The basic setup requires Android 10 or later and both devices on the same Wi-Fi network; individual features such as calls, app streaming, and file sharing have additional requirements. You choose which permissions and features to enable, so pairing does not mean every phone supports every Phone Link function.
What Phone Link connects—and what it does not
Phone Link brings selected phone content and functions to Windows. Depending on the phone and the permissions you grant, you may be able to read and reply to messages, manage notifications, make calls, and access photos. Some supported phones also offer app access or phone-screen experiences. Microsoft’s Phone Link overview describes the core connection, while its supported-device information covers device-dependent features.

Think of Phone Link as a set of separate connections, not a guarantee that every feature works on every Android device. The PC app’s feature settings let you control which supported functions are active.
What you need before setting it up
- A PC running Windows 11 and an Android phone running Android 10 or later.
- Both devices connected to the same Wi-Fi network for the general setup.
- A Microsoft account for the documented pairing flow.
- Bluetooth on the PC and phone if you want to use calls through Phone Link.
Microsoft’s Phone Link requirements and setup guidance recommends keeping Windows current and says multiple Android profiles and work or school accounts are not currently supported in its general requirements. The Microsoft account is part of the documented setup: Microsoft says the account credentials are transferred to the phone for seamless access to content when you allow the devices to link. That explanation should not be taken as a broader statement about other account data flows.

How to link an Android phone to Windows 11
- On the PC, open Phone Link from the Start menu and choose the Android option.
- On the phone, open or install Link to Windows. Sign in with the same Microsoft account used in Phone Link.
- Scan the QR code shown by Phone Link. If QR pairing is not convenient, use the manual pairing option offered in the setup flow.
- Follow the prompts on Android to grant the permissions for the features you want. You can decline permissions, but the related features will not work.
After pairing, open Phone Link’s settings to manage feature availability. Microsoft’s guide, How do I manage which features are available for me in Phone Link?, explains the controls. Feature labels and their placement can change as Windows and the app are updated.
Which features work, and what are their limits?
Messages and notifications
When enabled and permitted, Phone Link can show notifications and let you read and reply to text messages. Message permission has a meaningful privacy consequence: Microsoft warns that sensitive content, including two-factor authentication SMS messages, can be visible in Phone Link. If you do not want texts appearing on the PC, do not grant message access or turn that feature off.

Calls
Calls require a Bluetooth connection between the Android phone and the PC, in addition to the necessary permissions and pairing confirmation. The shared Wi-Fi requirement for general setup does not replace Bluetooth for calls. Microsoft’s calls setup instructions describe the Bluetooth requirement.

Microsoft’s current Windows 11 guidance directs users to access linked phone photos through File Explorer. You can browse phone folders and use copy, paste, drag-and-drop, and batch actions. These linked items are online-only: deleting one from File Explorer permanently deletes it from the phone. To keep an independent PC copy, copy the file to a folder on the PC first. See Microsoft’s instructions for accessing phone photos in File Explorer.

App access and phone screen
App experiences are restricted to selected phone families and require Link to Windows support. The multiple-app experience has additional Android-version and device requirements; phone-screen access is also limited to supported devices and select markets. Check Microsoft’s live supported-device list for the exact phone and feature rather than assuming that a compatible model supports every experience everywhere.
File sharing
Microsoft documents file sharing between Windows 11 and Android, with minimum app versions specified in its file-sharing instructions. Check that page for the current version requirements before relying on the feature; app requirements can change.

RCS messages
Microsoft’s supported-device guidance says RCS in Phone Link works when Samsung Messages is the phone’s default messaging app. Availability also depends on carrier and country. Because those conditions can change, confirm the current details on the supported-device page before counting on RCS.
Phone integration in the Start menu
Windows 11’s mobile-device Start menu integration is rolling out gradually, so it may not appear on every PC yet. Microsoft describes its availability in the Start menu integration guidance.

How permissions and privacy controls work
Android permissions determine which phone content Phone Link can access. Microsoft says that turning a Phone Link feature off stops the related content from syncing until you turn it on again; removing the corresponding Android permission also disables that feature. You can unlink the phone if you no longer want the devices connected.
- Grant only the permissions needed for the features you intend to use.
- Review message and notification access especially carefully on a shared or work PC, since phone content may be visible there.
- Use Phone Link settings to disable individual features, or remove their Android permissions if you want to revoke access at the phone level.
- Unlink the devices when you no longer want the connection.
Microsoft also makes a specific claim about location data: its support guidance says location data is de-identified before upload and is not associated with the Link to Windows account. That is Microsoft’s description of its handling, not an independent audit finding. Location permission is not necessary to explain the core Phone Link connection.
How to check compatibility before relying on a feature
Verify the exact feature rather than asking only whether a phone is “compatible.” A useful check is to confirm all of the following against Microsoft’s current requirements and support pages:
- The phone model and whether it has Link to Windows support.
- The Android and relevant app versions required for the feature.
- Your country and, for RCS, carrier and default messaging app.
- Whether the feature needs Bluetooth, Wi-Fi, or a particular permission.
- Whether the feature is a gradual rollout or limited to select devices or markets.
For example, Microsoft lists the Samsung Galaxy S24 among supported devices, but that does not establish that every Phone Link feature works on every S24 in every market. Treat the live device and feature list as the authority for a specific combination.
