If it already has permission, the cause may be a damaged download, an incompatible app package, or an AppGallery issue. These steps can help troubleshoot installation without Google services, but they cannot add Google services or guarantee that an app will work without them.
1. Identify the app that is trying to install the package
The install permission belongs to the app that opened the package, not necessarily the app you are trying to install. Check the notification or blocked-install message for the source—for example, Petal Search or File Manager. Allowing a different app will not fix the block, and there is no need to enable installs broadly for every app.

Menu names and paths vary by device, EMUI or HarmonyOS version, and region. If a path below does not match your phone, search Settings for install apps or external sources. Check Settings > About phone or About tablet for your model and system version.

2. Allow installation for the intended source
If the installer is Petal Search
Huawei documents this example for EMUI 10.0.1: Settings > Apps > Apps > Petal Search > App info > Permissions > In-app installations > Allow. On some devices, the alternative path is Settings > Security > More settings > Install apps from external sources > Petal Search > Allow app installs. These are version-dependent examples, not universal instructions. Huawei’s Petal Search installation guidance notes that the path may differ by EMUI version.

If the installer is File Manager
Only change this setting if File Manager is the source you intended to use. A Huawei support example for HarmonyOS 2–4 and EMUI 11 uses Settings > Security > More security settings > Install external-source apps > File Manager, then allows installs. This example is specific to its listed system versions and region; your labels may differ. See Huawei’s File Manager installation guidance.
If you have an older EMUI version
Huawei’s Chile support page lists Settings > Security > More settings > Install apps from external sources for EMUI 8 and later. For EMUI 5 and older, it lists Settings > Advanced settings > Security > Unknown sources. These are regional examples, so rely on the labels shown on your device rather than assuming every Huawei phone uses the same path. Huawei Soporte Chile’s instructions cover the version distinctions.

3. If permission is allowed, check the package and compatibility
A permission change cannot repair a damaged download or make an incompatible app build support your device. For a Petal Search download, Huawei lists a damaged file, an incompatible installation package, and lack of HMS Core support for the app version as possible causes.

- Check whether the app’s publisher offers a version compatible with your phone’s model and system software. Do not assume that every Android app will run on a Huawei device without Google services.
- If the message continues, note the app name, where you downloaded it, your language or region, Petal Search version, phone model, and EMUI version before contacting Huawei support.

4. Prefer an official app route when one is available
Huawei describes AppGallery as its official app distribution platform. If the app is listed there, use its AppGallery listing rather than an APK from an unfamiliar mirror. Huawei does not guarantee the security of apps downloaded from third-party sources, so avoid disabling security protections broadly or installing packages from unknown sites.
If an app is missing from AppGallery, Huawei says it may have been removed, be restricted by its developer, be unavailable in your region, or require a newer EMUI version. Options include checking with the developer, trying Petal Search, or using the app’s website if it offers a web version. Huawei’s AppGallery availability guidance explains these possibilities.

Huawei also describes Quick Apps as app-like experiences that do not require conventional downloading and installation. You can check whether a Quick App exists for the service you need, but there is no guarantee that one is available for a particular app. Huawei’s AppGallery page states: “HUAWEI AppGallery is the official App distribution platform for HUAWEI devices, where you could search for, download, manage, and share your beloved Apps.”
5. Troubleshoot an AppGallery installation failure
If the installation starts from AppGallery rather than an external-source installer, use AppGallery-specific checks; changing Petal Search or File Manager permissions may not address the problem.

- Check AppGallery for an update. Install an available update, then retry the download.
- Check your connection. Confirm that the phone can access the network and retry on a stable connection.
- Check free storage. Huawei says a phone generally needs free memory of three times or more the installation-package size. This is a rule of thumb, not a guarantee for every app or device.
- Read the error code. Some AppGallery errors indicate that a package is invalid or incompatible. Follow the error-specific instructions rather than repeatedly retrying the same package.
For additional checks, consult Huawei’s guidance on AppGallery download failures and AppGallery installation failures. Do not jump to a factory reset as a first step: it erases files and installed apps.
What an installation fix can—and cannot—do
Allowing the intended installer to proceed addresses a permission block. It does not restore Google services, change the app’s requirements, or establish that an app will function without Google services. If the package installs but the app will not open or sign in, check with the app developer about support for your Huawei model and system configuration.
