Microsoft says Windows Recall protects its locally stored screen snapshots through several layers: encryption, TPM-protected keys tied to Windows Hello Enhanced Sign-in Security (ESS), authentication before access, just-in-time decryption, and isolated key operations in a Virtualization-based Security (VBS) Enclave. Those layers have different jobs, and Microsoft’s description of the design is not independent proof that Recall is safe from every attack.
What Recall stores, and where the processing happens
Recall periodically takes snapshots when on-screen content differs from a previous snapshot, organizes them into a timeline, and analyzes them locally so you can search for something you remember seeing. Microsoft says snapshots and the associated vector-database information remain on the device and that “Snapshots aren’t sent to Microsoft.” You must open Recall and authenticate before it begins saving snapshots; Windows Hello authentication is required to launch Recall and access saved snapshots.

How the security layers work together
These components address different parts of the protection process. They complement one another; none should be treated as a substitute for the others.

|---|---|
| Snapshot encryption | Microsoft says snapshots and associated vector-database information are always encrypted. |
| TPM | Protects the encryption keys used by Recall. A Trusted Platform Module is a hardware security component that can protect keys and support functions such as encryption, authentication, and integrity measurement. |
| Windows Hello ESS | Provides the user-authentication identity to which Recall’s keys are tied. ESS also uses VBS and TPM 2.0 to isolate biometric authentication data and secure communication. |
| Just-in-time decryption | Microsoft describes decryption as occurring when needed for an operation, rather than leaving snapshot content continuously decrypted. |
| VBS Enclave | Microsoft says Recall key operations can occur inside an isolated VBS Enclave. VBS uses hardware virtualization and the Windows hypervisor to create an isolated environment for security-sensitive operations. |
| Device Encryption or BitLocker | Provides device or volume-level encryption and is a stated prerequisite for Recall; it is separate from Recall’s snapshot encryption. |
| Sensitive-information filtering | Governs whether Recall saves a snapshot when potentially sensitive information is detected; it is a capture safeguard, not a substitute for encryption or authentication. |
Why the TPM requirement matters
TPM protection helps keep the relevant key material from being treated as an ordinary file available to any process. Microsoft’s Windows Hello for Business documentation also distinguishes TPM-backed private-key protection from software protection, which may be possible in some Hello scenarios without TPM hardware. That general Hello flexibility does not remove Recall’s stricter stated requirements: Recall calls for a qualifying Copilot+ PC, ESS, and device encryption.

What ESS adds
ESS is not simply any Windows Hello sign-in or any webcam or fingerprint reader. Microsoft describes protected face processing in VBS and supported fingerprint sensors with on-sensor matching. A device needs a supported biometric option enrolled for ESS; having a generic fingerprint reader or camera does not by itself establish ESS support.
What VBS does—and does not do
VBS provides an isolated environment for sensitive operations, including the key operations Microsoft associates with Recall. It is not the mechanism that encrypts snapshot files, and it does not make the rest of Windows irrelevant to the device’s overall security. Snapshot encryption, key protection, user authentication, volume encryption, and isolation are distinct controls.

Hardware and security requirements
Microsoft’s Recall management documentation lists the following minimum requirements. Availability and requirements can change, so check Microsoft’s current Recall documentation and the specific PC’s specifications before relying on them.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches| Requirement | Minimum stated by Microsoft |
|---|---|
| PC | A Copilot+ PC that meets the Secured-core standard |
| NPU | 40 TOPS |
| Memory and processor | 16 GB of RAM and eight logical processors |
| Storage | 256 GB total storage, with at least 50 GB free to enable Recall |
| Encryption | Device Encryption or BitLocker enabled |
| Sign-in | Windows Hello ESS enrolled with at least one biometric sign-in option |
| Low-storage behavior | Automatic snapshot saving pauses when available storage falls below 25 GB |
The figures are technical requirements stated by Microsoft; they are not results of a security study or a measurement of protection effectiveness.

Filtering, user access, and organizational controls
Sensitive-information filtering
Microsoft says sensitive-information filtering is enabled by default. It runs on-device using the NPU and Microsoft Classification Engine; when enabled, Recall does not save snapshots in which potentially sensitive information is detected. This can reduce the chance that such material is saved, but detection should not be treated as perfect or as a guarantee that sensitive screen content will never be captured. Browser support and the scope of filtering for websites and private browsing differ, so check Microsoft’s current management documentation for the relevant browser.
Using Recall on a personal device
Recall does not begin saving snapshots merely because the feature is present: the user must open it and authenticate first. Windows Hello authentication is then required to launch it and access snapshots. Automatic saving also pauses at the documented low-storage threshold. These access and storage behaviors work alongside the encryption layers; they do not replace them.

- Windows Hello for Windows 10/11 - Only works with Windows Hello on Windows 10/11 PCs and laptops. Plug the USB fingerprint reader into your computer and sign in with one touch. Not compatible with Mac, macOS, Linux or Chrome OS.
- Plug-and-Play Fingerprint Login - No extra app is needed on most genuine Windows systems. Insert the USB fingerprint scanner, set up fingerprint sign-in through Windows Hello, and unlock your PC without typing long passwords every time.
- Fast 0.5s 360° Recognition - Capacitive fingerprint technology supports quick authentication in about 0.5 seconds. 360° touch recognition helps read your fingerprint from different angles for faster, smoother daily login.
- Compact Scanner for PC & Laptop + Multi-User Support - Small, lightweight USB design works well for desktops, laptops, office PCs and shared home computers without built-in fingerprint sensors. Supports multiple Windows accounts and up to 10 fingerprints per user account. Smart-ID security helps protect saved passwords and encrypted folders with fingerprint access.
- Important Notes — Please Read Before Purchase - Support for Win10/11 32/64 bit original system. Not fit for the streamlined version. The Lite version has trimmed the biometric component, the fingerprint login device will not be able to recognize the Hello fingerprint option. It merely supports Windows Hello, does not fit for encrypting USB drives/files, and can merely support Windows system. It is recommended to prioritize plugging into the USB 2.0 interface of the motherboard. USB 3.0 docking stations are prone to power supply/interference and unstable recognition.
Managing Recall on work devices
Microsoft says Recall is removed by default on commercially managed devices. An organization that wants Recall available and permits users to save snapshots must configure the applicable policies. Microsoft documents policy areas covering enablement, storage, app and website filtering, data loss prevention, and export. Some policy capabilities are limited by Windows edition or region, so administrators should verify the current policy documentation for their deployment rather than assume every control is available everywhere.
What the documented design can—and cannot—establish
Microsoft’s documentation explains the intended architecture and requirements. By itself, that documentation does not establish an independent security audit, an empirical measure of risk reduction, or protection against every possible attack. Recall’s local processing and encryption are meaningful design controls, but they do not justify describing the feature as risk-free. The practical security of a PC also depends on its configuration and the security of the Windows account and device.
