A 429 from HTML/CSS to Image can mean either that a management-operation quota was exceeded or that your plan ran out of image credits. Check the response details before retrying: for a REST management throttle, honor Retry-After, or wait 60 seconds if the header is absent; for exhausted image credits, review usage and billing or overage settings instead. A short wait does not restore credits.
First, identify which limit you hit
HTML/CSS to Image documents two different conditions that can produce a 429 response. The right fix depends on whether the rejected call was a management operation, such as listing or updating a resource, or an image-generation request. Read the response body and relevant headers rather than treating every 429 as the same cooldown. The provider’s rate-limits guide describes both cases.

How HTML/CSS to Image management quotas work
The provider documents separate read and write groups for each listed resource family, with quotas per organization and operation group. Listing and getting operations count as reads; creating, updating, and deleting operations count as writes. These are sliding 60-second windows, and the read and write groups are independent.

REST API keys and MCP connections for the same organization share the relevant group allowance. A quota example in the provider’s guide identifies proxy:read and its 100-requests-per-minute organization quota; that example describes that operation group and should not be assumed to define every endpoint’s group.

Read the REST rate-limit headers
RateLimit-Policycan identify the operation group, quota, and window.RateLimitcan report remaining quota when available.Retry-Aftergives the wait in seconds after a rejected request when available.
Use the returned header values for the specific response. Do not immediately replay the rejected request: that adds another burst without addressing the limit.
Recover from a management throttle
- Inspect the response status, body, and headers to confirm this is a management throttle rather than an image-credit error.
- If the REST response includes
Retry-After, wait for that duration before retrying. - If
Retry-Afteris missing, wait 60 seconds, as the provider advises. - Reduce request bursts and spread future management calls across the window. If multiple workers use the same organization, coordinate their traffic and add a small randomized delay to avoid synchronized retries.
For an MCP management error, use the explanatory tool error rather than expecting REST headers or an HTTP 429. The provider’s guidance is to wait 60 seconds before retrying.

Recover from exhausted image credits
An image-generation response may say Plan limit exceeded and include the used and allowed image-credit totals. This is an allowance issue, not a management throttle. Repeating the request after one minute will not replenish the plan’s credits.

- Review the account’s billing and overage settings.
- If more image generation is needed, compare plans with a larger allowance.
The API guide documents batch creation. Batching can be useful when it fits the plan’s batch limit, but it does not remove image-credit limits.

Check nearby errors before diagnosing a rate limit
Not every failed API request is a rate-limit problem. HTML/CSS to Image uses HTTP Basic authentication: the API ID is the username and the API key is the password. Confirm that the key is enabled and that the request uses the organization that owns the resource.
- 401: Check for incorrect credentials or a key that is not enabled.
- 403: Check whether the key lacks the required permission or the plan does not include the required capability.
See the provider’s API keys and troubleshooting guide. Never send API keys, passwords, or other secrets to support. If the limit type remains unclear, provide relevant image or template IDs and request references instead.

Prevent repeated 429 errors
- Keep management read and write workloads separate where practical; each group has its own allowance.
- Track responses and coordinate workers that share an organization, because their REST and MCP calls use shared group allowances.
- Retry only after the prescribed wait, and spread retries instead of releasing a synchronized burst.
- For image jobs, monitor billing-period usage and plan allowance; management request pacing does not create more image credits.
- Use batch creation where appropriate and within the plan’s batch limit.
