Steam’s performance readings can help you tell whether a game appears limited by its graphics workload or by CPU performance—but they are clues, not a complete diagnosis. Record a repeatable baseline, change one setting at a time, and compare both frame rate and frame-time behavior. A resolution drop that does not improve FPS is consistent with a CPU limit, though it does not prove one.
What Steam performance data can—and cannot—tell you
Steam’s In-Game Overlay Performance Monitor can display frame rate, CPU performance, GPU performance, and system RAM information. Steam’s documentation focuses on metrics initially available on Windows PCs; support can vary with operating system and hardware. See Steam’s Performance Monitor documentation for the current metric descriptions.

When Steam detects frame-generation technology, it distinguishes base-game FPS from FPS that includes generated frames, reporting the values over one-second intervals. Keep those readings separate: generated frames can increase the displayed output rate without meaning the game simulation itself is producing that many frames.

GPU utilization also needs careful interpretation. A GPU engine can appear busy during a sampling period without all available cores being fully or optimally used. Treat the reading as evidence about whether the game appears GPU-limited at its current settings, not as a standalone verdict based on a percentage.

How to test for a likely CPU or GPU limit
- Pick a repeatable scene. Use the same location, camera direction, settings, and approximate activity for each run. Compare active gameplay with active gameplay; menus, loading, and transitions can behave differently.
- Record a baseline. Note FPS and the overlay’s CPU and GPU indications. If frame generation is active, write down base-game FPS and frame-generation-inclusive FPS separately. Keep frame caps, refresh-rate settings, and other graphics options unchanged.
- Check how performance changes over time. An average FPS value describes broad throughput, not every frame. A slow frame or repeated spike can cause a visible hitch even if the average remains high. Valve’s Source 2 Telemetry HUD documentation distinguishes average FPS from the maximum frame time—the slowest frame—in its recent window: Source 2 Telemetry HUD.
- Lower resolution only. Repeat the scene with a lower resolution and keep the rest of the settings steady. If FPS rises materially, the game is responding to a reduced graphics workload, which is consistent with a GPU limit. If FPS does not improve, Steam Support says performance is probably limited by CPU performance. That is a heuristic, not a guarantee: CPU heat or power-saving behavior can also cause sudden slowdowns. See Steam Support’s performance troubleshooting guidance.
- Repeat the test and check confounders. Confirm that the game is not capped below the rate it could otherwise reach, and look for changes in scene activity or background work. If results differ substantially between runs, investigate those differences before drawing a conclusion.
- State the result proportionally. Describe the evidence as “suggesting” or “consistent with” a CPU or GPU limit. An overlay can point toward a category; identifying a particular code path or resource may require an engine profiler or another platform-specific diagnostic.
How to interpret Steam Deck performance data
Steamworks gives developers of eligible titles an average-framerate figure and a framerate distribution chart in the Partner Dashboard. The Steamworks Development announcement dated October 1, 2026, says the data comes from anonymized sessions of Steam Deck customers who opted in and is currently available for Steam Deck Verified titles: Steamworks Development announcement.
Those figures are field data, not a controlled benchmark of gameplay alone. Sampled time includes loading screens, which can pull the results down. User-set frame caps and external displays also affect interpretation. The same announcement lists maximum frame rates of 60 FPS for Steam Deck LCD and 90 FPS for Steam Deck OLED; these are hardware maxima, not typical player results. A session reporting a lower rate may reflect a user’s cap or display setup as well as the game’s performance.

Common mistakes when reading FPS numbers
- Equating an average with smoothness: a broad average can hide a slow frame or recurring spikes.
- Declaring a GPU bottleneck from utilization alone: Steam cautions that a busy GPU engine does not establish that every core is fully used or that the game is optimally GPU-bound.
- Changing several settings at once: if the result improves, you will not know which change mattered. Keep the scene fixed and vary one test condition at a time.
- Taking the resolution test as proof: no improvement after lowering resolution makes a CPU limit probable according to Steam Support, but does not rule out other causes, including thermal or power-saving slowdowns.
- Reading Deck aggregates as gameplay-only results: loading time, player caps, and display setup can shape the distribution.
