How to Update GST Invoicing and Accounting Workflows When Filing Requirements Change: Singapore Example

When GST filing rules change, map the impact from invoice creation through reconciliation and archiving. This guide explains the workflow and Singapore’s phased InvoiceNow example.

Start by confirming which jurisdiction, entity, transactions and effective date the new GST rule covers; then trace the change through invoicing, accounting, reconciliation, submission, return filing and record retention. GST rules are jurisdiction-specific. Singapore’s phased GST InvoiceNow requirement is a useful current example, but its dates, thresholds and invoice rules do not automatically apply elsewhere. The Singapore schedule and assistance described below reflect IRAS information checked in 2026; verify your business’s date and current terms with IRAS before acting.

1. Establish exactly what changes for your business

Do not start by choosing new software. First turn the legal change into a short requirements record that answers who is affected, what data or documents are required, when the obligation starts and how it fits alongside existing returns. This prevents a common implementation mistake: updating invoice templates while leaving posting, reconciliation or filing controls unchanged.

Record the rule and its scope

For the relevant tax authority, record the official page or guide, its version or update date, and the date you checked it. Note the affected entity types, registration status, effective date, transaction categories, exclusions, data fields, destination and submission method, deadline, retention period and any transition relief. Assign an internal owner and a date to review the rule again. Treat a software provider’s explanation as implementation guidance, not as the legal source.

For Singapore, IRAS says the InvoiceNow requirement is phased. Applicability may depend on business circumstances such as registration pathway, incorporation date and annual supplies. For existing-business phases, the threshold calculation uses Box 4 supplies for prescribed accounting periods ending in calendar year 2025. Do not derive a start date from an approximate turnover figure: check the business-specific date using IRAS’s current guidance, notice or calculator.

XKDOUS 2 Pack Invoice Books, 2-Part Carbonless Receipt Books
  • Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
  • Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
  • Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
  • 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
  • Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.

Map the current transaction path

Document how a sale or purchase moves from its source to the filed return: invoice or receipt, tax-code assignment, ledger posting, adjustment, reconciliation, review, submission, payment and archive. Mark spreadsheets, manual re-entry, integrations and handoffs between teams. Include credit notes, debit notes, imports of purchase data and period-end cutoffs. The map shows where the new obligation enters the workflow and where a failure could leave invoice data, accounting records and return totals inconsistent.

2. Understand Singapore’s phased InvoiceNow schedule

The following implementation dates and categories are those listed on IRAS’s GST InvoiceNow Requirement page, checked in 2026. They are Singapore-specific. The table is a guide to the published phases, not a substitute for confirming the date that applies to an individual business.

Implementation date Businesses identified by IRAS
1 November 2025 Companies voluntarily registering for GST within six months of incorporation
1 April 2026 Businesses applying for voluntary GST registration on or after this date, regardless of incorporation date or business structure
1 April 2028 New compulsory registrants and existing GST-registered businesses with total annual supplies of S$200,000 or less
1 April 2029 Existing GST-registered businesses with total annual supplies of S$1 million or less
1 April 2030 Existing GST-registered businesses with total annual supplies of S$4 million or less
1 April 2031 Existing GST-registered businesses with total annual supplies above S$4 million

For the existing-business phases, IRAS defines total annual supplies using the total value of standard-rated, zero-rated and exempt supplies reported in GST return Box 4 across prescribed accounting periods ending in calendar year 2025. IRAS identifies overseas entities under the OVR regimes and businesses liable to register wholly due to reverse charge as exempt from this requirement. Because phases and applicability can change, confirm your own implementation date against current IRAS information rather than relying only on this summary.

3. Work out what must be transmitted—and what still must be filed

InvoiceNow is an invoice-data submission requirement; it does not replace the GST return. IRAS describes the covered data in general as relating to standard-rated, zero-rated and exempt supplies and purchases reported in GST returns, subject to enumerated exclusions. The available information here does not list those exclusions, so check IRAS’s current requirement page for the precise boundary before configuring transaction filters.

For in-scope transactions, invoice data is due by the earlier of the relevant GST return filing date and its filing due date. The business must still prepare and file an accurate return. In Singapore, IRAS says GST returns are filed through myTax Portal within one month after each accounting period, including NIL returns, and tax due must be paid by the return due date. Keep the data-submission calendar and ordinary return/payment calendar distinct in the workflow so one is not mistaken for the other.

4. Choose and prepare the compliant system route

Confirm that the route you plan to use supports the exact submission obligation and transaction data your business needs. For an off-the-shelf solution in Singapore, IRAS directs businesses to check the IMDA-accredited InvoiceNow-Ready solution list, arrange a Peppol ID through the solution provider or access point, and activate submission to IRAS. For an in-house enterprise system, IRAS directs businesses to work with an accredited Access Point Provider. Data is transmitted through IMDA-accredited Access Point Providers once the submission feature is activated.

Questions to settle before configuration

  • Is the solution or provider currently accredited or ready for the relevant Singapore route?
  • Can it handle the business’s invoice types, adjustments and transaction categories, including the in-scope purchases and sales?
  • Does it connect to the current ledger and preserve the tax codes and accounting-period cutoffs used in return preparation?
  • Can staff see acknowledgments, rejected items and delayed submissions, and resolve them before the deadline?
  • Can the business export or retrieve transactions and supporting records after migration or contract changes?
  • What are the implementation lead time, support arrangements and total cost after any eligible free option or assistance?

IRAS says onboarding may take as little as three months and that most businesses complete it within a year, depending on readiness and configuration. Use that as a planning indication, not a guaranteed delivery time for a particular business. Start early enough to allow for provider setup, data mapping, staff training and a controlled test before the applicable date.

5. Update invoice and accounting controls

Review the fields and controls that determine whether a transaction is represented correctly before it reaches the return. For Singapore, IRAS says a tax invoice is generally required for a GST-registered customer and must generally be issued within 30 days of the time of supply. A simplified tax invoice may be used where the GST-inclusive amount does not exceed S$1,000, provided it contains the required simplified particulars. These rules and thresholds are Singapore-specific; check the relevant authority before applying them in another jurisdiction.

Singapore tax-invoice particulars

IRAS lists these particulars for a Singapore tax invoice:

In the accounting system, check invoice numbering, customer and supplier GST-registration handling, tax rates and categories, credit and debit note treatment, posting dates, period cutoffs and staff permissions. Validate how zero-rated, exempt and standard-rated transactions are classified, rather than assuming one default code is safe. A configuration change should be approved and documented so reviewers can tell which rules were active for each accounting period.

6. Test the end-to-end workflow before go-live

IRAS requires the relevant invoice data to be submitted while businesses continue to file accurate returns. A practical control is to test representative transactions across the full path before changing the live process. This is implementation advice, not a test procedure prescribed by IRAS.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Select representative cases. Include the transaction categories the business handles, adjustments such as credit or debit notes, and cases that cross an accounting-period cutoff. Include purchases as well as sales if they fall within the applicable submission scope.
  2. Check invoice and ledger treatment. Confirm required invoice particulars, tax-code assignment, amounts and posting dates. Verify that each transaction lands in the intended accounting period and category.
  3. Exercise the transmission route. Confirm the correct entity and Peppol ID are configured, the submission feature is active, and acknowledgments or errors are visible to the staff responsible for resolving them.
  4. Reconcile the results. Compare transaction records, ledger or GST account totals, submitted data where applicable, and draft GST-return totals. Investigate missing, duplicated, rejected, late or out-of-period items before approval.
  5. Record review and resolution. Retain test evidence, configuration approval, reconciliation results, reviewer sign-off and evidence that failed or delayed transmissions were resolved.

Do not treat a successful data transmission as proof that return totals are correct. The separate reconciliation is what helps identify differences between the records, the transmitted data and the figures to be filed.

7. Preserve records during a software change

IRAS permits electronic records without seeking approval when the requirements in its record-keeping guidance are met. It does not require businesses changing accounting software to migrate old transactions into the new system. It does require old accounting transactions and associated source records to remain retained and retrievable for at least five years. IRAS guidance describes retaining old software transactions for at least five years from the YA or end of the GST accounting period, and keeping supporting source documents, schedules and bank statements so they can be retrieved if requested.

Keep a controlled archive rather than relying on the old provider remaining available indefinitely. Preserve access to the prior system and the records needed to interpret its exports, including source documents and schedules. Maintain a change log, configuration approvals, test results, reconciliations, transmission acknowledgments and return approvals as operational evidence. IRAS says tax invoices and customer-accounting tax invoices are the main documents supporting input-tax claims; keep them for at least five years, and do not attach them to GST returns.

8. Check available support before committing funds

In an IRAS announcement dated 26 February 2026, the agency described free-of-charge InvoiceNow-Ready solutions for SMEs through March 2031, a planned grant of up to S$1,000 for SME operational costs, existing Productivity Solutions Grant support of up to 50% of eligible subscription costs, and a planned grant of up to S$5,000 for larger early adopters. The announcement said further details would follow. These are announced support measures, not a guarantee that a particular business or expense qualifies; confirm current availability, eligibility, limits and application conditions with IRAS or IMDA before budgeting around them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IRAS said the requirement is “implemented progressively to provide sufficient lead time and support the transition for all types of businesses.” The phased schedule and the announced assistance are relevant to planning, but they do not remove the need to confirm the applicable date and complete the required setup.

9. A practical change-control sequence

Use this sequence whenever a GST filing or invoice-data rule changes. Apply the local tax authority’s rules for your country; the Singapore-specific steps below show how the sequence maps to InvoiceNow.

  1. Confirm applicability. Identify jurisdiction, entity type, registration status, transaction scope, exclusions and effective date from the official authority. For Singapore InvoiceNow, verify the individual business date with current IRAS guidance.
  2. Describe the delta. Compare the new data, timing and record requirements with the current invoice-to-return process. Identify which steps, fields, systems and owners must change.
  3. Confirm the technical route. Check the current accreditation or readiness status, provider, entity identity, network access and submission activation. For Singapore, follow the applicable IMDA and IRAS pathway.
  4. Approve configuration and responsibilities. Update invoice fields, tax codes, permissions, cutoffs, exception handling and review ownership. Document the approved configuration.
  5. Test and reconcile. Use representative records, inspect transmission outcomes and compare accounting totals with draft return figures. Resolve errors before relying on the new process.
  6. Go live with evidence and continuity. Keep acknowledgments, approvals and reconciliations, preserve access to old records, and maintain the normal return and payment calendar.
  7. Review after implementation. Monitor rejected or delayed submissions and reconcile the first live periods closely. Recheck official guidance when the authority updates dates, scope or support terms.

10. Common implementation failures to avoid

  • Assuming a GST rule is universal. Singapore dates, thresholds, invoice particulars and retention guidance do not establish the rule in another GST jurisdiction.
  • Using a rough threshold estimate as the implementation date. For Singapore existing-business phases, the relevant supply measure is defined using Box 4 across prescribed periods ending in 2025; confirm the business-specific date with IRAS.
  • Updating only the invoice template. Data classification, ledger posting, adjustments, submission, return reconciliation and records access also need review.
  • Confusing invoice-data transmission with return filing. The Singapore GST return remains a separate obligation, with its own filing and payment calendar.
  • Switching off the old system before records are retrievable. Retain old transactions and associated source documents for the applicable period, even if they are not migrated.
  • Assuming a grant or free solution is automatically available. The support described in the February 2026 announcement had eligibility and detail still to be confirmed; check current terms before making a purchase decision.
