Value a small-cap engineering services stock by triangulating public-company trading multiples, normalized earnings and a discounted cash-flow (DCF) model. Then test the result against the business’s labor utilization, project margins, backlog conversion, cash collection, debt and dilution. Private-company sale multiples can inform your understanding of the sector, but they are not a substitute for listed-stock comparisons—and they do not establish a fair multiple for a particular stock.
Start with the business, not the multiple
“Engineering services” can describe very different businesses. Separate design, planning, consulting and program management from construction, installation, staffing and other activities. Compare companies with similar service mixes, end markets, geographies, contract structures and delivery models; otherwise, a difference in valuation may reflect a difference in business risk rather than a mispriced stock.
Also distinguish the firm’s own service revenue from pass-through amounts. AECOM, for example, describes fee-for-service planning, consulting, design and program management while also reporting subcontractor and other direct-cost revenue. Bowman describes net service billings as gross contract revenue less pass-through and reimbursable expenses. Those examples illustrate why two companies with similar reported revenue may have different amounts of revenue tied to their own labor and expertise.
Build a reliable financial baseline
Before applying a multiple or forecasting cash flow, review several years of the issuer’s filings. Assemble revenue, operating income, EBITDA, cash from operations, capital spending, working capital, debt and diluted shares. Track both reported results and any company-adjusted measures, and reconcile adjustments to the financial statements.

- Separate organic performance from acquisitions and other changes in the business.
- Question unusual or recurring “one-time” adjustments, including stock-based compensation, restructuring, disputes and project-related charges.
- Examine receivables, unbilled work and, where relevant, retainage alongside operating cash flow. Earnings that do not turn into collected cash deserve more scrutiny.
- Review debt-like obligations and acquisition commitments as well as stated debt, and account for options and other potential dilution when estimating per-share value.
Adjusted EBITDA is a company-defined non-GAAP measure. It can help analyze operating performance, but it is not a replacement for GAAP results or a reason to ignore cash flow.
Use public-company multiples as one valuation lens
For an enterprise-value comparison, calculate enterprise value using equity market value plus debt and relevant debt-like obligations, less cash and other relevant assets. Divide by a consistently defined earnings measure, such as normalized EBITDA. Enterprise-value multiples help compare businesses with different capital structures. A price-to-earnings ratio compares equity value with earnings attributable to shareholders; use it only when earnings are positive and accounting is sufficiently comparable.
Choose listed peers based on service specialization, scale, margins, growth, geography, contract mix, client concentration and balance-sheet risk—not simply an engineering label or ticker-screen category. Use the same period and earnings definition for each company, and reconcile adjusted figures to issuer disclosures. The available sector guidance does not establish a current public trading-multiple range for an unnamed small-cap issuer, so there is no defensible universal “right” multiple to apply here.

Keep private transaction benchmarks in their lane
Acquisition multiples are evidence about private business sales, not direct public-stock comparables. Diamond Capital Advisors’ Q1 2025 report gives the following transaction ranges:

These ranges vary by specialty and transaction context; they do not disclose a matched set of public peers or all deal terms. Diamond Capital Advisors says its report analyzed more than 2,000 transactions and that engineering-services transaction volume had exceeded 300 year over year since 2021. Those are the report’s stated dataset and period, not counts of listed-company observations. Auxo Capital Advisors likewise cautions that benchmarks are orientation: earnings, backlog conversion, margins, client transferability, management, working capital, geography and deal structure can all affect an outcome.
Cross-check the price with a DCF
A DCF estimates value from the cash the business could generate in the future. Forecast revenue and operating margins using assumptions that have a business explanation: billable utilization, hiring, pricing, project profitability, backlog conversion and end-market demand. Convert operating results into free cash flow by accounting for taxes, capital expenditure and investment in working capital.

- Set operating assumptions. Build a plausible revenue and margin path rather than extending a single unusually strong or weak year.
- Estimate cash flow. Include the cash costs of delivering work, taxes, capital spending and changes in receivables, unbilled work and other working capital.
- Discount projected cash flows. Use a discount rate that reflects the risk of those cash flows and a terminal assumption for value beyond the explicit forecast.
- Run sensitivities. Show how the result changes when growth, margins, discount rate and terminal assumptions change. DCF is sensitive to these inputs, so a single precise-looking output can conceal substantial uncertainty.
Adjust for engineering-services risks
The same headline revenue or EBITDA can imply different value depending on whether staff can stay billable, projects earn their expected margins and invoiced work becomes cash. Assess the operating evidence behind the forecast, not only the reported totals.
Utilization and labor economics
Utilization is the share of labor charged to billable work. SC&H reports 70%–80% as a buyer-preferred utilization range for acquisition targets. Its publication date is not established here, and the range is adviser guidance for acquisition underwriting—not a universal operating target for listed companies. Interpret utilization alongside hiring, project mix and margins: a high rate by itself does not establish that work is profitable or sustainable.
Project margins and revenue mix
Look for margin changes by service line and consider how much reported revenue consists of subcontractor pass-throughs or reimbursable expenses. Pass-through-heavy revenue can make a firm look larger without representing a comparable increase in its own service activity. SC&H also reports a preference for EBITDA margins above 20% among acquisition targets; treat that as advisory guidance, not an observed industry-wide average or a public-market valuation rule.

Backlog quality and conversion
Ask what work is awarded, funded and scheduled, how likely it is to proceed, when it is expected to convert into revenue, what margins it carries, and whether it can be cancelled. Aggregate backlog is not automatically equivalent to contracted future revenue. Bowman says its backlog measure includes awarded contracted work and, for some open-ended engagements, expected invoicing over an eighteen-month horizon. It cautions that company methods vary and that its measure is not reliable for peer comparison.
Concentration, people and delivery risk
Measure dependence on individual clients, programs and projects: a delay or cancellation can affect both revenue and staff utilization. Technical expertise and licensed professionals are central to delivery, so consider retention, recruitment, succession and reliance on a founder or a small number of senior staff. Compare client and project concentration across peers rather than assuming two similar backlog totals carry equal risk.
Working capital, claims and balance-sheet exposure
Review cash conversion and the quality of receivables and unbilled work, as well as insurance and professional-liability exposure. Include debt and acquisition obligations in the valuation bridge. Weak collection or a material project dispute can erode the value suggested by an attractive earnings multiple.

Bridge enterprise value to per-share value
A multiple or DCF commonly produces an enterprise-value estimate. To estimate equity value, adjust for debt and debt-like obligations, add excess cash and other relevant assets, then divide by diluted shares. This bridge matters: a business can have an attractive enterprise value but a less compelling value per share after leverage or dilution is considered. Use a diluted share count that accounts for relevant options and other potential shares rather than relying only on basic shares outstanding.
Turn the analysis into a range, not a false-precision target
Prepare downside, base and upside cases using explicit assumptions for utilization, hiring, pricing, margins, backlog conversion, working capital and end-market conditions. Apply the same definitions and method across cases, then compare the resulting equity-value range with a current share price only after checking current market data and filings.
No company is specified here, so no issuer-specific peer set, current price, target value or buy/sell conclusion can be established. AECOM’s valuation guide describes normalized EBITDA as a starting lens and emphasizes repeatability and cash conversion; Auxo Capital Advisors makes the broader point that company-specific evidence matters more than a market story. Treat each method as a cross-check, and let the company’s actual earnings quality and cash-generating capacity determine how much weight it deserves.
