HTML to PDF Conversion: Libraries vs. Headless Browsers vs. APIs

Choose an HTML-to-PDF method by the output you need: browser printing for rendered pages, a document renderer for structured PDFs, or an API to outsource rendering operations.

Choose a headless browser when the PDF should reproduce a live page as a browser prints it; choose a document-oriented renderer such as WeasyPrint when structured documents and paged output matter more than browser JavaScript; choose a managed API when you want to outsource rendering operations and have verified the provider’s security, reliability, limits, and cost. None is a universal winner: test the same representative pages and acceptance criteria with every shortlisted option.

How the three approaches differ

The comparison axes are supported by the community-maintained approach comparison, reviewed July 2026, and the official Puppeteer, Playwright, and WeasyPrint documentation. They do not establish a neutral, controlled performance or cost comparison across all three categories.

When a headless browser is the right choice

Puppeteer and Playwright expose a page-to-PDF method. Both use print CSS media by default, so a PDF is not necessarily identical to a screenshot of the page on screen. Both also document that print colors can be modified by default. If visual fidelity matters, test the actual output rather than assuming screen styles and colors carry over unchanged.

Puppeteer

Puppeteer’s page.pdf() renders with print CSS media. To use screen media, its documentation says to emulate screen media before calling page.pdf(). For exact print colors, the documentation points to the CSS property -webkit-print-color-adjust. See the Puppeteer PDF API documentation for the current method and options.

Playwright

Playwright’s page.pdf() returns a PDF buffer and also uses print CSS media by default. Its documented options include paper format, margins, header and footer templates, page ranges, background graphics, scale, and preferCSSPageSize. Letter is the documented default paper format. Header and footer templates do not evaluate scripts, and page styles are not visible inside those templates; account for those constraints if you expect them to inherit page styling or run code. When to evaluate a document-oriented renderer

WeasyPrint’s API reference describes PDF hyperlinks, bookmarks, attachments, and forms. These capabilities make it worth evaluating for structured documents, but they do not guarantee that every feature or CSS pattern in a particular template will render as intended. Check your exact document requirements against the WeasyPrint API reference.

WeasyPrint warns that documents may render differently after a version change even when the API remains stable. Treat a renderer upgrade as a document-output change: compare representative PDFs, including pages with long content, unusual pagination, fonts, links, and any forms or attachments your product depends on.

When a managed API may fit

A managed API can move rendering infrastructure out of your application’s deployment, but it does not remove the need to evaluate the rendering result or operational fit. For example, Doppio describes a service that accepts HTML or a URL and returns a PDF, and says it uses Chrome-based rendering. Those are provider-authored descriptions, not an independent assessment. Review the provider’s current terms and capabilities directly, and assess security, privacy, data location, availability, limits, failure behavior, and cost at your expected volume before committing. How to choose and validate an approach

  1. Define what the PDF must preserve. List the pages or templates, JavaScript-dependent behavior, print-specific styling, paper sizes, margins, pagination, fonts, links, forms, and other document features that matter.
  2. Shortlist by rendering model. Start with Puppeteer or Playwright if the target is a browser-rendered page; evaluate WeasyPrint if document-oriented PDF features are central; consider an API if outsourcing rendering operations is a goal.
  3. Build a representative test set. Include ordinary pages and difficult cases from your actual product: long documents, page breaks, background colors, custom fonts, dynamic content, and any special PDF features you require.
  4. Set acceptance criteria before comparing output. Check visual differences, content completeness, page count and breaks, links, forms or attachments as applicable, and behavior when pages fail or take longer to render.
  5. Test operations as well as output. For self-hosted options, examine deployment footprint, versioning, concurrency, resource use, and upgrade checks. For an API, examine data handling, location, service availability, limits, and cost at realistic volume.
  6. Repeat the comparison after meaningful changes. Changes to templates, fonts, browser or renderer versions, and provider behavior can alter output; keep representative PDF regression checks in the release process.

What benchmark numbers can—and cannot—tell you

A vendor-published 2026 comparison from PDF4.dev reports figures for its own workloads comparing Puppeteer v23 with WeasyPrint 68. For its complex document, it reports a 58 ms warm Puppeteer render, output sizes of 197 KB for Puppeteer and 21 KB for WeasyPrint, and an approximately 280 MB Chromium installation footprint versus approximately 30–50 MB for its stated Python/Pango/Cairo setup. For simple documents, it reports cold renders of 147 ms for Puppeteer and 227 ms for WeasyPrint, with output sizes of 18 KB and 8 KB respectively; for complex documents, it reports cold renders of 187 ms and 629 ms. These are results reported by that source for its workloads, not general performance guarantees or a neutral market-wide benchmark. See the PDF4.dev benchmark comparison.
