How to Write a Research Proposal for an Overseas PhD Fellowship

A practical guide to turning a PhD research idea into a feasible overseas fellowship proposal—starting with the live call, not a generic template.

There is no universal format for an overseas PhD fellowship proposal: the current call and application form determine the required headings, length, eligibility, host arrangements, attachments and assessment criteria. Start there, then build a clear case for a worthwhile research question, a feasible method and a specific reason the overseas host is essential to the work.

Start with the fellowship call, not a generic template

Before drafting, identify what this particular award funds. A scheme may support an international placement during an existing doctorate, doctoral research at an overseas institution, or a visit arranged through a host researcher. Those models have different applicants, host requirements and permitted activities. For example, EDUFI describes Finnish university departments as applicants for specified doctoral research purposes in Finland, while NSF GROW is for NSF Graduate Fellows undertaking international collaborations. Neither model should be assumed to apply to another fellowship.

Make a compliance map from the live call and current form. Record the exact proposal prompt, eligibility rules, who submits, whether host approval or prior contact is required, page and formatting limits, assessment criteria, deadlines, attachments and submission route. A missing or incorrectly formatted document can be screened out before scientific review in TÜBİTAK’s 2216 process. JSPS links FY2027 application materials, illustrating why applicants should use the documents for their own award year rather than reuse an older form.

  • Confirm that you and the proposed project are eligible.
  • Check whether you need a host or supervisor before applying, and what evidence of contact is required.
  • Copy the proposal prompt and scoring criteria into your planning document.
  • List each required annex, approval, signature and file-format rule.
  • Note the deadline and the correct institutional or online submission route.

Develop the research argument

State the project in one sentence

Write a concrete research question or hypothesis and indicate the evidence or method you will use to answer it. This gives reviewers an immediate sense of what the project will do. Avoid opening with a broad overview of a field that postpones the actual problem.

Show the gap and why it matters

Briefly explain what is already known, what remains unresolved and how answering your question would make a contribution. Define specialist terms for a broad or multidisciplinary panel when the scheme uses one. Keep claims proportional to the evidence: distinguish what the project may establish from outcomes it cannot guarantee.

A useful planning chain is problem → question or hypothesis → aims → methods and data → outputs → contribution. It is a drafting scaffold, not a required universal set of headings. NSF GRFP, for instance, asks applicants to describe an original research topic and approach, resources, potential to advance knowledge and potential societal benefit; other schemes organize their prompts differently.

Make the methods and timetable credible

Show how each aim will be addressed. Name the methods, data, participants, equipment, collections or facilities needed, and explain why they fit the question. If access is not yet secured, state what remains to be arranged and how you will address it rather than writing as if access were certain.

Break the work into stages with a realistic sequence and milestones. Identify material risks—such as recruitment delays, permissions, data access, field conditions or a method that does not work—and give a practical mitigation or alternative. EDUFI explicitly evaluates the clarity and feasibility of the plan, including risk analysis and mitigation; TÜBİTAK assesses feasibility, and UKRI asks applicants and hosts to agree a realistic work plan.

  • Match each research aim to a method and an expected output.
  • Show when essential data, training, fieldwork or analysis will happen.
  • Distinguish confirmed resources from access that is still being negotiated.
  • For each major risk, identify a workable response or fallback.
  • Do not promise findings or deliverables that depend on factors outside your control.

Explain why the project needs this overseas host

Make the location part of the research logic, not a prestige claim. Identify the host’s relevant expertise, facilities, collections, datasets, methods, field site or research community; explain how the project will use those resources and what the collaboration enables. A reader should be able to see why this host and setting are a substantive match rather than interchangeable names.

For an international placement within an existing PhD, explain how the visit integrates with the doctoral project and fits around current commitments. NSF GROW’s 2014 notice offers a historical example of this kind of reasoning: it asked applicants to explain the benefit of overseas expertise and resources, the collaboration, integration with the degree and future career goals. The notice is not current general guidance or a universal format.

In UKRI’s 2025 opportunity, contact with most hosts is optional but highly recommended, and the call requires contact with two named institutions. Applicants are asked to research the placement institution’s collections and explain their relevance. These are rules for that opportunity, so check the contact instructions in your own call before deciding whether to approach a supervisor or how developed a draft should be.

Show that you can carry out the work

Select evidence of preparation that directly supports delivery: relevant research experience, methods, prior outputs, language ability where needed, or training. Then explain what the fellowship will help you learn and how the project supports your doctoral and longer-term direction. Keep the research proposal focused on the project unless the form explicitly requests a personal statement.

Some applications separate these arguments across documents. NSF GRFP, for example, has a personal background and future goals statement as well as a research-plan statement. The documents should support a consistent application story without repeating the same material unnecessarily. EDUFI considers candidate competence and prior output as well as the plan, while TÜBİTAK includes the contribution to career development among its criteria.

Map the proposal to the actual assessment criteria

Use the target fellowship’s rubric first. A practical audit is to list each criterion, point to the passage that addresses it, record the evidence supplied and flag anything still unsupported. Depending on the scheme, reviewers may assess scientific value, fit between question and method, feasibility and risk, host and resource fit, candidate capability, doctoral or career contribution, and institutional or societal significance. The labels and weights vary; do not assume one scheme’s rubric applies to another.

For comparison, TÜBİTAK 2216 names research competence, proposal value, career-development contribution and feasibility. EDUFI lists candidate competence and prior output, plan clarity and feasibility including risk analysis, and significance. These overlapping themes can help you check for omissions, but the live call remains controlling.

Prepare the whole application package

A strong proposal may be only one part of the submission. Check the official list for a summary, cited references, budget or justification, CV, host or supervisor statement, language evidence, ethics documents, recommendation letters, signatures and institutional approval. Do not add or omit documents simply because a generic online template includes them.

The NSF GROW instructions provide one scheme-specific example: a one-page summary, project description, cited references and budget justification. TÜBİTAK 2216 lists supporting documents that include an adviser letter, CV, language evidence and, when needed, an ethics certificate; its page says evaluation is based on uploaded documents. These requirements are not interchangeable with those of another award.

Examples of scheme-specific limits and details

Figures and page limits below belong to the named programmes only; they are not benchmarks for overseas fellowships generally.

Programme Published detail How to use it
EDUFI Fellowship The Finnish National Agency for Education page lists EUR 1,900 per month and a typical duration of 3–12 months, with qualifications for foreign-university doctoral visits and Ukrainian applicants. Check the current programme page and applicable conditions; do not generalize the amount or duration to other awards.
NSF GRFP The research-plan statement limit is two pages; the instructions also include references and other material in page-limit rules. Follow the current NSF application instructions for this statement and its associated materials.
NSF GROW A 2014 notice set a five-page project-description limit, excluding references. This is a historical example from that notice, not current general advice.
JSPS Overseas Research Fellowships The official page links FY2027 call and application instructions. Download the documents for the award year you are applying to; do not assume earlier forms remain valid.
