How to Use AppLocker Policies to Block Solitaire

Use AppLocker’s Packaged app Rules collection to deny Solitaire for a chosen user or group. Select the installed package, test on a pilot, and check how existing rules affect other apps.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To block Solitaire with AppLocker, create a Deny rule under Application Control Policies → AppLocker → Packaged app Rules. Choose the intended user or group, then select the Solitaire package installed on that Windows device and base the rule on its signed publisher identity. Test the policy with a pilot before enforcing it broadly.

Before creating the rule

Confirm that Solitaire is installed and appears as a packaged app on the target device. AppLocker handles packaged apps separately from desktop executables, and the correct package identity can vary with the installation. Use the package shown in the local rule wizard rather than relying on a name copied from another Windows build.

Packaged apps are signed, so their AppLocker rules use publisher conditions. The packaged-app collection does not use path or file-hash conditions. A publisher rule can govern both installation and execution because package components share publisher, package-name, and package-version attributes. See Microsoft’s packaged app rules guidance and publisher condition rule instructions.

Create a Solitaire Deny rule

  1. Open the policy editor. For a device-local policy, open Local Security Policy. For centrally managed devices, edit the applicable Group Policy Object. In either editor, go to Computer Configuration → Windows Settings → Security Settings → Application Control Policies → AppLocker.
  2. Open the packaged-app collection. Select Packaged app Rules and start the rule wizard. If you also need to control installation, review Packaged app Installer Rules; installation and launch control are related but distinct policy considerations.
  3. Choose the action and scope. Select Deny, then specify the user or security group that should not be able to launch Solitaire. Keep the target scope narrow enough to preserve access for administrators or service accounts that need it.
  4. Select the installed Solitaire package. In the wizard, browse to an installed packaged app and choose Solitaire. Use the publisher and package attributes displayed for that installation; do not guess or hard-code an identifier.
  5. Review and save the rule. Check the selected user or group and package identity before completing the wizard. AppLocker supports rules scoped to a user or group.
  6. Test, then enforce. Apply the policy to a pilot user or device, verify that Solitaire is blocked for that scope, and confirm that required Store apps still open. Use an audit-oriented rollout where available before switching the relevant rule collection to enforcement and deploying through your normal local or domain policy process.

Microsoft explains the available rule conditions in its AppLocker rule condition overview, and the rule collections in its rule collection guidance.

Check how the rule interacts with existing AppLocker policy

AppLocker evaluates rules by collection. If a collection has no rules, files in that collection are allowed. Once rules exist, only items matched by an allow rule and not matched by a deny rule can run; a deny match takes precedence over an allow match. Microsoft’s rule behavior guidance states that “Deny actions always win.”

Pay particular attention if executable rules are already configured. Microsoft warns that packaged apps and their installers can be blocked unless the packaged-app collections have appropriate rules. Review required app coverage before enabling enforcement, especially on devices that depend on Store apps. See how AppLocker rules are applied and Microsoft’s packaged app management guidance.

Publisher rule versus path or hash

For a packaged Solitaire app, the choice is straightforward: use the publisher condition supported by the packaged-app collection. Path and file-hash rules are not options for this collection. In AppLocker collections that do support them, Microsoft describes publisher rules as easier to maintain than hashes and more secure than paths.

A publisher-based rule uses the signed app’s publisher and package attributes rather than depending on a particular file location or exact file hash. That makes it a more suitable fit for app updates than a version-specific hash, though you should review the rule if the app is replaced, the Windows edition changes, or the policy changes.

Maintain and troubleshoot the policy

  • Solitaire is missing from the wizard: Check that it is installed on the device where you are building the rule and that it is listed as a packaged app.
  • The wrong users are affected: Recheck the selected user or security group and where the local policy or Group Policy Object is applied.
  • Other packaged apps stop launching: Review the packaged-app rules and any existing executable rules for missing allow coverage before expanding enforcement.
  • The rule stops matching after a change: Inspect the installed app identity and policy after an app replacement, edition change, or policy update; update the rule if needed.

Microsoft’s management guidance recommends an ongoing cycle of inventorying packages, creating rules, updating them as packages change, and monitoring usage. A publisher condition helps avoid tying the policy to a single file hash, but it does not remove the need to review policy behavior after changes.
