How to Use a Decision-Scoring Model to Rank Options and Explain the Results

A decision-scoring model can make complex choices easier to explain—if its criteria, evidence, scales, weights, and sensitivity checks are transparent.

A decision-scoring model ranks options by comparing their performance against explicit criteria, applying weights that reflect the importance of meaningful performance differences, and adding the weighted scores. The result is not a value-free verdict: the ranking depends on the criteria, scales, evidence, and preferences chosen. A useful model makes those choices visible and checks whether reasonable changes would alter the winner.

What a decision-scoring model can—and cannot—tell you

Multi-criteria decision analysis (MCDA) helps compare choices that must meet several objectives. It can support a selection or rank a set of feasible options, but a total score is only as defensible as the inputs and assumptions behind it. A numeric result does not make the judgment objective.

The UK government’s Green Book describes MCDA as an approach for selecting or ranking choices assessed against a range of criteria or performance objectives. Although that guidance is written for public appraisal, the basic method can also help with other multi-criteria decisions. Adapt the criteria and evidence to your own context.

How to build and use the model

1. Define the decision and feasible options

Write down what you need to choose, the context in which the decision will be made, and the alternatives that are genuinely feasible. Compare like with like: if an option is not available, eligible, or within scope, explain why it is excluded rather than letting it distort the ranking.

2. Choose criteria that represent the objectives

List what matters to the decision and define what better performance means for each criterion. Check for overlap: if two criteria measure substantially the same benefit, counting both can give that benefit extra influence. There is no universal checklist of criteria; they must reflect the particular choice and its objectives.

3. Define a scale and score each option’s performance

For every criterion, specify how performance maps to a value before scoring the options. A quantitative measure might use an observed quantity; a qualitative measure needs clear, consistent descriptions of what each score means. Keep the direction consistent so that a higher value always means better performance. For measures where lower is better, such as cost, reverse or transform the scale before combining scores, and document how you did it.

Use objective evidence where available. When a score depends on judgment instead, identify that fact and whose expertise supports the judgment. The UK Government Analysis Function’s MCDA weighting and scoring guide recommends relying on subject-matter expertise rather than decision stakeholders for performance judgments where direct evidence is unavailable.

4. Record a performance matrix

Make a matrix with one row per option and one column per criterion. Record each option’s performance or score, along with the evidence or judgment behind it. Preserve the underlying performance data: a total alone can conceal weak evidence or a poor result on an important criterion.

5. Set weights based on meaningful performance swings

Weights express how much each criterion should matter in the overall comparison. Rather than assigning them from labels such as “critical” or abstract importance alone, consider the difference between the worst and best plausible performance on each criterion. Ask how much that swing would matter to the desired outcome relative to swings on other criteria. This is called swing weighting.

A criterion may sound important yet distinguish the available options very little. Weighting by its label alone can therefore mislead. The Government Analysis Function guide cautions that “Simple weighting is not a valid approach for assessing weights.” Once weights are agreed, normalize them so they sum to 1, or equivalently 100%.

6. Calculate weighted totals and rank the options

For an additive model, multiply each criterion score by its normalized weight, then add those weighted contributions for each option:

Option total = Σ (criterion weight × option’s criterion score)

The U.S. Army Corps of Engineers’ guidance describes weighted scoring with normalized weights and values. After calculating totals, rank options from highest to lowest only if higher scores consistently represent better performance. A spreadsheet or bespoke software can do the arithmetic, but it cannot decide which criteria, scales, evidence, or weights are appropriate.

How to explain why an option scored higher

Show enough detail for someone else to follow the calculation. A useful results table lists each option’s criterion-level performance, the weights, each weighted contribution, the total, and the resulting rank. Identify any score based on expert judgment rather than directly observed evidence.

Then explain the trade-offs behind the order. A leading option might have one large advantage that outweighs weaker performance elsewhere, or it might perform consistently across criteria. Point to the contributions that account for the difference rather than describing the total as self-explanatory. Sense-check the ranking against the underlying scores and the group’s expectations; if the result seems surprising, inspect the inputs and assumptions before relying on it.

Be explicit about how cost is handled. It can be scored as a criterion, or, as the Government Analysis Function guide notes, considered at the output stage rather than in the performance matrix and weighting stage. State which approach you use so readers understand what the ranking does and does not include.

Test whether the ranking is robust

Run sensitivity analysis by varying plausible weights and uncertain performance scores. Pay particular attention to assumptions on which stakeholders disagree or where evidence is weak. Check whether the leading option stays first, whether close alternatives change order, and which altered assumption causes any change.

The Green Book and the Government Analysis Function guidance treat sensitivity analysis as a way to test the ranking under different scoring or weighting assumptions. If a small, reasonable change alters the winner, describe the result as sensitive rather than settled. The appropriate response may be to gather more evidence or deliberate further; do not present a fragile ordering as definitive.

A practical reporting checklist

  • State the decision, context, and feasible alternatives.
  • Define each criterion and what counts as better performance.
  • Explain the scale and direction used for each criterion.
  • Show the performance matrix and identify the evidence or judgment behind scores.
  • Explain how weights were elicited and show that they sum to 1 or 100%.
  • Show weighted contributions, total scores, and ranks.
  • Describe the important trade-offs and how cost is handled.
  • Report what changed—or did not change—when reasonable assumptions were varied.
