A 403 means access was refused; it does not, by itself, show that India is the cause. First identify whether the refusal came from HTML/CSS to Image (HCTI) at https://hcti.io/v1/image or from the website HCTI was asked to capture. Those are separate failures with different fixes.
First identify which request returned 403
When you request a screenshot, there are two relevant HTTP exchanges: your client sends a request to HCTI, and HCTI’s renderer requests the target page. Find the status and response body for each. If your client receives a 403 directly from HCTI, troubleshoot your HCTI account and request. If HCTI accepted the request but the target page displays a 403, troubleshoot access to that site.

- Record the requested URL, the time of failure, the response status, and the response body.
- Check whether the response is branded by Cloudflare. A plain 403 can come from the origin; a Cloudflare-branded error points to a Cloudflare response, but does not identify the specific rule by itself.
- Do not infer a country-level block from the fact that the target site is Indian. A 403 establishes refusal, not its geographic cause. Cloudflare’s 403 guide describes the status and possible security-related causes.
If HCTI’s API request returned 403
Read HCTI’s response body. Its documentation distinguishes a 403 from a 401: a 401 concerns missing or invalid credentials or a disabled key, while a 403 indicates insufficient permission for the operation or a plan requirement. Creating an image requires the images:create permission. Check that the key belongs to the organization with access to the relevant resource, and confirm your plan supports the operation. See HCTI’s API key guidance and Using the HCTI API.
If the target website returned 403
HCTI authentication can be valid while the site being captured refuses the renderer’s request. If you do not administer the site, ask its owner to check the access denial. If you do administer it, review origin permissions and IP deny rules, along with Cloudflare settings. Cloudflare lists WAF rules, security level, DDoS protection, Browser Integrity Check, and validation checks among possible causes; the status alone does not reveal which, if any, caused a particular refusal. Consult Cloudflare’s 403 troubleshooting guide.

Check authorized request requirements
Some pages require a session or authorization token. HCTI supports custom headers for URL screenshots, subject to origin restrictions: headers can be sent to the requested origin and any explicitly allowed additional origins. Its URL screenshot feature does not automate an interactive login. Only use headers or cookies for pages you are authorized to access, and treat session cookies and tokens as secrets. Follow HCTI’s URL-to-image documentation for the header configuration.
When an IP allowlist is involved
Ask the website owner to confirm that the denial is actually an egress-IP allowlist requirement before changing infrastructure. HCTI says its rendering servers scale dynamically on AWS and it does not provide a static renderer IP list. Its documented option for stable egress is configuring an HTTP proxy. A proxy is not a general fix for country-based restrictions or unrelated security denials; coordinate the requirement and configuration with the site owner. Details are in HCTI’s URL screenshot guidance.

Escalate with useful evidence
If the failure appears to come from HCTI or you cannot determine its source, HCTI directs users to [email protected]. Include the target URL, failure time, status, response body or screenshot, relevant response headers, and whether the failure was on the API request or the rendered page. Redact API keys, authorization headers, session cookies, and tokens.
Or skip the browser setup
For an alternative screenshot API, ScreenshotNeo accepts a URL in one GET request and returns an image or PDF. The example below saves a WebP response; see the ScreenshotNeo API documentation for options.
