If your HP laptop will not start from a USB drive, first try the one-time boot menu: turn the laptop on and repeatedly tap Esc, then press F9 and select the USB entry. If the drive is missing or skipped, check that it contains bootable files and is compatible with UEFI before changing BIOS security settings. HP’s menus vary by model, so use documentation for your exact laptop before making persistent firmware changes.
Before troubleshooting, protect your files and recovery access
Be clear about what you want the USB to do: start a repair environment, install Windows, or launch another operating system. If Windows still opens, back up important files before changing firmware settings or starting a recovery process.

Locate your BitLocker recovery key before changing boot settings. HP warns that it may be requested after a boot-order change, and Microsoft says some recovery tools require it on encrypted devices. If you are creating Windows installation media, use a blank USB flash drive with at least 8 GB; Microsoft’s creation process deletes its existing contents. A clean installation or some recovery-from-drive choices can also remove files, apps, and settings. See Microsoft’s Windows installation media instructions and Windows recovery options.

- Shut down the laptop and connect the USB directly to a laptop port.
- Turn it on and immediately tap Esc repeatedly to open the Startup Menu.
- Press F9 for Boot Menu, then choose the USB drive entry.
- If Windows asks for a BitLocker recovery key, enter the key associated with the device.
This is HP’s documented route in its Secure Boot troubleshooting guidance, but the startup keys and menu layout can differ by model. HP notes that BIOS screenshots may vary slightly; check HP’s Secure Boot guidance and your model’s documentation if these choices do not appear.

If the USB drive does not appear in F9
Confirm the USB contains bootable media
A drive can be visible to the laptop without being a valid startup device. HP says a USB without bootable files may be skipped. If it is Windows installation media, recreate it using Microsoft’s official process. For other operating systems or recovery tools, use that product’s official media-creation procedure.
Rule out a connection issue
Try a different USB port and connect the drive directly rather than through a hub. This helps isolate a port or adapter issue; it does not make an incorrectly prepared USB bootable.

Check the model’s USB boot setting
If the media is valid but still absent, consult the BIOS setup instructions for your exact HP product and look for USB Boot or an equivalent option. HP’s consumer notebook BIOS reference lists USB Boot, Secure Boot, Legacy Support, and UEFI Boot Order, while warning that available settings vary by model. See HP Consumer Notebook PCs – BIOS Setup Information and Menu Options.

Check that the USB was made for UEFI startup and contains boot files compatible with the laptop. For the USB-boot scenario described in its Secure Boot guidance, HP specifies media created using GPT formatting. A drive built for older Legacy startup, or media Secure Boot does not recognize, may fail even if it appears in F9.

Prefer valid UEFI-compatible media and try selecting it through F9 before changing Secure Boot. HP’s guidance on Secure Boot and USB startup explains the relevant model-specific options.
Should you disable Secure Boot or enable Legacy Support?
Not as a general fix. Secure Boot can block unrecognized or Legacy media, but disabling it does not repair missing or invalid boot files. First verify the USB and use a UEFI-compatible version where possible.

Only consider a security-setting change if the particular recovery environment requires it and the exact HP model supports the option. HP says models released after 2020 no longer support older Legacy mode, so Legacy Support may be absent even with Secure Boot disabled. HP also warns that Windows 11 does not support Legacy BIOS mode and that running Windows 11 without Secure Boot can cause instability and prevent Windows updates.
If you must change a setting, record its original value, change only what the media requires, and restore the original configuration afterward. Have the BitLocker recovery key available first: a firmware change can lead to a recovery-key prompt.

F9 selection versus changing the BIOS boot order
Use F9 when you need to boot from USB once. Change the persistent boot order only if you have a recurring need for USB to take priority; the BIOS order affects later startups as well.
| Choice | What it does | When to use it |
|---|---|---|
| One-time F9 selection | Starts the selected device for that boot without changing the lasting order. | A single repair, installation, or troubleshooting attempt. |
| Persistent BIOS boot-order change | Changes which eligible device the laptop tries first on subsequent starts. | Only when USB should repeatedly take precedence; use the exact model’s BIOS instructions. |
HP documents the default UEFI order as OS Boot Manager, USB drive, USB CD/DVD, then network adapter. A USB without bootable files may still be skipped, regardless of its position. See HP’s boot-order configuration guidance.
When the goal is Windows repair or installation
Keep repair and reinstall decisions separate. Booting from a Windows USB does not itself require choosing a clean installation. If you reach Windows Setup, select the intended repair or installation path carefully; a clean install removes personal files, apps, and settings. Microsoft also notes that recovery-from-drive options can wipe the drive. Back up first and keep the BitLocker key available before proceeding.
