To reset a working Windows 11 PC with Cloud download, open Settings > System > Recovery > Reset PC, choose whether to keep personal files or remove everything, select Cloud download, and follow the prompts. Back up important files and find your BitLocker recovery key first. Cloud download retrieves fresh Windows installation files over the internet; it does not require a USB drive.
What Cloud download does—and what it does not decide
Reset this PC presents two separate decisions: what happens to your files, and where Windows gets the files it uses to reinstall. Cloud download is the second decision. Microsoft says it downloads a fresh copy of Windows and can help if local installation files are corrupted or missing. The option is not a substitute for choosing a file-retention setting or making a backup.

| Reset choice | Personal files | Apps and settings | When it fits |
|---|---|---|---|
| Keep my files | Preserved | Removed | You want to reinstall Windows while keeping personal files on the PC. |
| Remove everything | Removed | Removed | You want a more complete reset, such as when preparing the PC for another person. |
These choices describe the reset’s intended effects; back up important files regardless. If you choose Remove everything, do not treat its consumer-focused cleaning option as standards-compliant or certified data erasure. Microsoft’s reset guidance explicitly says the option does not meet government or industry data-erasure standards.

Choose Cloud download or Local reinstall
| Option | Where reinstall files come from | Internet | Useful when | Trade-off |
|---|---|---|---|---|
| Cloud download | A fresh copy downloaded from Microsoft | Online access is needed to download the files. | Local Windows files may be damaged or missing, or you prefer a fresh download. | It depends on the connection and the download completing successfully. |
| Local reinstall | Files already on the PC | It does not need to download the Windows installation files. | Your connection is slow, and the local files are suitable. | It may not include the latest updates and may be less suitable if local files are corrupted. |
Neither option changes whether you select Keep my files or Remove everything; make that choice separately. Microsoft notes that Local reinstall can be quicker on a slow internet connection.
Prepare before you reset
- Back up important files. Use Windows Backup, OneDrive, or external storage; check that anything important is accessible from the backup before proceeding. See Microsoft’s recovery options in Windows and file-migration guidance.
- Find your BitLocker recovery key. Windows may request it to complete recovery, particularly when you start from Windows Recovery Environment (Windows RE).
- Connect to power and the internet. Cloud download needs online access to retrieve Windows files. Microsoft also notes that an internet connection can help with recovery content or a cloud-based recovery flow.
- Allow the process to finish. The screen may remain black for a long time, occasionally more than 15 minutes. Microsoft warns that manually restarting during this stage could cause the reset to fail.
Reset a PC that can start Windows
- Open Settings > System > Recovery.
- Next to Reset this PC, select Reset PC.
- Choose Keep my files or Remove everything.
- Select Cloud download when asked how to reinstall Windows.
- Review the reset summary and any additional options carefully, then confirm to begin.
- Keep the PC connected to power and let it complete. Follow the prompts that appear afterward to set up Windows.
Windows labels and available prompts can vary by device or build, so use the choices shown on your screen as the authority. If you see options you do not understand, pause and review their effects before confirming.
If Windows will not start
Start Windows Recovery Environment (Windows RE) and choose Troubleshoot > Reset this PC. You may be asked for the BitLocker recovery key. Microsoft explains Windows RE and its recovery tools in its Windows recovery environment guidance.

If Reset this PC is unavailable or does not work, Microsoft’s alternatives include using a recovery drive or installation media created on another working PC. A clean install from installation media is a separate, more disruptive option: it removes personal files, apps, manufacturer customizations, and settings. Back up what you can before using it, and follow Microsoft’s installation-media instructions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When a full reset may not be the right first step
A reset removes apps and settings, and may remove personal files depending on the option selected. If Windows still starts, first consider whether a less disruptive recovery choice addresses the specific problem—for example, a relevant troubleshooter or an applicable Windows Update reinstall. Microsoft’s recovery-options guidance describes alternatives and recommends considering less disruptive choices where possible.
Do you need a USB drive?
No USB drive is required for the built-in Cloud download reset path. A USB drive is useful only for a separate recovery-drive or installation-media fallback; Microsoft recommends creating a recovery drive while the PC is working. It is not part of the normal Cloud download steps.
