The most reliable way to build a Minecraft server modpack is to treat it as a reproducible bundle, not merely a folder of mod files. Choose the Minecraft version and mod loader first, assemble compatible mods and configuration, record which files belong on the client or server, test both sides together, and then export or host the pack in a format your players and server can install.

A graphical launcher is the quickest route for a one-off pack. For a pack you will update, distribute privately, or deploy repeatedly, packwiz is usually the better constructor because it stores version-controlled TOML metadata, records file hashes, supports side-specific entries, and can export or serve the same project to multiple installations.

What a Minecraft server modpack constructor actually creates
Modrinth defines a modpack as a list of mods bundled with additional files such as configuration files. For a server, expand that definition into a complete, reproducible installation contract:
- The exact Minecraft version.
- The exact mod-loader family and version.
- Mod files and their required dependencies.
- Configuration files, scripts, datapacks, resource packs, and other supporting files.
- Side information identifying whether an entry belongs on the client, the dedicated server, or both.
- Integrity metadata, such as hashes, so an installer can detect changes.
- A distribution format or hosted source from which the server and players can install the same release.
This distinction matters because a client profile that launches successfully is not automatically a usable server pack. Client-only performance, graphics, menu, replay, or visual mods can crash a dedicated server or simply have no purpose there. A server pack is a deliberately filtered and tested variant of the client experience.

Decide the version and loader before adding a single mod
Compatibility is defined first by the Minecraft version and loader, then by every mod’s supported versions and dependencies. Write these choices down before opening a launcher or constructor.
Choose the Minecraft version
Pick the version your world, plugins or other integrations, and intended mods support. Changing it after the pack is built can require new mod releases, configuration changes, and a world backup or migration plan. Do not describe a pack as “the latest” without recording the actual version in its metadata.
Choose the loader
Select the loader family that the chosen mods require. A mod compiled for one loader is not made compatible by copying it into a profile for another. The loader version belongs in the pack definition alongside the Minecraft version.
Record a compatibility baseline
- Minecraft version and loader version.
- Java runtime requirement for that Minecraft release.
- Target server software and operating system.
- Whether the pack is intended for a dedicated server, a local game, or both.
- A clean test world and a backup of any existing production world.
Keeping this baseline visible prevents a common failure mode: troubleshooting a mod conflict when the real problem is that the client and server are running different loader or Minecraft versions.
Choose a constructor: graphical launcher or command line
Modrinth documents creation and export through its app and lists ATLauncher, MultiMC, Prism Launcher, and Moddermore as other graphical options. It also lists packwiz, mc-modpack-kit, and Pakku for command-line creation. The right choice depends on whether you value visual convenience or repeatable, reviewable builds.

A GUI is approachable for experimenting. Choose packwiz when you expect to update the pack, review changes, roll back a release, or install it on more than one server. Build a maintainable pack with packwiz
1. Create a dedicated project directory
Make an empty directory for the pack rather than working inside a live server’s generated files. Give the directory a stable name and initialize version control if the pack will be maintained by more than one person.
2. Initialize the project
From that directory, run:
packwiz initThe command creates pack.toml and index.toml. In pack.toml, set the pack name, Minecraft version, and loader. You can also set an optional pack version and description. The index.toml file tracks hashes for indexed files, allowing the installer to determine whether a local file is current.
3. Add mods through their source metadata
Use packwiz’s documented Modrinth or CurseForge install commands to add each mod. These commands create metadata entries for the downloads instead of leaving you with an unmanaged pile of JAR files. Metadata lets the pack resolve updates and preserve where a file came from.
Add required dependencies and supporting files deliberately. A dependency that is downloaded automatically still belongs in your compatibility checklist. For configuration, scripts, datapacks, or other files that you add manually, keep their paths exactly as the application expects them.

4. Refresh the index after manual changes
Whenever you manually add, edit, or remove files, run:
packwiz refreshThis updates the index so its hashes reflect the project on disk. Run it before committing a release; otherwise an installer may use stale metadata or fail to notice a changed configuration.
5. Declare client and server sides
Mark side-specific entries correctly in the pack metadata. A client-only mod should not be sent to a dedicated server, while a server-only component should not be required in a player’s client profile. When the distinction is uncertain, consult the mod’s documentation and test the dedicated server rather than assuming that a successful client launch proves compatibility.
6. Commit changes as releases
Store the project in Git or another version-control system. Commit the metadata and supporting files together, and use the pack version in pack.toml to identify a tested release. This gives you a rollback point when a newly updated mod causes a crash or changes world behavior.

If you started in a launcher, export the instance as a modpack using that launcher’s export function. Modrinth’s app supports exporting an instance as a modpack. An export is a starting point, not proof that the result is server-compatible.

- Export the profile with its Minecraft and loader metadata.
- Inspect the exported file list and remove client-only mods, shaders, visual assets, and launcher-specific files from the server installation.
- Keep configuration files that affect gameplay or server behavior, and verify their paths.
- Check every remaining mod for dedicated-server support and dependencies.
- Install the filtered pack on a disposable server and connect with a matching client profile.
- Only after that test should you publish the server pack or convert the project to a maintained packwiz source.
For a public CurseForge submission, the documented server-pack process requires a ZIP containing manifest.json and an overrides directory. The same guidance asks authors to credit mods hosted outside CurseForge. Follow the current submission instructions for the ecosystem you target; a generic ZIP is not interchangeable with every launcher format.
Keep client and server content synchronized
Use one source of truth
Do not maintain separate, hand-edited lists for the server and every player’s client. Keep one project with side information and generate or install the appropriate view from it. In a packwiz workflow, the metadata and hashes are the source of truth; in a GUI workflow, preserve the exported profile and document any server-side removals.
Install the server view explicitly
packwiz-installer supports a server mode with the -s server option. That mode applies the pack’s server-side filtering during installation. The Modrinth ecosystem also supports server-side filtering, and tools such as mrpack-install can install compatible server views from Modrinth pack files.
Keep versions identical where they must be identical
The client and server should use the same Minecraft version, loader version, and versions of mods that run on both sides. A server-only mod should be absent from the client, and a client-only mod should be absent from the server. Record intentional differences so an update does not accidentally reintroduce them.

Packaging documentation can tell you how to create and install a pack; it cannot provide a universal compatibility guarantee. Treat testing as an operational gate.
- Start from a clean server directory. Install the server view of the pack rather than copying a previously modified production directory.
- Confirm the baseline. Check Minecraft, loader, Java runtime, and pack versions in the startup log and metadata.
- Start without the production world. Generate a disposable world so an incompatible mod cannot damage valuable data.
- Read the first failure, not just the last line. Capture the earliest missing dependency, rejected mixin, wrong-side error, or configuration parse failure.
- Connect with a clean matching client. Install the client view from the same release and test login, authentication, chunk loading, inventories, commands, and expected gameplay.
- Exercise world behavior. Test dimensions, generation, block and item registration, entity spawning, automation, and any scripted progression your pack depends on.
- Check permissions and operations. Verify operator commands, whitelist behavior, backups, and restart persistence.
- Promote only a tested release. Back up the world and label the exact pack version used in production.
Common symptoms and fixes

Export or deploy the finished pack
Export a Modrinth package
From a packwiz project, run:
packwiz modrinth exportThis creates an .mrpack suitable for the Modrinth ecosystem. Confirm that the exported metadata contains the intended Minecraft and loader versions and that side-specific entries are correct.

Run:
packwiz curseforge exportInspect the resulting archive against the current CurseForge requirements, including the expected manifest and overrides structure when publishing a server pack. Do not assume that an export intended for one ecosystem has identical behavior in another.
Host a packwiz project for automatic installation
You can host pack.toml and the referenced files over HTTP, then have packwiz-installer install and update the pack. The installer is Java-based and supports automatic installation and updates; use its server mode with -s server when deploying a dedicated server. The itzg Docker image can bootstrap this arrangement through its PACKWIZ_URL setting. Protect the hosted source with ordinary access controls if the pack is private, and keep immutable release copies if you need reliable rollback.
Licensing and redistribution checks
Before giving anyone a server ZIP, publishing an export, or hosting downloads, inspect the license and redistribution terms of every mod and bundled file. The packwiz Modrinth guidance warns that files without Modrinth metadata may be placed directly in the ZIP and that the creator is responsible for having permission to redistribute them. CurseForge’s publishing guidance likewise asks for credits for mods hosted outside CurseForge.
- Keep a record of each mod’s source and license.
- Follow attribution, notice, and link requirements.
- Do not mirror files when the license or author prohibits redistribution.
- Separate private server deployment from public publication; permission for one does not automatically grant permission for the other.
- Update credits when replacing or adding dependencies.
A practical maintenance cycle
- Open an update branch or copy of the pack project.
- Change one mod or related group at a time so failures remain attributable.
- Run the constructor’s dependency and metadata updates, then
packwiz refreshif files were edited manually. - Start a clean test server and connect with a clean client.
- Exercise world generation and the features affected by the update.
- Review logs, side declarations, licenses, and export contents.
- Increment the pack version, commit the tested metadata, and publish a release note describing changes and any world-migration warning.
- Back up production before applying the release and retain the previous pack version for rollback.
Which workflow should you choose?
- Choose a GUI launcher when you are learning, building a short-lived private pack, or need visual profile management more than automation.
- Choose packwiz when the server will be updated regularly, multiple people will maintain it, players need repeatable updates, or you want Git history and hosted installation.
- Choose a command-line alternative such as mc-modpack-kit or Pakku when its export and filtering features match your deployment environment and your team prefers a different toolchain.
Regardless of constructor, the reliable sequence is the same: lock the version and loader, add compatible files, declare sides, test a clean server and client together, verify redistribution rights, and distribute a server-specific release rather than an unfiltered client folder.
