If your Windows 11 PC will not start or keeps restarting, open the Windows Recovery Environment (WinRE) and begin with the least disruptive option that fits what happened. Try Startup Repair when the cause is unclear; use Uninstall Updates after a recent update, System Restore after a software or settings change if a suitable restore point exists, and Safe Mode to help narrow down the cause. Before proceeding, have your BitLocker recovery key available if device encryption is enabled.
How to open the Windows Recovery Environment
WinRE is Windows’ built-in hub for repair and recovery tools. If Windows still opens, use either of these routes:

- From Settings: Open Settings > System > Recovery > Advanced startup > Restart now.
- From the sign-in screen or desktop: Hold Shift while selecting Power > Restart.
If Windows fails to start correctly multiple times, it may enter WinRE automatically. Microsoft also documents triggering Automatic Repair by interrupting startup twice. Follow that documented procedure carefully rather than repeatedly forcing the PC to shut down.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallOutdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchIf those routes do not work, a manufacturer recovery button may be available. You can also start the PC from a recovery drive or Windows installation media. With installation media, start setup on the affected PC and choose Repair my PC to reach recovery tools. Microsoft says installation media requires a USB drive of at least 8 GB; creating recovery media erases the USB drive, so use one whose contents you can erase or have backed up. See Microsoft’s Windows Recovery Environment guidance.

On an encrypted PC, WinRE may ask for the BitLocker recovery key for many recovery options. Find the key before you begin if you can; without it, you may be unable to continue with a chosen tool. Microsoft explains this caveat in its Windows recovery options guidance.
Choose a recovery option based on what changed
Once in WinRE, select Troubleshoot > Advanced options, then choose a tool. The best first choice depends on whether Windows can start and what preceded the failure.
| Situation | Option and path | What it changes or requires |
|---|---|---|
| Windows will not load; the cause is unclear | Startup Repair: Troubleshoot > Advanced options > Startup Repair | Attempts automatic repairs for certain startup issues. It may not fix the problem. |
| The problem began after a Windows update | Uninstall Updates: Troubleshoot > Advanced options > Uninstall Updates | Can remove a recent update; not every update is removable. Follow the choices shown. |
| Windows can start in a limited mode | Safe Mode: Troubleshoot > Advanced options > Startup Settings > Restart, then choose Safe Mode | Starts Windows with essential services and drivers, helping isolate a cause. It does not identify the exact faulty app or driver by itself. |
| A recent app, driver, or settings change may be involved | System Restore: Troubleshoot > Advanced options > System Restore | Requires a suitable restore point. It can undo system changes and programs installed after that point but does not affect personal files. |
| Less disruptive options have not helped | Reset this PC or reinstall Windows from installation media | Reset offers a keep-personal-files choice, but removes apps and settings. Reinstallation can remove all data depending on the setup path. |
| Repeated startup failures may relate to a widespread issue | Quick machine recovery, if available | For eligible Windows 11 version 24H2 or later devices; availability depends on edition and configuration. If enabled, it can check Windows Update for a Microsoft-provided fix. |
Try Startup Repair when the cause is unknown
In WinRE, select Troubleshoot > Advanced options > Startup Repair and follow the prompts. Startup Repair scans for certain common startup problems and attempts automatic repairs. Microsoft lists missing or damaged system files and corrupted boot configuration data as examples. It may report what it found without resolving the fault; if it does not help, choose another option based on what changed before the failure. Details are in Microsoft’s Startup Repair guide.
Use Uninstall Updates after an update-related failure
If the restart loop or boot failure began after a Windows update, choose Troubleshoot > Advanced options > Uninstall Updates. Review the available on-screen choices: Microsoft notes that not every update can be removed. This is a targeted option for a problem that followed an update, rather than a general repair for every startup failure.

Use Safe Mode to narrow down a startup problem
Safe Mode is useful when Windows can start in a limited state but behaves incorrectly during a normal start. In WinRE, select Troubleshoot > Advanced options > Startup Settings > Restart, then choose Safe Mode after the PC restarts. Windows loads only essential services and drivers. If the problem does not occur in Safe Mode, that is a clue that something not loaded there may be involved; Safe Mode does not tell you exactly which app or driver is responsible. See Microsoft’s Windows startup settings instructions.
Use System Restore if a suitable restore point exists
If a recent app, driver, or settings change may have caused the failure, choose Troubleshoot > Advanced options > System Restore and select an appropriate restore point. System Restore can return system files, registry settings, and installed programs to an earlier state. Personal files are not affected, but system changes and programs added after the chosen restore point may be undone. If there is no suitable restore point, choose another recovery path. Microsoft describes the behavior in its System Restore guide.
Escalate to Reset or reinstall only after considering data loss
Reset this PC reinstalls Windows and offers a choice to keep personal files or remove everything. Even the keep-files path removes apps and settings, so check the choice shown on screen before continuing. Reinstalling from installation media can remove all data, depending on the setup path. Back up important files first whenever Windows or another recovery route makes that possible. If the PC belongs to a workplace or school, contact its IT team before resetting or reinstalling.
When Quick machine recovery may be available
Quick machine recovery is a conditional option for eligible devices running Windows 11 version 24H2 or later that experience repeated startup failures. If enabled, WinRE can connect to Windows Update and check for a Microsoft-provided fix; this does not mean a fix exists for every PC or failure. Microsoft says the feature is enabled by default on Home, while Pro and Enterprise may require an IT administrator to enable it. Availability depends on the device’s edition and configuration. Check Microsoft’s recovery options page for current availability details.
Quick Recap
Before you continue with any recovery action
- Back up important files when Windows is accessible, especially before Reset or reinstall.
- Keep the BitLocker recovery key available if encryption is enabled.
- Read each on-screen keep-or-remove description before confirming a reset or reinstall.
- If you need bootable media, use a USB drive whose contents are backed up or disposable; creating recovery media erases it.
- If the device is managed by work or school, check with IT before making major recovery changes.
