hpowiav1.dll is missing usually means an HP printer, scanner, or all-in-one driver package is damaged or incomplete. hpowiav1.dll is the Hewlett-Packard WIA minidriver, a hardware-driver component used by older HP imaging devices.
WIA means Windows Image Acquisition. Windows uses WIA to communicate with supported scanners and multifunction printers, while some applications use TWAIN instead. The correct repair is normally to restore the complete HP device package, not to download this DLL and copy it into a Windows folder.
Which fix applies to you
Use the path that matches what happened immediately before the error:
- The problem began after changing printers, uninstalling HP software, upgrading Windows, or a failed setup: reinstall the correct HP driver package.
- You still use the HP printer or scanner: identify its exact model and install the HP package intended for that model and your Windows architecture.
- Antivirus recently quarantined the file: check the security history, then reinstall the driver from HP rather than restoring an isolated DLL.
- You replaced the HP device and no longer need it: remove the old HP application and driver package instead of restoring the file.
- Several Windows components are failing: repair Windows with DISM and SFC, but do not expect SFC to restore a third-party HP DLL.
- The message says the file is not designed to run on Windows: check for corruption, an architecture mismatch, or a driver package intended for a different HP model.
- Only one old application reports the error: check whether that application is 32-bit and whether it expects an older WIA or TWAIN component.
What hpowiav1.dll is
hpowiav1.dll is identified as the Hewlett-Packard WIA minidriver. It belongs to older HP printer, scanner, and all-in-one driver packages rather than to Microsoft Visual C++, DirectX, .NET, or a general-purpose Windows application.

Historical inventories identify a 32-bit build numbered 7.0.0.0 and approximately 1.01 MB in size. That is not the only possible build, and it is not evidence that every Windows 10 or Windows 11 computer should contain the same file.
The file has been associated with HP PSC, Photosmart, Officejet, and related multifunction devices. Examples found in older HP package records include PSC 1600, PSC 2570, PSC 3100, PSC 3200, PSC 3300, PSC C3100, PSC C4200, PSC C4340, and Photosmart C4100 families. HP Officejet 4200 scanner packages have also been associated with it.
That does not mean every model in those families uses the same package or that every HP printer needs hpowiav1.dll. Treat the exact model and driver package as decisive.
Why it can appear under System32 or DriverStore
A device driver may place supporting files in Windows-managed locations. An HP package can therefore be stored under a path resembling:
C:WindowsSystem32DriverStoreFileRepository
Seeing the file under System32 or DriverStore does not make it a Microsoft system DLL. Windows DriverStore manages installed driver packages, including third-party printer and scanner drivers.
Do not delete the file directly from DriverStore. The package’s INF file, catalog, related WIA components, device registration, and other files may depend on it. Removing one DLL can leave a more difficult driver state.
What the common errors mean
The wording identifies the failing operation, but not always the root cause:
- “hpowiav1.dll is missing” or “was not found” usually means the application or HP component cannot find the expected driver file.
- “The program can’t start because hpowiav1.dll is missing from your computer” commonly appears when an HP utility or an older scanning application starts without its driver package.
- “Error loading hpowiav1.dll” can indicate a broken installation, an invalid path, or a dependent component that is missing.
- “hpowiav1.dll could not be located” generally indicates that the expected package location is unavailable.
- “hpowiav1.dll is either not designed to run on Windows or it contains an error” can indicate corruption, an incompatible architecture, or a package intended for a different environment.
- “Cannot register hpowiav1.dll” often comes from using an inappropriate repair command rather than from a normal HP installation procedure.
Note the program named in the dialog, when one is shown. An HP utility, Windows scanning workflow, print spooler-related process, and a third-party imaging application can point to different parts of the installation.

Fix 1: Identify the HP device and reinstall its driver

1. Find the model
Check the label on the printer or scanner. If Windows still detects it:
- Right-click Start and select Device Manager.
- Expand Printers, Print queues, Imaging devices, and Cameras if those categories are present.
- Look for an HP entry or an item with a warning icon.
- Double-click the entry and open the Details tab.
- In Property, select Hardware Ids.
- Record the model name and any displayed identifiers.
Also check Settings > Bluetooth & devices > Printers & scanners. Select the HP device and note its displayed name.
If the computer previously used more than one HP device, do not install a package merely because it is also an HP printer driver. The model must match.

On Windows 11:
- Open Settings > System > About.
- Read System type.
On Windows 10:
- Open Settings > System > About.
- Read System type under Device specifications.
Most current Windows 11 installations are 64-bit. Older applications and historical HP components may still be 32-bit. A 32-bit application does not automatically require a 32-bit Windows installation, but its driver interface and the HP package must support the operating system correctly.
Do not substitute a 32-bit DLL for a 64-bit component, or copy a file from a different model’s package. The historical hpowiav1.dll build is identified as 32-bit, but that does not establish that it is suitable for every current installation.
3. Download the complete HP package
Open HP’s official Software and Driver Downloads page and search by the exact printer or scanner model. Select the package for your Windows version and system architecture.
Prefer the model-specific full-feature software or the HP basic/WIA driver when that is the package offered for the device. HP distinguishes full-feature software, basic drivers, WIA drivers, and TWAIN drivers. A basic package may provide Windows imaging functionality without the full HP control center.

Do not choose a similarly named model, a generic DLL package, or a driver intended for another Windows edition simply because it contains the same filename.
4. Remove the broken installation if normal setup fails
If the HP installer refuses to continue:
- Disconnect the USB cable from the computer, if the device uses USB.
- Open Settings > Apps > Installed apps in Windows 11, or Settings > Apps > Apps & features in Windows 10.
- Uninstall HP software associated with the exact device.
- Restart Windows.
- Open Settings > Bluetooth & devices > Printers & scanners on Windows 11, or Settings > Devices > Printers & scanners on Windows 10.
- Select the old HP printer and choose Remove.
- Run the HP installer as an administrator if required by the package.
- Reconnect the device only when the installer requests it.
The exact order is model-dependent. If the device is network-connected, confirm that it is on the same network as the computer before starting setup.

5. Install and test
After installation:
- Open Printers & scanners.
- Select the HP device.
- Choose Manage.
- Print a test page if printing is affected.
- Open Windows Scan or the HP scanning application.
- Run a preview or test scan.
Success means the error no longer appears and the expected print or scan operation works. A successful printer installation does not necessarily prove that the scanner portion is installed, so test both functions on an all-in-one device.
Manually comparing HP driver versions across several packages is slow, especially on machines with several old devices. Fix 2: Check for antivirus quarantine
Security software can remove a driver component after installation or during a later scan.
- Open Windows Security.
- Select Virus & threat protection.
- Open Protection history.
- Look for an entry naming
hpowiav1.dll, an HP driver package, or the affected HP application. - Note the detected path and publisher information.
Do not restore the file solely because its name looks familiar. Verify that it came from an HP driver installation and that the file is associated with the correct device. If the file was found in a temporary folder, a user-writable download directory, or an unrelated application’s folder, treat it as suspicious.
The safer recovery is to reinstall the complete driver from HP. If the detection remains after reinstalling, leave the file quarantined and run a full security scan. Do not disable antivirus protection just to make an unknown DLL load.
Fix 3: Repair Windows components only when Windows itself is damaged
Because hpowiav1.dll is an HP driver component, SFC is not normally the primary repair. SFC repairs protected Windows system files and may not restore a missing third-party HP DLL.
Use these commands when several Windows features are failing, Windows reports component corruption, or driver installation fails alongside broader system errors.
Run DISM first
- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Restart Windows if requested.
Run SFC second
Open an elevated terminal again and run:
sfc /scannow
Wait until verification reaches 100 percent. Then restart the computer and retry the HP installation.
A message stating that Windows Resource Protection found corrupt files and repaired them indicates that Windows files were repaired. It does not confirm that hpowiav1.dll was restored. Reinstall the HP package afterward if the DLL error remains.
The DISM procedure above is intended for supported modern Windows versions. Windows 7 does not provide the same DISM options and repair workflow, so do not apply this command blindly to a Windows 7 machine.

If you want to avoid repeatedly guessing which Windows components are damaged while working through DISM and SFC manually, Outbyte PC Repair can scan for reported system problems; its repair functions require the full version, and it is not a substitute for reinstalling the correct HP driver package.
Fix 4: Check the application and architecture
If the error occurs only when launching one old scanning application:
- Right-click the application’s shortcut.
- Select Properties.
- Open the Compatibility tab.
- Check whether the application is an older 32-bit program or uses a legacy compatibility setting.
- Check the application’s own scanner selection and choose the HP WIA or TWAIN source that matches the installed package.
HP devices can expose scanning through WIA or TWAIN depending on the model and application. A program that expects a legacy TWAIN component may not work merely because Windows can see the scanner through WIA.
Do not force compatibility mode or copy DLLs into the application’s folder as a first response. First install the correct HP software and then check whether the application supports the installed scanning interface.
If the message says the file is not designed to run on Windows, confirm:
- the HP model is correct;
- the driver matches the Windows edition;
- the package matches 32-bit or 64-bit requirements;
- the installation file was downloaded again from HP if it may be corrupt;
- the error is not caused by an old application loading an incompatible component.
Do not use regsvr32 as a generic DLL repair
regsvr32 registers DLLs that provide the appropriate registration entry point, such as DllRegisterServer. It is not a general-purpose command for restoring missing files or installing WIA drivers.
Do not start with:
regsvr32 hpowiav1.dll
A WIA minidriver normally needs to be installed through its driver package, INF instructions, catalog validation, and device registration. Registering the DLL manually can produce another error without repairing the package.
Use regsvr32 only if HP’s instructions for the exact model-specific package explicitly require it. Otherwise, remove the broken package and reinstall the official driver.

If you no longer own the HP printer or scanner, restoring hpowiav1.dll may preserve the problem. An old HP utility, startup entry, scheduled task, or printer driver can continue requesting the file.
- Open Settings > Apps > Installed apps.
- Uninstall HP applications associated with the retired device.
- Open Settings > Bluetooth & devices > Printers & scanners.
- Remove the old HP printer.
- Restart Windows.
- Right-click Start and select Device Manager.
- Open View > Show hidden devices.
- Remove clearly obsolete HP entries under printer, imaging, or device categories.
- When offered, choose to remove the driver software only when you are certain it belongs to the retired device.
For a printer driver that remains installed:
- Press Windows key + R.
- Type:
printui /s /t2
- Press Enter.
- Open the Drivers tab.
- Select the obsolete HP driver.
- Choose Remove.
- Select the option to remove the driver and driver package if Windows offers it.
- Restart Windows.
Do not remove an HP package if another working HP printer or scanner still depends on it. If Windows reports that the driver is in use, remove the associated printer first and restart before trying again.

Avoid random DLL download sites
Downloading hpowiav1.dll from an unverified DLL website is risky because the file may be:
- malware or a tampered copy;
- the wrong version;
- the wrong architecture;
- intended for a different HP model;
- missing its catalog, INF, dependent files, or device registration.
Copying it into C:WindowsSystem32, C:WindowsSysWOW64, or an application folder often leaves the actual HP installation broken. It can also cause Windows to load a file that does not match the installed driver package.

When System Restore is appropriate
Use System Restore only when the error clearly began after a recent driver installation, HP software removal, or Windows change and a suitable restore point exists.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select a restore point created before the change.
- Review the affected programs and drivers.
- Start the restore and allow Windows to restart.
System Restore may roll back a driver or application change, but it does not identify the correct HP package. If the device still fails afterward, install the model-specific HP driver.
Prevention and final checks
After the repair:
- Keep the exact HP model and driver package name recorded for future reinstalls.
- Do not use a driver intended for a similar-looking HP model.
- Avoid deleting individual files from DriverStore.
- Disconnect an old USB printer before installing a replacement package if the installer becomes confused.
- Test scanning separately from printing on multifunction devices.
- Keep antivirus protection enabled and review quarantine events before restoring driver files.
- If Windows Update supplies a class driver, remember that it may provide basic functionality without HP’s full scanning utilities.
- If the HP device has been replaced, remove its obsolete software instead of preserving unused driver components.
