Turn on RCS in your phone’s messaging settings: on iPhone, go to Settings > Apps > Messages > RCS Messaging; on Android using Google Messages, go to profile picture or initial > Messages settings > RCS chats. The option only appears when your device, carrier, and region support RCS, so an absent setting does not necessarily mean your phone is faulty.

Confirm that Google Messages is installed and set as the default SMS app, that the phone can access the internet and receive SMS, and that Google Play services and the app are current. Google lists Android 5.0 or later as the minimum for RCS chats. Google Messages troubleshooting steps.
Why does RCS say “Setting up” or “Connecting”?
A Connecting status means Google Messages is verifying your number. Give it time to complete; Google recommends submitting feedback if verification trouble continues for more than 30 minutes. Other statuses indicate different next steps:

RCS can send messages over Wi-Fi or mobile data and support typing indicators, read receipts, higher-resolution photos and videos, and richer group chats, when the service is supported by the participants’ devices, apps, and carriers. On iPhone, RCS conversations appear in green bubbles, just like SMS and MMS; bubble color alone does not tell you which message type was used. Apple: About RCS messaging on iPhone.
RCS can work between iPhone and Android, but a conversation uses RCS only when all participants have it enabled and the service is supported on their sides. If RCS is unavailable, Google Messages may send SMS or MMS instead, depending on its resend settings. Google Messages help.

Do not assume that every cross-platform RCS conversation is end-to-end encrypted. Google says its RCS chats with other Google Messages users offer end-to-end encryption, but RCS chats with iPhone users do not. Apple documents a newer beta encryption option starting with iOS 26.5 that requires participating-carrier support; protection also depends on the other participants’ carriers. In Apple conversations, look for the Encrypted label and lock icon rather than inferring encryption from RCS or bubble color. Google’s RCS encryption FAQ; Apple’s RCS information.
