PlayStation Gold and Platinum wireless headsets document physical controls for this; other headsets may work differently. If your headset lacks that control, the PS4 offers headphone-output routing options, but not a universal chat-volume slider for every headset.
Adjust chat and game audio with your headset controls
On a PlayStation Gold or Platinum wireless headset, use its SOUND/CHAT control to change the relative levels of game sound and chat. The exact buttons differ by model, so consult the manual for your headset if it is not one of those models. PlayStation’s PS4 audio-output guidance and its wireless headset troubleshooting page do not establish that every third-party headset has the same control.

Check what audio the PS4 sends to your headphones

On the console, open Settings > Devices > Audio Devices > Output to Headphones.

Choose the output option that fits your setup. PlayStation describes All Audio and Chat Audio; check the choices shown on your console, since the default or available options can depend on configuration.

If you use a Gold headset and want to adjust game sound against chat with its SOUND/CHAT controls, check whether All Audio is appropriate. Its manual shows those balance controls are disabled when the output is set to Chat Audio.
This setting routes sound to the headphones; it is not a general-purpose chat-versus-game volume mixer. For the documented headset balance controls, see the PlayStation Gold and Platinum headset manuals and troubleshooting guidance.

Understand the headset-and-TV audio tradeoff
PS4 specifications do not permit voice chat and game audio to be sent to both a headset and the TV at the same time. If you expected to hear chat through the headset while game sound continues through the TV, the console’s routing limitation may explain the result. PlayStation covers this in its voice chat troubleshooting guidance.

For party chat, open Party > Party Settings > Chat Audio and choose whether to prioritize Party Chat or Game Chat. This changes which chat stream takes priority; it is not a chat-volume slider.
If the microphone is not registering

Speak into the microphone and watch the input-volume bar. PlayStation says the bar should respond when the mic is working.
