How to Update GST Rates in Accounting Software Without Changing Past Invoices (India Guide)

Learn how to change GST tax settings for future invoices while preserving historical records, applying section 14 transition rules, and correcting genuine errors properly.

Change the GST tax code or item setting for future transactions, preferably with an effective date, and leave issued invoices locked as historical records. First establish the legally applicable rate under the relevant notification and section 14 of the CGST Act; the date you edit the software does not decide the tax. If an old invoice is genuinely incorrect, correct it through the permitted supplementary invoice, credit/debit note, amended-return or other applicable process instead of rewriting the original.

Why a GST rate-master change must not rewrite history

An accounting system normally stores two different things: a master record used to calculate new transactions and posted transaction records that document what was issued. The GST rate in a product or tax-code master is a forward-looking default. An issued tax invoice is a historical document with its own taxable value, rate and tax amount.

CBIC invoice rules require tax invoices to state the applicable rate and amount of tax. If a user changes a master record and the software silently recalculates an already issued invoice, the displayed document no longer reflects what was issued, reported or potentially given to the customer. That creates an audit and reconciliation problem even if the new rate is correct for later sales.

The safe principle is therefore: create or effective-date the new tax configuration, keep issued documents unchanged, and handle any genuine historical error with a traceable correction document. This is an operational control, not a guarantee that every accounting product behaves this way automatically.

Determine the legal rate before touching the software

Confirm the classification and notification

Start with the goods or service classification, place-of-supply treatment, exemption or reverse-charge status, and the exact government notification that changes the rate. A rate shown in a software list is not proof that the classification is correct. Keep a copy of the notification and record the date on which its change applies to your category.

Check the current version of the CGST Act, related rules and later amendments. The consolidated section 14 text used for this guide is marked amended as of 1 January 2022; it is useful background, but it cannot substitute for checking amendments and notifications that apply to your transaction date.

Apply section 14 to boundary transactions

Section 14 of the CGST Act governs time of supply when a tax rate changes. The result can differ depending on when the supply occurs, when the invoice is issued and when payment is received. A transaction near the effective date cannot be assigned a rate simply because an employee edited the tax master, created the invoice, or received payment on a particular day.

Make a short transition worksheet for each material transaction. Record the supply date, invoice date, payment date, whether the supply is goods or services, and any special rule in the notification. Then determine the time of supply under the version of section 14 in force for that transaction. Escalate unusual or high-value cases to a qualified GST adviser rather than relying on a software default.

Understand the 22 September 2025 example

An official Department FAQ states that the covered 2025 rate changes for goods and services, other than specified tobacco products, took effect on 22 September 2025. The same FAQ discusses section 14 transition cases. That date is not a universal GST switch: the classification, notification and exceptions still control, and a later reform may have a different date.

IRIS IRP’s production release dated 21 September 2025 added a 40% rate to its Tax Rate Master. That is an implementation change for the e-invoice portal, not evidence that every product or service is taxed at 40%, nor that every accounting application updated its own masters. Verify the rate against the applicable notification before configuring it.

Prepare a controlled change

Before editing a live company file, establish a rollback and review point. These safeguards are prudent operational practice; the cited GST sources do not prescribe a particular backup method.

  • Make a dated backup or export of the company file, tax masters, open drafts and relevant reports.
  • List every GST code, item, service, customer type and transaction series affected by the notification.
  • Note the effective date, classification, tax heads (CGST, SGST/UTGST or IGST), and the person approving the change.
  • Check whether the software locks posted invoices, permits effective dating, keeps an audit log and distinguishes drafts from issued documents.
  • Schedule the change when no one is posting invoices, and communicate the cutover date to staff and connected systems.

Vendor-neutral procedure for future invoices

  1. Open the tax configuration area. Find the GST tax-code, rate-master or item-tax settings used by the affected transactions. Menu names vary by product and version, so use the current vendor manual rather than assuming a particular path.
  2. Do not edit the old code in place if it is used by posted history. If the system supports effective dating, end-date the old rate and add the new rate from the legally applicable date. If it does not, create a new tax code with a descriptive name such as the classification and effective date. Retain the old code for historical reporting.
  3. Update item and service mappings. Point affected items to the new code for transactions after the effective date. Review customer- or location-specific overrides, recurring invoices, price lists, import templates and API mappings; a tax-code change in one screen may not change these other defaults.
  4. Keep issued and posted documents unchanged. Do not run a bulk “recalculate,” “refresh tax,” or “update all invoices” action over posted records. If the product offers a choice between drafts and posted transactions, limit the update to future drafts and confirm the scope in its audit log.
  5. Set the accounting cutover rule. Tell users which code to select for transactions that straddle the effective date. The instruction should refer to the legal time-of-supply analysis, not merely “use the new rate after midnight.”
  6. Test a new draft. Create a draft invoice dated after the effective date using each affected tax scenario. Check taxable value, rate, tax amount, CGST/SGST or IGST split, place of supply and total. Do not file or issue the draft until it passes review.
  7. Re-open a historical invoice. Select representative invoices from before the change and confirm that their item description, taxable value, rate, tax amount, invoice number and customer copy remain exactly as issued. Check both the screen view and a newly generated PDF if the system can regenerate documents.
  8. Approve and document the release. Record the notification, effective date, codes changed, test results, reviewer and time of activation. Preserve the pre-change backup and the system audit trail.

Testing checklist before general use

Control What to verify Why it matters
Future domestic sale New rate and correct CGST/SGST calculation appear on a post-effective-date draft. Confirms the forward-looking code works for the common case.
Interstate sale IGST is selected when the place-of-supply rules require it; no stale CGST/SGST override remains. A rate update should not disturb the tax-head logic.
Historical invoice Pre-change issued invoice retains its original particulars and PDF. Protects the audit record and customer copy.
Open draft Determine whether the product changes an existing draft automatically or requires a deliberate code selection. Drafts are not issued history, but an unnoticed change can still produce an incorrect invoice.
Recurring or imported invoice Review templates, subscriptions, spreadsheet imports and API payloads. These may bypass the item master edited by the operator.
Return extract Taxable values and tax amounts flow to the intended GSTR-1 tables and reports. Prevents a software master change from creating return mismatches.

What to do when an old invoice is actually wrong

A rate-master update is not a correction document. First establish whether the original invoice was legally wrong, or whether it correctly reflected the transition rule in force at the time. Preserve the original invoice and its audit trail in either case.

CBIC rules describe supplementary tax invoices and credit or debit notes that refer to the corresponding tax invoice and state the relevant adjustment particulars. The suitable document depends on the reason for the error, whether tax was under- or overcharged, the customer and supply facts, and the reporting period. Use the document type and reporting treatment required for those circumstances; do not erase the original number and issue a replacement that hides the link.

Maintain a correction file containing the original invoice number and date, the legal reason for the adjustment, the corrected taxable value or rate, tax difference, approval, customer communication and return treatment. If an e-invoice or other government record exists, follow the applicable cancellation, amendment or reference procedure rather than changing only the local accounting copy.

GSTR-1 and return reconciliation

Draft GSTR-1

The GST Portal states that invoice data in a draft GSTR-1 can be modified or deleted until the form is filed. Use that facility to correct draft return data while preserving the accounting system’s source documents and audit history. A portal edit does not automatically authorize overwriting the underlying invoice in your books.

Earlier-period outward supplies

The portal also documents an amended-invoice process for prior-period outward supplies, subject to statutory time limits. Eligibility, fields and deadlines can change, so verify the current portal instructions for the relevant financial year. Reconcile the amended entry to the original invoice and retain evidence of why it was changed.

Three-way reconciliation

After the cutover, compare (1) issued invoices in the accounting system, (2) e-invoice records where applicable, and (3) filed or draft GSTR-1 data. Investigate differences by invoice number, date, taxable value, rate, tax head and customer GSTIN. A matching total alone can conceal one invoice carrying the wrong rate.

Software capabilities worth checking

Because no particular accounting product or version is established here, compare capabilities rather than brand names. Ask the vendor for current documentation or demonstrate each behavior in a test company file.

Capability Questions to ask
Effective-dated tax codes Can a rate start on a specified date while the old rate remains available for history?
Draft versus posted behavior Does changing an item master alter existing drafts, posted invoices, or both?
Invoice locking Can issued documents be edited only through a controlled reversal or adjustment workflow?
Audit history Does the system record who changed a tax code, when, from which value and to which value?
Reversibility Can an administrator restore the previous configuration without changing transactions?
Correction documents Are supplementary invoices, credit notes and debit notes linked to the original invoice?
GST return and e-invoice integration Do exports preserve the rate, tax heads, amendment indicator and original-document reference?
Mid-period support Does the vendor provide a documented procedure for a notification that takes effect during an accounting period?

Common failure modes and fixes

“I changed the rate and every old invoice changed”

Restore the dated backup or undo the master change only if doing so will not remove legitimate new entries. Export the affected invoice list, compare it with customer copies and filed returns, and contact the software provider for a supported recovery. Re-enter the new rate as a separate effective-dated code if the product cannot preserve history safely.

“New invoices still use the old rate”

Check item-level overrides, customer price lists, recurring templates, import files, branch-specific masters and user permissions. Confirm that the invoice date and time-of-supply treatment are appropriate. A global rate master may not control a more specific mapping.

“The portal total differs from the books”

Filter the difference by invoice number and tax head. Check whether a draft was edited on the portal, whether an amended invoice was reported in a different table, and whether an e-invoice cancellation or reference was omitted from the accounting record.

“The new percentage appears in a portal list, so we used it everywhere”

Portal availability is not classification advice. The 40% entry added in the 21 September 2025 IRIS IRP release illustrates why implementation lists must be checked against the notification and product or service classification before use.

“We corrected the old invoice by editing its tax field”

Stop further edits, preserve the original version if available, and obtain tax advice on the appropriate supplementary invoice, credit/debit note or amended-return route. Document the link to the original rather than issuing an unreferenced replacement.

Illustrative cutover scenarios

Sale supplied before the change, invoice after it

Do not assume the later invoice date requires the new rate. Record the supply, invoice and payment dates and apply section 14 and the notification. Configure the software only after that determination.

Invoice issued before the change, payment after it

The payment date may be relevant to the time-of-supply analysis, but it is not the only fact. Keep the original invoice unchanged while documenting the legal conclusion for the transaction.

Recurring service spanning the effective date

Split the billing or apply the applicable period rule only if the notification and section 14 analysis support it. Update the recurring template for future periods and retain the already issued invoice for the earlier period.

Recommended control policy

Adopt a written change procedure with four approvals: tax classification, software configuration, test evidence and return reconciliation. Restrict permission to edit GST masters, require a ticket or change log for every notification-driven update, and review open drafts at the cutover. Keep the notification, calculation worksheet, backup reference and test invoices together for the retention period required by your records policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Train users to distinguish an issued invoice from a draft, a tax master from a transaction, and a portal amendment from a rewritten accounting record. Those distinctions prevent most accidental historical changes.

Bottom line

Use the legally determined effective date to configure a new or effective-dated GST code for future transactions. Protect issued invoices from bulk recalculation, verify the behavior with post-change drafts and unchanged historical samples, and reconcile books, e-invoice data and GSTR-1. When an old invoice is wrong, correct it through a referenced statutory document and return process—not by silently changing the rate master.
