You can read text aloud offline on Windows 11 with Narrator, provided you download and install the voice before disconnecting. After installation, Microsoft says Natural Narrator voices perform text-to-speech on the device without an internet connection. Narrator is a screen reader, so it reads text and other content in an app or on screen rather than acting as a dedicated box for pasting passages or creating audiobooks.
Set up Narrator before going offline
- Connect to the internet. The voice must be downloaded before offline use. Microsoft says Natural Narrator voices are available in Windows 11 version 22H2 and later. See Microsoft’s Narrator troubleshooting guidance if setup fails.
- Open Narrator settings. Press Windows+Ctrl+N to open Narrator settings. Add the natural voice you want, select it, and install it. The download may take a few minutes, depending on connection speed. See Microsoft’s Complete guide to Narrator.
- Test the voice while still connected. Select the installed voice and have Narrator read a sample page in the app or document you plan to use. This confirms the voice is installed and that Narrator can read the content you need.
- Disconnect and start Narrator. Press Windows+Ctrl+Enter to turn Narrator on or off. Navigate to the text in your app or document and use Narrator’s reading commands.
Microsoft’s guidance is explicit: “Once downloaded, Natural Narrator voices support text-to-speech on-device and do not require an internet connection.” The offline condition applies to an installed voice; it does not mean Windows can fetch a voice while the PC is disconnected.

Choose a voice and adjust how it reads
In Narrator settings, choose an installed voice and adjust its speed, pitch, and volume. Available voices depend on language and Windows release. Microsoft’s current Narrator voice appendix lists options for languages including US and UK English, Chinese, Spanish, Japanese, French, Portuguese, German, and Korean. Check the live list rather than relying on a fixed set of voice names.

Windows language settings can install language packs that include text-to-speech support. Open the language settings, add the language you need, and select its text-to-speech feature during installation. Because the package must be downloaded, do this while the PC is online, then manage the language and speech settings and test the voice before disconnecting. What works offline—and what needs testing
Narrator
Narrator is Windows 11’s built-in screen reader. With a downloaded Natural Narrator voice, its text-to-speech works on-device without internet. It is suited to reading documents and content displayed in apps as you navigate them.
Read Aloud in individual apps
Microsoft documents Read Aloud in Immersive Reader and voice or language downloads for related learning and Office products. Those instructions do not establish that every version of Word, OneNote, Edge, or another app can read offline with every voice. If you depend on an app-specific Read Aloud feature, test the exact app, content, and voice before disconnecting; use Narrator when offline reading is the requirement.

Third-party SAPI 5 voices
Narrator can use SAPI 5-based speech synthesizers. Microsoft lists several vendors as informational examples, but says it does not endorse them or support their installation or use. That listing alone does not establish current Windows 11 compatibility or offline operation. Check the vendor’s documentation and test the specific software and voice you intend to use.

Troubleshoot voice installation and playback
- Voice download or installation fails: Check that the PC has internet access and can reach Microsoft Store downloads. Microsoft notes that setup can fail when the device cannot reach the Store catalog. On a managed work or school PC, ask the administrator whether Store access is blocked or whether the package can be deployed through an approved process.
- The PC is air-gapped or newly reset: Arrange an approved way to install the voice package before relying on offline speech. Do not assume a voice can be installed without the required download.
- The voice or settings path looks different: Names and paths can vary with Windows release and display language. Consult Microsoft’s current voice appendix and check the installed Windows version.
- You want to paste text or save an audio file: The documented Narrator workflow reads screen content; the cited Microsoft instructions do not establish a built-in offline paste-and-play or audio-file creation workflow. If you choose a separate tool, verify its offline behavior, supported formats, and licensing individually.
- You are choosing an audio output: Headphones are optional. Microsoft notes that headphones can keep Narrator audio from being picked up by the Voice Access microphone; speakers or another output can also be used. Voice Access is for speech recognition and voice control, not the Windows text-to-speech feature.
