If Windows 11 stopped starting after a cumulative update, use Windows Recovery Environment (WinRE) and choose Troubleshoot > Advanced options > Uninstall updates > Uninstall latest quality update. That is Microsoft’s recovery route for removing a recent quality update when you cannot access Windows. It may not be available or resolve the problem, and the timing alone does not prove the update caused the boot failure.
Before you remove the update
A cumulative update is a quality update, so choose Uninstall latest quality update—not the option for going back to a previous feature version. Microsoft says removing an update does not affect personal files or apps, but warns that some updates cannot be uninstalled. Treat removal as troubleshooting, especially if the update includes a security fix, and return to a supported update state once an applicable fix is available.

- Find your BitLocker recovery key if encryption is enabled. WinRE may require it to access most recovery tools.
- If the recovery screen is already open, use it rather than repeatedly forcing the PC off.
- For a work- or school-managed PC, contact your IT department if recovery options are unavailable or do not fix startup.
Enter Windows Recovery Environment
WinRE is Windows’ built-in set of tools for troubleshooting and repairing common system problems. It may appear automatically after Windows repeatedly fails to start. If it does not, use Windows installation media made on another working PC to reach the recovery tools.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →If automatic recovery appears
On the recovery screen, select Advanced options to open WinRE. If Windows starts instead, or the PC continues restarting without showing recovery options, use installation media.

If you need installation media
- On another working PC, create Windows 11 installation media.
- Connect the media to the affected PC and start the PC from it. The boot-menu or boot-order method varies by manufacturer; consult the device maker’s instructions.
- At the Windows Setup screen, choose Repair my PC, not the installation option, to enter the recovery environment.
Manufacturer recovery media may include device-specific drivers and factory applications that generic installation media may not include. Installation media is only a way to reach recovery in these steps; reinstalling Windows from it is a separate, destructive action.
Uninstall the latest quality update
- In WinRE, select Troubleshoot.
- Select Advanced options, then Uninstall updates.
- Choose Uninstall latest quality update.
- Follow the prompts to complete removal, then restart the PC.
This is the intended WinRE choice for a cumulative quality update. If prompted for a BitLocker recovery key, enter the key associated with the device. Microsoft cautions that some updates cannot be uninstalled, so the option may be unavailable or removal may not succeed.
After the PC restarts
If Windows starts, check that it remains stable and review Windows Update guidance before applying the update again. Do not leave the PC indefinitely without a security fix: look for an applicable correction and resume supported security servicing when it is safe to do so. If Windows still will not start, use another recovery option based on the scope of the problem and the effect on your data.
If uninstalling does not work
WinRE offers other tools, but they do different jobs. Choose based on whether you need to repair startup, return system settings to an earlier state, or reinstall Windows.
Startup Repair
Choose Troubleshoot > Advanced options > Startup Repair to address common problems that prevent Windows from starting. It targets startup problems rather than removing the update.

System Restore
If a restore point is available, System Restore can roll system files and settings back to that point without affecting personal files. It is an alternative to update removal, not a guarantee that the cause will be fixed.
Reset this PC
Reset reinstalls Windows and offers choices to keep or remove personal files. Read the selected option carefully before continuing; this is a broader action than uninstalling one update.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsReinstall Windows from installation media
Installing Windows from generic installation media removes everything. Use this only when you intend to perform a destructive reinstall and have accounted for the data consequences.
Quick machine recovery on eligible devices
For Windows 11 version 24H2 or later, Quick machine recovery is another possibility when enabled and repeated startup failures are caused by a known widespread issue. It is not a replacement for the update-uninstall route.
