To watch live TV on a phone without internet, use an over-the-air (OTA) antenna with a compatible TV tuner. The antenna receives local broadcast signals; the tuner decodes them and either connects to a supported phone or sends the channels over a local Wi-Fi network. That Wi-Fi link can work without internet, but an antenna by itself cannot turn an ordinary phone into a TV.
What you need to watch OTA TV on a phone
- An antenna: It receives local broadcast signals. The right type and placement depend on stations and reception conditions where you plan to watch.
- A TV tuner: It decodes the broadcast signal and passes video to your phone. This may be a mobile-compatible receiver attached directly to the phone, or a separate network tuner.
- A compatible phone and app: Check the tuner maker’s current instructions for supported operating systems, phone models, connectors, apps, and broadcast standards. A standard that allows mobile reception does not mean every phone has a receiver built in.
Hauppauge describes North American ATSC broadcasts as free over-the-air digital HDTV typically received with an antenna, and documents a tuner that sends OTA channels to iPhones and Android phones over local Wi-Fi: Hauppauge Cordcutter TV. These are product-specific capabilities, not guarantees for every tuner.

Choose a setup that fits your phone
Direct-connect mobile tuner
A compatible receiver takes the antenna signal, decodes it, and delivers video directly to a supported phone. ATSC’s A/153 standard describes broadcast services for mobile and handheld devices, including real-time television: ATSC A/153 Mobile DTV Standard. The standard establishes technical specifications; it does not establish that a particular current phone or dongle will work with a given app. Verify the exact receiver, connector, operating system, and app before buying.

A network tuner connects to the antenna and relays live channels to a phone over Wi-Fi. The phone communicates with the tuner on the local network; the OTA broadcast, not the internet, supplies the TV signal. Hauppauge documents this arrangement for its Cordcutter TV product. Confirm whether the particular tuner needs internet for initial setup, app activation, a channel guide, or other features; the product documentation does not establish that every function works offline.

Set it up and check reception
- Check local stations first. Use a current coverage resource for your address, then consider antenna placement and the location where you will watch. Available stations and reception vary by location; the device standards cannot tell you which channels your home will receive.
- Match the tuner to your phone. Confirm the exact phone model and operating system, connector, supported broadcast standard, and required app in the manufacturer’s current instructions.
- Connect an antenna to the tuner. The antenna receives radio-frequency signals; the tuner is the separate component that decodes them. Do not assume a passive antenna plugged into a phone will work as a TV receiver.
- Follow the tuner’s setup instructions. Scan for available channels and, for a network tuner, connect the phone and tuner to the same local Wi-Fi network or the tuner’s own network as directed.
- Test before relying on it offline. Once setup is complete, turn off cellular data and disconnect the local network from internet access. Try live channels in the app and check whether any required feature, channel, or authorization fails without internet.
Understand broadcast standards and encrypted channels
ATSC’s A/153 standard covers mobile DTV services, while its A/154 recommended practice says the ATSC Mobile DTV service shares the same RF channel as standard ATSC broadcast service: ATSC A/154 Recommended Practice. ATSC 3.0 is a distinct terrestrial broadcast system designed for robust fixed and mobile reception. Its standards list mobile devices as possible receivers and smartphones as companion devices, but those capabilities do not guarantee that a phone supports ATSC 3.0 or that local broadcasters offer compatible services. Offline access can also depend on content protection. ADTH says DRM support on its NextGen TV USB requires an internet connection: ADTH NextGen TV USB. That statement concerns this product’s documented DRM feature; it does not mean every ATSC 3.0 channel or tuner requires internet. If the channel you want is encrypted, check whether the exact receiver can authorize and play it offline.

What will not work as a no-internet solution
- Streaming TV apps: They generally need a broadband or cellular data connection to deliver live video.
- An antenna without a compatible tuner: An antenna receives the signal but does not decode it for an ordinary phone.
- A tuner chosen on standards alone: Technical support for mobile reception does not confirm compatibility with your phone, app, local stations, or encrypted channels.
