To forecast cloud storage and compute needs, combine historical usage with workload metrics and planned changes, then model low, expected, and high demand scenarios. Billing data helps explain consumption and cost; operational metrics show whether resources have capacity headroom. Treat these as related but separate forecasts, and update them as actual usage changes.
Start with the decision you need to make
Define the forecast’s purpose and horizon before gathering data. A near-term scaling review might focus on peak compute utilization and storage headroom; an annual budget needs cost estimates as well as expected demand. Choose the outputs accordingly: storage volume, storage class, compute capacity, cost, or a combination.

Keep the capacity forecast distinct from the cost forecast. A bill can show that usage or spend changed, but it cannot by itself reveal how close a database, instance, or storage system is to a technical limit.
Gather data that measures both consumption and capacity
Use cost and usage records to understand what services consumed over time, and operational metrics to see how workloads behaved. For AWS, Cost and Usage Reports provide detailed usage records, while CloudWatch provides resource metrics and alarms. AWS also describes S3 Analytics as a way to examine storage patterns. Choose metrics that match the workload rather than collecting numbers without a planning purpose. Useful inputs may include stored data and its growth rate, request volume, traffic, utilization, and peak behavior. Map records to the relevant account, service, resource, workload, or team. AWS recommends cost allocation and tagging as part of cost management; its guidance is available in the AWS cost allocation guidance.
Prepare a comparable historical baseline
Align time zones, units, account and resource scope, and service labels before calculating trends. Then review unusual changes rather than assuming every point in the history represents recurring demand. Microsoft Learn’s FinOps Framework guidance recommends filtering or separately accounting for purchases, anomalies, new or deleted resources, and resources changed during the historical window. It also recommends incorporating future plans alongside historical trends: FinOps forecasting.

Mark events such as outages, one-time purchases, migrations, temporary spikes, launches, resource removals, and major reconfigurations. Decide whether each belongs in the recurring baseline, should be excluded, or should be modeled separately. If a migration or retention-policy change makes older history unrepresentative, document that break and avoid extrapolating through it as though the workload were unchanged.

Project stable usage patterns from the cleaned history, but do not treat that projection as the whole forecast. Add known drivers such as user or request growth, data-retention periods, planned launches, and workload or architecture changes. If a service is expected to grow with traffic, connect the demand assumption to traffic rather than blindly extending last month’s bill.

Present a range when growth or timing is uncertain. A practical planning format is low, expected, and high scenarios, each with its assumptions: for example, different request-growth rates, launch dates, or retention periods. The labels are a planning convention, not a promise that any provider’s forecast has a particular accuracy. Keep assumptions visible so finance and engineering can see what would make the outcomes change.
Turn demand into capacity and cost plans
Translate demand into technical capacity
Map each scenario to the resource units that matter for the workload: stored data, storage class, compute characteristics, expected peaks, and operational headroom. Check sustained and peak demand rather than relying only on an average. If a scenario exposes a bottleneck, consider whether scaling, configuration, or architecture needs to change; do not infer technical headroom from a spend estimate alone.

Translate capacity into cost
Price the expected workload using the provider’s pricing model and calculator, including relevant pricing choices or commitments. AWS recommends using workload inputs such as traffic, requests per second, and required EC2 instance characteristics in its Pricing Calculator after building a trend forecast. See the AWS Well-Architected demand and supply forecast guidance. Microsoft’s FinOps guidance likewise emphasizes understanding service cost drivers and pricing models when forecasting.

Do not assume that equal capacity translates to equal spend across time: pricing models, service selection, and commitments affect the bill. Keep a record of the pricing assumptions attached to each cost scenario.

What provider forecasting tools can—and cannot—tell you

AWS’s Well-Architected guidance describes daily forecasts up to three months and monthly forecasts up to 12 months in the referenced guidance version. Check the current console or API before relying on those horizons, since interface capabilities can change. Cost Explorer’s output is a cost estimate based on past patterns, not a direct measurement of compute saturation or storage headroom.
AWS’s management and governance guide names VMware CloudHealth, Apptio Cloudability, and CloudCheckr as examples of partner tools. That listing alone does not establish their current features, prices, or commercial availability: AWS Cloud Financial Management guidance. Google Cloud’s equivalent current forecast features and limits are not established here, so verify its current provider documentation before comparing forecast tools across clouds.
Review actuals and revise the forecast
Set a review cadence suited to the decision—more often for fast-changing or high-impact workloads, and at least in time to inform budget and capacity decisions. Compare actual usage with the scenario assumptions, investigate material variance, and update the forecast after workload, architecture, retention, or pricing changes. AWS recommends regular reviews and combining trend-based with business-driver-based forecasting in its forecast guidance.
