India’s electoral rolls are maintained by the Election Commission of India (ECI). For ordinary voters, names are added, corrected, shifted or deleted through a scheduled annual revision and through individual applications between revisions, subject to election-period restrictions. At constituency level, the Electoral Registration Officer (ERO) is responsible for the roll, with support from Assistant Electoral Registration Officers (AEROs) and Booth Level Officers (BLOs).
Who prepares and maintains the voter list?
The ECI oversees electoral-roll preparation under the Representation of the People Act, 1950 and the Registration of Electors Rules, 1960. The ERO is responsible for the roll in a constituency. AEROs assist the ERO, while BLOs may verify information in the field. District and state election officials provide further oversight. The ECI’s Checklist for Returning Officer describes electoral-roll preparation as a constitutional duty under Article 324(1).

How the scheduled revision works
The annual summary revision is a scheduled process for reviewing and updating the roll. The ECI sets a schedule; its checklist describes preparation before revision, consultation with political parties, and publicity about the schedule and enrolment process.
- Pre-revision preparation: The ECI announces the revision schedule. Officials carry out preparatory work and publicise how and when electors can apply.
- Draft roll and claims: The draft roll is published in Form 5 and uploaded to the relevant state Chief Electoral Officer (CEO) website, according to the ECI checklist. Claims and objections are invited. The checklist also says these are made available to political parties weekly during the process.
- Verification and decision: The ERO considers each claim or objection and may assign a BLO to verify information in the field. The ECI’s checklist describes a prescribed disposal procedure that includes at least seven days’ notice and a personal hearing.
- Final publication: Once claims and objections have been decided, the integrated roll is published under the approved schedule. The ECI checklist identifies Form 16 for final publication and says ECI approval is required before publication.
For information about a particular revision, consult the current ECI or state CEO notice: dates and instructions may differ by constituency and election schedule.

Annual revision and continuous updating: what is the difference?
| Feature | Annual summary revision | Continuous updating |
|---|---|---|
| When it happens | During the schedule announced for that revision. | After final publication of the roll, except when an election-period restriction applies. |
| What it does | A scheduled revision of the roll, including a draft publication and a period for claims and objections. | Processes individual requests to add, delete, shift or correct an entry. |
| Qualifying date | The annual summary revision refers to 1 January of the year of final publication. | Applications can relate to any of the four qualifying dates: 1 January, 1 April, 1 July or 1 October. |
| Draft-roll claims and objections | Invited during the published claims-and-objections period. | Individual applications are processed under the continuous-updating procedure; a draft-roll period is not required for each application. |
| Election-period limits | Follow the schedule and instructions for that revision and election. | Updating is paused in a constituency from the last date for filing nominations through completion of the election process, according to ECI guidance. |
The ECI says a second summary revision may be held near an election. Its current notice is the authority for the schedule in a specific constituency; the national guidance does not establish one October 2026 timetable for every constituency.
Who can register as a general elector?
ECI guidance lists four conditions for enrolment as a general elector:
Rank #2
- 28# ledger stock.
- 100 two-sided registration and history forms per pad. (3 pads minimum)
- You must be an Indian citizen.
- You must be at least 18 by a qualifying date: 1 January, 1 April, 1 July or 1 October.
- You must ordinarily reside in the polling area where you seek enrolment.
- You must not be legally disqualified from being registered.
If you will turn 18 on a later qualifying date, you can submit an advance Form 6 application; it is processed in the relevant quarter. A voter may not be enrolled at more than one place.

Which form should you use?
| Form | Purpose | Use it for |
|---|---|---|
| Form 6 | New registration as a general elector. | Adding your name to the roll where you ordinarily reside. |
| Form 6A | Registration as an overseas elector. | An overseas-elector application under the applicable rules; this is a separate category from ordinary general-elector registration. |
| Form 7 | Deletion or objection. | Requesting deletion or objecting to an entry considered ineligible. |
| Form 8 | Changes to an existing entry or EPIC record. | Shifting residence, correcting an entry, requesting replacement or correction of an EPIC, or marking disability in the roll. |
For general-elector services, use the ECI’s official portal, Voter Helpline service, or contact the ERO/AERO. Check the current ECI form guidance before filing so the request matches the change you need. Service electors and overseas electors have separate rules and procedures; the steps here primarily concern ordinary general electors.
Rank #3
- 28# ledger stock.
- 100 registration forms per pad. 3 pads per box.
How do I add my name or correct voter details?
Choose the form that fits the requested change, then submit it through an official ECI channel or through the relevant ERO/AERO. During a scheduled revision, you can also respond within the published claims-and-objections period. A request is subject to verification and an official decision; submitting a form does not itself establish that the entry has been changed.
For an existing entry, Form 8 covers corrections and shifting residence, as well as the specified EPIC and disability-marking requests. Form 6 is for a new general-elector registration, not for correcting an existing entry. If an entry should be deleted or you are objecting to an ineligible entry, the relevant form is Form 7.

The ECI describes a processing trail recording such matters as BLO assignment, field reports, officer remarks, decisions and EPIC generation, with timestamps and officer details. The claims-and-objections list is available on the state CEO website and at the ERO office. The ECI says applicants are informed of decisions and that rolls can be inspected online.

What oversight checks are described by the ECI?
ECI’s 2024 guidance describes supervisory sampling of verification and disposal work:
- Supervisors check 5% of each BLO’s verification work.
- AEROs check 1% of BLO verification work.
- EROs check 10% of forms disposed of by AEROs.
These are described sampling checks, not a claim that every entry is independently re-investigated. The ECI source set cited here does not establish a national accuracy or error rate, or a single total of voters added or deleted in the current cycle.
Can you update your registration after the final roll is published?
Yes. The ECI says continuous updating continues after final publication, so you can apply for an eligible addition or change using the appropriate form. There is an important exception during an election: ECI guidance says updating is paused in the constituency from the last date for filing nominations until the election process is complete. The ECI checklist also gives additional instructions for applications after an election is announced. Because the applicable schedule and directions are constituency-specific, check the current ECI or state CEO notice before relying on a time-sensitive application.
