection: Abused ICMP error messages can alter a connection’s behavior without creating a bandwidth-saturating flood.
These are possible effects, not guaranteed symptoms or universal thresholds. The actual impact depends on the message type, traffic volume, network capacity, device, and configuration.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should a suspected ICMP flood be handled?
Mitigation depends on the mechanism and where the traffic is being handled. RFC 6192 discusses rate limiting traffic sent to a router’s control plane and notes that legitimate ICMP may be lost during a flood. It also explains why operators have an incentive to stop flood traffic near its origin. RFC 5927 discusses validating and filtering ICMP error messages when protecting TCP connections.

- Identify whether the traffic is Echo Requests, another ICMP message type, reflected traffic, or ICMP errors affecting TCP.
- Determine whether the bottleneck is the incoming link, a host’s packet processing, or a router’s control plane.
- Apply filtering or rate limits appropriate to the affected device and traffic; controls vary by platform and version.
- Avoid blanket ICMP blocking as a default response. ICMP supports legitimate network functions, and broad filtering can interfere with fault reporting and diagnostics.
For an individual network, the device vendor’s documentation and the network operator’s incident procedures are more useful than assuming that a single setting or rate limit applies everywhere.
Is “ICMP storm” a standardized attack name?
No. The IETF documents define ICMP and discuss ICMP-related attacks, but the consulted standards do not establish “ICMP storm” as a distinct standardized attack category. When precision matters, describe the observed mechanism—such as an Echo Request flood, a reflected Smurf attack, or ICMP error-message abuse—instead of relying on the informal label. The cited sources do not establish a current typical packet rate, frequency, or average impact for attacks called ICMP storms.
