HTML Proposal vs. PDF Proposal: Which Is Better for Review and Approval?

HTML usually works best for online reading and frequent revisions; PDF is better for fixed layout, print fidelity, and static records. The approval workflow matters either way.

HTML is usually the better default when reviewers will read, search, or comment on a proposal online, or when it may change during review. PDF is the better fit when a fixed page layout, print-ready presentation, or static downloadable record matters. If reviewers need both accessible online reading and a stable visual version, provide both—provided the versions are clearly identified and kept in sync.

HTML vs. PDF for proposal review at a glance

Review need HTML PDF
Online reading and different screen sizes Usually the stronger choice: browser content can adapt to screen size and user settings. May require downloading or zooming and can be less convenient on mobile. Accessibility work is still necessary.
Accessibility Can make good use of browser settings, but needs semantic structure, meaningful links, keyboard access, and accessible controls. Can be made accessible, but needs deliberate tagging and logical structure. A scan without OCR is not searchable or screen-reader readable.
Frequent revisions Usually easier to update and maintain during review. Useful as a snapshot; revisions mean issuing a new file and identifying its version.
Comments and approval Can use web forms or a controlled web workflow; HTML alone does not provide an audit trail. Acrobat supports feedback, approval or rejection, and view-only sharing; sharing access can be set for anyone with a link, an organization, or invited people.
Print and page-by-page fidelity Less suited to exact fixed-page layout. Usually preferable when print fidelity or a fixed visual presentation is important.
Static records and archiving Can serve as an accessible reading copy while the content is maintained. Can provide a stable downloadable record. For static, non-editable government attachments, GOV.UK specifies PDF/A in its publishing context.

These are tendencies, not guarantees. A poorly structured web page can be inaccessible, and a polished-looking PDF is not automatically accessible. Massachusetts EOTSS guidance likewise favors HTML for web-based content and identifies PDF’s strengths as fixed layout and print fidelity when accessibility requirements are met (Massachusetts EOTSS accessibility decision tree).

Choose HTML when the proposal is an online, changing document

HTML is a practical default when reviewers will open the proposal in a browser, use different devices, need to search its content, or expect revisions during discussion. It is also easier to maintain as the working version than repeatedly replacing and redistributing a file. GOV.UK advises: “Publish in HTML format wherever possible so that your documents use your users’ custom browser settings” (GOV.UK, Publishing accessible documents, last updated 9 October 2025).

HTML does not make the proposal accessible by itself. Use a meaningful heading hierarchy, descriptive link text, keyboard-operable controls, and accessible form behavior. A web-based review process also needs a deliberate way to collect comments and record decisions; the format alone does not create that record.

Choose PDF when layout or a fixed record matters

PDF is appropriate when page breaks, typography, charts, or print-ready presentation need to remain consistent across devices, or when reviewers need a stable file to download. It is also useful as a dated snapshot, but every revision should have a clear version identifier so reviewers do not comment on an obsolete copy.

For accessible PDF production, verify tags, document structure, and reading order. Section508.gov states, “PDF documents must be tagged, to be accessible” (Section508.gov, Requiring Business Partners to Provide Accessible Documents, reviewed or updated March 2025). Tagging is a necessary production checkpoint, not proof that every reader can use the document. If the PDF is a scan, OCR is needed to turn the image of text into searchable text that assistive technology can read.

GOV.UK’s publishing profile specifies HTML5 for new government attachments and PDF/A for static, non-editable attachments intended for download or archiving. It also notes that PDF/A blocks scripts and macros. Those are requirements and recommendations for that government publishing context, not universal rules for private proposals (GOV.UK, Publishing accessible documents).

Make approval reliable with either format

Review and approval depend more on the workflow than on the file extension. Before circulating a proposal, make these details explicit:

Amazon Basics Report Covers with Clip, Clear Front Presentation Folders, 9 x 11.45 inches, Grey, Pack of 10
  • 10-pack of clip report covers gives reports a sleek professional appearance
  • PP plastic front cover helps protect papers from damage and offers a clear view of the title page
  • Black back cover; black swing clip holds everything together and offers easy open and closure
  • Won’t damage the edges of paper—no need for hole-punching; ideal for school, home, or work
  • Measures 9 by 0.4 by 11.45 inches (LxWxH); the product is a 10-pack of swing clip report covers (9" x 11.45") that fits letter-size paper and holds up to 30 sheets (20lb)
  • Version: Put the proposal’s version and date where reviewers can see them, and ask approvers to confirm which version they reviewed.
• Access: Confirm who can open the proposal. Adobe’s documented Acrobat sharing options include anyone-with-link, organization-only, and invited-people-only access; choose deliberately rather than assuming a link is private (Adobe Acrobat sharing and approval options, documentation dated 5 November 2025).
  • Comments: State where feedback belongs and how conflicting comments will be resolved. Use a workflow that retains the comments with the version under review.
  • Decision record: Identify who approves, how approval or rejection is recorded, and where the final decision is kept. Acrobat supports feedback, approval or rejection, and view-only sharing, but that does not make PDF inherently more reliable than an HTML workflow.

If a signature is required, choose the signing experience separately

A signature requirement does not automatically make PDF the right answer. Choose a signing method that the intended signers can use accessibly, and confirm that it records the required evidence of signing. Section508.gov says PDF forms should support keyboard users and a logical tab order, while websites generally use HTML form elements (Section508.gov PDF guidance). An e-signature service may provide tracking, but that depends on the service and its configuration, not on HTML or PDF alone.

Check the rules that apply to your proposal

Before choosing, check the solicitation, contract, funder or procurement instructions, records policy, and jurisdiction-specific accessibility requirements. Government rules should not be treated as universal requirements for business proposals: GOV.UK’s attachment profile applies to government publishing, while U.S. Section 508 guidance concerns covered government information and communications technology and related deliverables. Section508.gov says documents such as requests for proposals and status reports hosted by agencies must meet Section 508 accessibility requirements (Section508.gov, Requiring Business Partners to Provide Accessible Documents).

When to offer both formats

Provide an HTML reading version alongside an accessible PDF when the audience needs browser-friendly access but also benefits from print fidelity or a stable downloadable copy. Treat them as two representations of the same proposal: label each with the same version and date, and update both when content changes. If one is the authoritative version for comments or approval, say so clearly.
