To create a drop-down list in Excel, enter the permitted choices in a worksheet range, select the cells that should use the list, then open Data > Data Validation and set Allow to List. Choose the source range or type a short set of comma-separated choices. Excel’s “custom list” in this context means your own allowed values for a validation rule—not the separate Custom Lists feature used for sorting and filling sequences.
What “custom list” means in this Excel task
A Data Validation drop-down is a rule applied to destination cells. It presents a defined set of choices, sourced either from worksheet cells or from values typed into the rule. Microsoft describes the benefit this way: “Data entry is quicker and more accurate when you restrict values in a cell to choices from a drop-down list.”

Excel also has a separate feature called Custom Lists, used to sort or fill a user-defined order such as High, Medium, Low. That feature is not how you create a Data Validation drop-down. Microsoft says custom sort/fill lists can contain text or text mixed with numbers; a list containing only numbers must be formatted as text first. Microsoft’s custom-list instructions cover that separate workflow.

- Enter the allowed values. Put each choice in its own cell in a single column or row. Avoid blank cells within the choices, and do not include a heading in the source selection. If you expect the list to change, place it in an Excel table.
- Select the destination cells. These are the cells where users should choose from the drop-down. You can select one cell or a group before creating the rule.
- Open Data Validation. Choose Data > Data Validation. In the Settings tab, set Allow to List.
- Set the source. In Source, select the cells containing the choices. Alternatively, for a short, stable list, type its choices separated by commas.
- Configure the rule and save it. Choose whether blank entries are allowed and whether the in-cell drop-down appears. You can also add an input message or an alert for invalid entries. The available controls and exact steps depend on whether you use Windows, macOS, or Excel for the web.
- Check the result. Open the drop-down and confirm the options appear as intended. If an option is cut off visually, widen the destination column.

Choose the right source for your choices

For a list maintained by worksheet users, a table or range makes the choices visible and easier to update than a typed string. If your users work in Excel for the web, account for its narrower editing support for existing rules, described below.
Adjust or troubleshoot an existing drop-down
Data Validation is unavailable
Microsoft notes that the worksheet may be protected or shared if the Data Validation command is unavailable. Check the workbook’s protection or sharing state before trying to create or change the rule.

Find where an existing list gets its choices
Select a cell with the drop-down and inspect its Data Validation Source. The source may be manually typed values, a cell range, a named range, or a table column. The appropriate way to update the options depends on which source type the rule uses.
Editing in Excel for the web
Microsoft’s Add or remove items from a drop-down list guidance says Excel for the web can directly edit manually entered lists. For range- or named-range-based sources, change the source data or use desktop Excel as appropriate.

Invalid values still appear
Data Validation helps guide entry, but it is not an absolute barrier. Microsoft cautions that behavior has limits, including when someone copies or fills cells rather than typing directly. Use validation as an input aid, not as a guarantee that invalid data can never enter the workbook. See Microsoft’s Apply data validation to cells guidance for the rule and alert options.
