How Will Autonomous Vehicles Change Fleet Tracking?

Autonomous vehicles may turn fleet tracking into a broader remote-operations function, while keeping accurate location data essential.

Autonomous vehicles are likely to make fleet tracking part of a broader remote-operations system for monitoring vehicles, dispatching help and managing incidents. They will not make GPS fleet tracking obsolete: location remains important, but operators may also need reliable road context, operational status and clear response procedures.

What counts as an autonomous vehicle?

“Autonomous vehicle” can describe very different capabilities. The National Highway Traffic Safety Administration (NHTSA) uses automated driving system (ADS) for systems at SAE Levels 3–5, which can perform the driving task in defined circumstances or, at the higher levels, without a human driver. Driver-assistance features such as adaptive cruise control and lane-keeping assistance are not the same thing: a human driver remains responsible for monitoring the driving task. See NHTSA’s automated-vehicle guidance for its terminology and distinctions.

This difference matters to fleet tracking. A fleet using driver-assistance technology still relies on a human driver to operate and monitor the vehicle. An ADS-equipped fleet may need to monitor vehicle status and coordinate assistance remotely, depending on the system and its operating model.

How fleet tracking may change

From location checks to remote operations

Conventional fleet tracking commonly helps managers see vehicle locations and support routine dispatch. With ADS-equipped vehicles, the operational picture may also include the vehicle’s assignment, whether it has stopped or needs help, and what response is appropriate. NHTSA identifies fleet monitoring, incident management and remote assistance as issues in ADS deployment. A 2021 report from the Collaborative Sciences Center for Road Safety (CSCRS) describes remote monitoring and dispatch concepts for autonomous passenger and freight fleets, including robo-taxis, trucking, public transit, and state or regional operations centers. These are researched operating models, not evidence that every deployed fleet already uses a remote center. The NHTSA report to Congress covering January–June 2026 discusses these operational topics.

Location needs useful context, not just a map dot

A vehicle’s position remains useful, but safe automated operation also depends on trustworthy information about the road network. The UK Geospatial Commission identifies gaps in road data, the need for suitable accuracy standards, and data-sharing practices as continuing areas of work. For fleet operations, that points to a distinction between seeing approximate vehicle position and having location data with enough quality and context to support decisions. It also makes systems’ ability to exchange relevant data important. This is an operational implication of the Commission’s findings, not a claim that a particular tracking platform supplies ADS navigation or safety functions. Read the Commission’s report on location data and connected and automated mobility.

Dispatch work and staffing may need to be redesigned

Remote monitoring can add exception handling and assistance tasks to dispatchers’ work. In a CSCRS simulation, one dispatcher was overloaded by even minimal AV-related tasks under the study’s modeled normal conditions. The result applies to that case study; it is not a universal staffing rule or a forecast for every fleet. It does show why operators should map tasks, estimate workload and test staffing assumptions against their own vehicles, routes and escalation procedures before deployment. The CSCRS report on remote AV dispatch explains the models and the limits of the simulation.

Incident plans should account for first responders

When responders encounter a fleet-managed vehicle operating with an ADS, they may need to understand its status and know whom to contact. SAE’s 2024 AVSC best practice organizes first-responder interactions as direct, indirect or informational and provides an interaction-planning framework for developers, manufacturers and fleet operators. Fleet plans should identify communication channels and responsibilities for both emergencies and non-emergency encounters. The guidance is specifically about fleet-managed Level 4 and Level 5 ADS-dedicated vehicles; see SAE AVSC-I-01-2024.

Conventional tracking and autonomous fleet operations compared

Area Conventional fleet tracking Autonomous fleet operations
Responsibility A human driver performs and monitors the driving task. An ADS may perform the driving task within its operating conditions; remote assistance may be part of the operation. The exact division of responsibility depends on the system and deployment.
Location data Vehicle position supports visibility and routine fleet decisions. Position remains useful, with added importance for reliable road context, current data and exchange between systems.
Operations workflow Routine location checks and dispatch. Potentially includes remote monitoring, exception handling, assistance and incident management.
Staffing Dispatch workload reflects existing fleet tasks. New monitoring and response tasks may affect workload; the available simulation is case-specific, not a general staffing estimate.
Responder coordination Established fleet emergency procedures. Plans may need to explain ADS vehicle status and coordinate interaction with responders.

The comparison describes operational considerations, not a claim that every autonomous fleet follows the same model. ADS capabilities, operating conditions and the role of remote staff vary.

What adoption figures do—and do not—show

Current telematics adoption figures provide context about fleet technology generally, not proof that autonomous vehicles have already transformed tracking. Verizon Connect’s 2026 report says 80% of surveyed fleet professionals rely on GPS fleet-tracking technology and 46% use video telematics, a 10-percentage-point increase since 2023. The company says its survey drew on insights from almost 900 professionals across government, commercial and enterprise sectors. These are vendor-published survey results, not government estimates or measurements specific to autonomous fleets. Verizon Connect executive Peter Mitchell described fleet management as “entering a new chapter, one defined by rapid intelligence, connectivity and action”; that is his company-attributed perspective, not independent evidence of an AV-specific trend. See the Verizon Connect 2026 Fleet Technology Trends Report.

In Europe, Geotab reports that 72% of surveyed fleets use near-real-time location intelligence. Its 2026 report is based on 1,800 fleet managers and mobility experts across European industries. This is likewise a vendor survey about fleets generally, not an estimate of autonomous-vehicle adoption or impact. Geotab’s fleet management information describes its current tracking and fleet-management offerings; it does not establish that such tools control ADS or replace an automaker’s remote-assistance arrangements.

The available evidence does not establish an industry-wide figure for how autonomous vehicles change tracking costs, staffing, productivity or tracking-system adoption. The dispatch simulation is a limited case study, while other sources describe deployment issues, guidance or operating concepts rather than a universal measured effect.

What fleet operators should assess before deployment

  • Vehicle capability and responsibility: Confirm whether the vehicles use driver assistance or an ADS, the conditions in which the system operates, and who is responsible for monitoring and responding.
  • Operational visibility: Decide which location, assignment, vehicle-status and exception information staff need to act—not simply what appears on a map.
  • Data quality and exchange: Evaluate whether location and road-context data are sufficiently accurate and current for the operation, and how relevant systems share information.
  • Dispatch capacity: Map normal and emergency workflows, then model the monitoring and assistance workload for the specific fleet rather than applying a staffing ratio from another study.
  • Incident and responder coordination: Define escalation paths, contacts and information-sharing procedures for responders encountering an ADS vehicle.

For a narrower example of automation affecting fleet operations, the National Academies’ Automated Applications for Infrastructure Owner-Operator Fleets examines implementation status and barriers for applications that could supplement or replace infrastructure owner-operator fleets. Its scope is infrastructure fleets, not a general manual for commercial fleet tracking. See the National Academies report page.

Where U.S. oversight stood in 2026

NHTSA’s September 2026 report summarizes agency activity from January through June 2026, including safety evaluation and oversight, remote assistance, fleet monitoring and incident management. It also says the proposed AV STEP rulemaking was withdrawn on June 26, 2026; it should not be described as an active requirement. Because federal policy can change, treat this as a dated account rather than a statement of the rules in force indefinitely. The report is available from NHTSA.
