Do not treat an EU location, a security logo, or a legal status as proof that a platform is safe for your use. Verify the exact service and the data flow, then check evidence for its controls, operations, governance, and exit arrangements. This is a due-diligence method—not a finding that any particular platform is secure or compliant.
Start by defining what you will share
Before reviewing a provider, write down the information the platform will handle and how it will be used. This gives you a basis for deciding which safeguards matter and whether the evidence actually covers your situation.

- Data: Identify the data types, sensitivity, and whether personal or otherwise protected data is involved.
- Purpose and processing: State why data will be shared, what the platform will do with it, and how long it needs to be retained.
- People and organisations: Identify who will provide, access, receive, and process the data.
- Roles: Establish each party’s role and responsibility from the actual arrangement and contract.
The Data Governance Act (DGA) covers personal and non-personal data, while the GDPR applies wherever personal data is involved. The DGA does not remove GDPR obligations. An EU-based service does not, by itself, resolve your legal or security questions. See the European Commission’s Data Governance Act explanation.

Match every assurance to the platform, service, and contracting entity in your arrangement. Identify the contracting legal entity, the named service, its hosting or processing providers, and material subcontractors. Ask the provider to explain which systems and operations its security statements, assessments, and certificates cover—and what they exclude.

A policy or certificate for a parent company, another product, or a different service scope may not establish how the service you plan to use is protected. The European Commission’s general frameworks describe obligations and policy goals; they do not establish the security posture of an unnamed vendor.
Ask for evidence of controls that work in practice
Protection of personal data
For personal-data processing, the organisation is responsible for ensuring and demonstrating appropriate security. Measures should be appropriate to the likelihood and severity of risk. The European Commission lists pseudonymisation, encryption, timely restoration, and regular testing and evaluation among examples; what is appropriate depends on the processing and its risks. Ask how the provider protects against unauthorised access, unlawful processing, and accidental loss, damage, or destruction, and request evidence relevant to your use. See the Commission’s security of personal data processing guidance.
Operational security and resilience
Security also depends on the provider’s day-to-day processes. ENISA’s technical guidance for implementing NIS2 measures discusses incident handling, continuity and crisis management, supply-chain security, access control, cryptography, asset management, personnel security, and assessing whether controls are effective. Ask which of these areas apply to the service and what evidence the provider can share—for example, an incident-notification process, a summary of recovery tests, an access-review approach, or relevant subprocessor information.

ENISA says this guidance is non-binding and relevant to specific in-scope sectors and digital services; it does not replace national rules. If the provider says NIS2 applies to it, ask which obligations apply and check the relevant national authority’s guidance. ENISA’s 26 June 2025 overview is available under Supporting NIS2 implementation through actionable guidance.
Make each request specific
A useful evidence request connects a control to the service, scope, and date. Depending on the risk, ask for a current security overview, an independent assessment summary, assessment scope and date, known remediation status, recovery objectives and test summaries, access-review procedures, and relevant subprocessors. These are practical questions, not a universal evidence pack prescribed by EU law or the cited guidance.
Check certificates and governance claims carefully
Verify any certificate or label
A logo alone tells you too little. Record the exact scheme, certificate holder’s legal name, covered product or service, scope, dates, and exclusions. Check the claim against the issuer’s or registry’s official information, then confirm that the contracting entity and deployed service fall within the stated scope.

The Commission says that an approved code of conduct or certification may be one element of evidence for GDPR security; it does not replace assessment of the actual controls. EU cybersecurity certification is scheme-specific. Check ENISA’s European Union Cybersecurity Certification information rather than treating “EU certified” as a universal status.
Do not assume EUCS certification exists for a provider
The Commission’s cloud computing policy page describes work on the European Cybersecurity Certification Scheme for Cloud Services (EUCS). That description does not establish that a particular service holds an EUCS certificate or that such a certificate is generally available. Check current official scheme information and the provider’s actual certificate before relying on an EUCS claim.
Distinguish DGA recognition from a security warranty
If a provider claims recognised data-intermediation status under the DGA, check the European Commission’s central register and match the listed entity to the one in your contract. The framework provides for notification, monitoring, and a central register of recognised intermediaries. Recognition is relevant governance evidence, not a blanket warranty of technical security.

Assess access rules, transparency, and data exit
Technology is only part of the decision. Ask who can access the data, under what rules, for what purposes, and how those rules are communicated and enforced. The Commission describes Common European Data Spaces as combining secure, privacy-preserving infrastructure with fair, transparent, and proportionate access rules. Use those principles as prompts when examining a platform’s governance; do not assume that a platform belongs to a data space or satisfies its principles merely because it is based in the EU. See the Commission’s Common European data spaces overview.
Also establish what happens if you leave. Check whether you can export your data in a usable format, how long export takes, what it costs, whether connected services can interoperate, and how data is handled after termination. The Commission identifies switching and interoperability as aims of the Data Act; ask how those aims translate into the contract and service you are evaluating.
Compare providers using the same scorecard
When comparing candidates, record the same evidence for each instead of relying on different marketing claims. Note what is documented, what is missing, and the service scope behind each answer.

This scorecard is a comparison aid, not a statutory EU test or substitute for a sector-specific assessment. The Data Act’s switching and interoperability aims, and the Commission’s data-space access principles, are useful prompts where relevant to the service.
Decide how to handle missing or weak evidence
Treat evidence that is missing, out of date, or outside the service’s scope as an unresolved risk—not as proof that a control is absent, but not as reassurance either. Ask the provider to explain the gap and provide information that addresses it before relying on the platform. If the data is sensitive or the potential impact is high, consider an independent security assessment or specialist data-protection advice.
No single EU location, DGA status, certificate claim, or policy document establishes that all controls are sufficient for a particular use. The decision depends on your data, processing, parties, risks, and the evidence that actually applies to the service.
