Whale carcasses are handled by trained responders under a decision made by local authorities—not by a single universal cleanup procedure. Depending on the whale, its condition, the beach and local rules, responders may leave it in place, move it, bury it, tow it offshore or arrange professional removal for processing. The public should stay away, keep pets away and report the carcass to local authorities or a stranding network.
Who decides how a whale carcass is handled?
In the United States, local governments decide how dead marine mammals are removed and disposed of, often with guidance from NOAA-coordinated stranding-network partners. The choice depends on public and worker safety, the site and access, weather, species and size, carcass condition, the number of animals, available staff and equipment, and whether drugs were administered. Local requirements determine which methods and facilities are available. If the animal is listed as endangered or threatened, government agencies must consult NOAA Fisheries for disposal authorization. NOAA Fisheries’ disposal guidance

What methods can responders use?
Leave it in place or move it to a remote site
Where the location and local rules allow, natural decomposition may be the simplest option. Responders may leave a carcass where it was found or move it to a less-visited location. NOAA’s overview of disposal options

Bury it on the beach
Burial may reduce public exposure and scavenger attraction at a busy site, but it is assessed case by case. NOAA advises that a buried carcass should be above both the high-tide line and the groundwater table. The work may require heavy machinery and local permission; rocky shorelines or poor access can rule it out. NOAA’s overview of disposal options
Tow it offshore
Offshore disposal may be considered when a carcass is mostly intact, the stranding site is public and there is no suitable nearby relocation site. NOAA says this option is typically used for large whale carcasses. Experts must assess the carcass and equipment. Lines, straps and chains under tension can cause severe injury, so towing is strictly a trained-response task—not something for beachgoers to attempt.

“Towing a large carcass away from its stranding site can be dangerous. Only trained experts experienced working with lines, straps, or chains under tension, should attempt to tow a carcass.”

Remove it for processing
If leaving or relocating the carcass is not feasible or preferred, NOAA lists incineration, composting, rendering and burial in a licensed landfill as possible processing or disposal routes. Availability varies by region. Moving a large carcass can require heavy equipment, transport and rapid coordination, making removal costly and difficult. If drugs such as pentobarbital were administered, scavengers may be at risk, and the carcass may need safe removal and disposal. NOAA’s overview of processing and disposal
How do teams choose between the options?
Responders weigh practical constraints together rather than choosing by carcass size alone:

- Classic five-panel structured baseball hat with high-profile crown
- Adjustable fit; one size fits most adults
- Safety: Can responders and the public be kept clear of hazards, including machinery and tensioned towing lines?
- Site and access: Is there room and permission to work? Can equipment reach the beach, and is burial or relocation suitable there?
- Carcass condition: Is the whale intact enough for the method being considered?
- Environmental and local requirements: Do local rules, land access, or required authorizations permit the option?
- Drug exposure: Could drugs in the carcass endanger scavengers?
- Resources: Are trained personnel, equipment and transport available in time?
These considerations explain why one carcass may be left to decompose while another is removed, even when both are on beaches. NOAA Fisheries’ disposal guidance
What should you do if you find a dead whale?
- Keep your distance. Do not touch, cut, move or attempt to tow the animal. Marine mammals can carry infections that may spread to people or pets.
- Keep pets away. Do not let them approach or scavenge on the carcass.
- Report it. Contact local authorities or the local marine mammal stranding network so trained responders can assess it.
- Follow local instructions. In its North Atlantic right whale FAQ, NOAA advises people to observe from 100 yards. That distance is advice in that specific FAQ context, not a universal rule for every species, jurisdiction or situation. Responders may use protective clothing, gloves, face masks and eye protection, and a safety officer may manage a scene where heavy machinery is operating. Those are professional controls, not instructions for members of the public to handle a carcass themselves. NOAA safety guidance
