If the setting is missing, asks for an unknown password, or switching it off does not restore calls, contact your mobile carrier: call barring is commonly controlled by the network, and the correct code and instructions depend on your provider and subscription.
What “outgoing calls barred” can mean
The message describes a symptom, not a confirmed cause. A network call-barring setting may block all outgoing calls or a category such as international calls. Other possibilities include Fixed Dialing Numbers (FDN), an inactive line, an account restriction, a SIM problem, poor coverage, or a device or network fault. The distinction matters: a general outgoing-call restriction is different from FDN, which can limit calls to a predefined list. Airtel Nigeria describes outgoing and incoming call restrictions; Samsung lists account, SIM, device, and carrier or network issues among possible causes of calling problems.

Check call barring on the SIM you’re using
On Android, open the Phone app and look in its settings for Calling accounts, Carrier call settings, Supplementary services, or Call barring. The exact labels and availability vary by handset, software, carrier, and country. Make sure you select the SIM used for the failed call; a dual-SIM phone may have separate settings for each line.

Android examples
- OPPO A54s, Android 11 (Vodafone UK guide): Phone → menu → Settings → Calling accounts → Carrier call settings → Call barring → select the relevant SIM. Vodafone’s device guide documents this route.
- Samsung Galaxy (Samsung India guide): Phone → More options → Settings → Supplementary services → Call barring → Voice call. Samsung India’s instructions show this example; Samsung notes that availability can vary by model and carrier.
If the outgoing restriction is active and the screen accepts the authorized call-barring password, turn off only the category that matches your problem. For example, don’t change international or incoming-call restrictions if you only need ordinary domestic outgoing calls. If the phone offers a status check, use it to confirm the setting afterward. The available controls and categories depend on the carrier.

Don’t guess the password or confuse it with SIM codes
There is no universal call-barring password established by the carrier and manufacturer guidance cited here. Don’t cycle through common codes: ask your carrier for the correct instructions for your line. Airtel Nigeria directs customers to customer care for a code or assistance, while Vodafone’s device guide asks for a barring password without claiming that one value works everywhere.

Check FDN if only certain numbers fail
Fixed Dialing Numbers can restrict outgoing calls to numbers on an approved list. If calls to some contacts work but calls to unlisted numbers fail, check whether FDN is enabled rather than assuming general call barring is responsible. On supported Galaxy phones, Samsung’s route is Phone → More options → Settings → Supplementary services → Fixed dialing numbers. Changing FDN requires the carrier-provided PIN2; check whether the number is permitted, and do not guess the code. Menus and support vary by phone and carrier. Samsung explains FDN on Galaxy phones.

If the setting is absent or calls still fail
Some phones don’t expose a call-barring control, and a failed setting change may need carrier intervention. Before contacting support, note the exact error or recorded message and check these basics:
- Does every outgoing call fail, or only international, premium, roaming, or specific numbers?
- Can you receive calls or send and receive texts?
- Is the line active and the account in good standing?
- Do you have cellular coverage, and does restarting the phone change anything?
- If you use a physical SIM, is it seated properly? Remove and reseat it only if you can do so safely; this is not a general cure for network call barring.
When you contact the carrier, provide your phone model and software version, country and roaming status, when the issue occurs, which number categories fail, and whether incoming calls and texts work. If practical, say whether the issue follows the SIM to another compatible phone. Ask support to check outgoing call barring, line or account restrictions, voice provisioning, and FDN or PIN2 support if relevant. Samsung recommends carrier contact for calling problems that persist or involve recorded messages. Samsung’s calling-troubleshooting guidance covers carrier, account, SIM, and device checks.

iPhone and regional differences
The Apple guidance cited here explains SIM PIN and PUK handling; it does not establish a general iPhone call-barring menu or a deactivation code. For a suspected network restriction on iPhone, contact your carrier rather than applying Android menu instructions. Similarly, the Vodafone route above is for an OPPO A54s running Android 11 in the UK, Samsung’s menu examples are specific to its regional guidance, and Airtel’s customer-care advice is for Nigeria. None establishes a worldwide password, menu, or carrier procedure.
