How to Turn an AI Strategy Into AI-First Behavior Across Your Organization

An AI-first organization redesigns work around valuable outcomes and human-AI collaboration. Here’s a practical sequence for turning strategy into everyday behavior.

An AI-first organization does more than adopt AI tools: it redesigns work so people and AI can produce better outcomes together. The shift from strategy to behavior happens when leaders choose valuable results, reshape the workflows behind them, equip people to work with AI, and make accountability and measurement part of everyday operations.

What does an AI-first mindset mean?

There is no single, universally settled definition or certification for “AI-first.” In current industry frameworks, the term describes an organization that embeds intelligence in workflows and decisions, rather than treating AI as a collection of isolated tools. The World Economic Forum describes this as redesigning work around human-AI collaboration: people and AI contribute in complementary ways, with human judgment and accountability retained where they matter. World Economic Forum, February 12, 2026.

This makes AI-first a question of operating behavior, not deployment volume. A team may use several AI products and still work in the old way if the tools sit outside core processes, decisions, and performance measures. Conversely, a deliberate redesign of one important workflow can be a meaningful start even before an organization has broad adoption.

Why strategy alone does not change behavior

Strategy sets intent; changed work makes that intent real. A survey reported by Roland Berger illustrates the gap, but should be read as a survey finding rather than a universal measure: 62% of 472 surveyed executives and senior leaders expected major or radical operating-model changes, while 38% said their organization had begun acting. The survey was conducted in late 2025 and early 2026. Roland Berger, July 3, 2026.

As Roland Berger Senior Partner Cyrus Asgarian put it, “In an AI-First operating model, the starting point is not the process – it’s the result.” That is a useful discipline: start by defining the outcome that matters, then decide whether and how the work producing it should change.

How to turn AI strategy into daily behavior

The following sequence is an editorial synthesis of the operating-model guidance from the World Economic Forum, Kearney, Gartner, Roland Berger, BCG, and Deloitte. It is a practical way to organize the work, not a standardized or validated scorecard.

1. Choose an outcome before choosing a tool

Identify a business result worth improving, such as better service, faster decisions, improved quality, or growth. Set a baseline and define what an improvement would mean in that context. Then map the workflow that produces the result, including handoffs, decisions, bottlenecks, and exceptions. Roland Berger’s result-first formulation helps avoid automating a process simply because it exists.

2. Redesign the workflow around human-AI collaboration

Decide which tasks AI can assist with, which decisions require human review, and who remains accountable for the outcome. Build the workflow around the actual work rather than inserting an AI tool into an unchanged process. The World Economic Forum’s guidance emphasizes embedding intelligence in workflows and decisions, with work redesigned for human-AI collaboration. World Economic Forum, February 12, 2026.

For each AI-supported step, make the boundaries understandable: what information the system may use, when a person must review or override an output, how exceptions are handled, and who is responsible for the final decision. The right allocation depends on the workflow’s risks and the need for human judgment; “AI-first” does not mean “AI decides everything.”

3. Build literacy, leadership readiness, and room to learn

People need practical AI literacy for the tasks they perform, while managers need to understand how to support experimentation, adoption, and organizational change. Gartner’s June 2026 abstract highlights workforce AI literacy, experimentation, leadership readiness, and organizational change among the areas its research addresses; it says the full research outlines ten attributes. The abstract alone does not establish the details of all ten. Gartner, June 9, 2026.

Create bounded opportunities to test redesigned work: define the task, permitted data, human checks, and conditions for stopping or expanding an experiment. BCG’s organizational guidance similarly argues for designing the company around AI rather than designing AI for an unchanged company. Its reported energy and banking examples are specific company cases, not typical results that every organization should expect. Boston Consulting Group, April 23, 2026.

4. Treat data, technology, and governance as operating-model components

Successful workflow change depends on more than model access. Data quality and access, integration with existing systems, security, risk controls, and clear decision rights all affect whether a redesigned process can work reliably. Deloitte’s organizational blueprint and the World Economic Forum–Kearney framework both frame these as connected elements of organizational design, rather than technical details to postpone. Deloitte, 2025.

The World Economic Forum and Kearney identify five building blocks for an AI-first operating system: intelligence engines, adaptive technology stacks, operations redesign, human-AI teaming, and new value creation. Their framework draws on insights from more than 50 organizations. World Economic Forum and Kearney, June 23, 2026.

5. Measure outcomes, adoption, trust, and learning

Track whether the workflow is producing the intended result, and whether people are adopting it in the way the redesign anticipated. The World Economic Forum describes adoption, trust, growth, and learning as dynamic outcomes to consider alongside established financial measures. Define each measure for the specific organization and workflow; these concepts are not interchangeable with a proven financial return. World Economic Forum, 2026.

The same article reports that 21% are fully confident their AI investments translate into measurable value and 72% lack a consistent approach to measuring outcomes. The search result for this article did not expose its sample or methodology, so these figures should be attributed to the World Economic Forum and not generalized as population-wide estimates. World Economic Forum, 2026.

How to choose which workflow to transform first

Use the same practical questions to compare candidate workflows. This is an editorial synthesis of the cited frameworks, not a validated scoring system.

  • Outcome and baseline: Is the intended business result clear, and can you describe the current performance?
  • Workflow feasibility: Are the tasks and handoffs understood, including exceptions that might need human intervention?
  • Data and technology readiness: Are the relevant data and systems accessible and suitable for the proposed work?
  • Risk and accountability: Which decisions require human judgment, and who is responsible for reviewing outcomes?
  • Adoption and learning: Can the organization observe whether people use the workflow, trust it appropriately, and learn from its results?

A promising candidate is not necessarily the one with the most conspicuous AI feature. It is the one where a meaningful outcome, workable process, adequate readiness, and appropriate safeguards come together.

What the evidence can—and cannot—show

The frameworks and examples cited here offer practical guidance about organizational design, but they do not establish that one particular behavior-change program will cause a specified return. The Roland Berger figures describe a survey of executives and senior leaders, while company examples reported by BCG are case-specific. Neither should be treated as proof of results for every organization.

Foundational writing can still offer useful context. Marco Iansiti and Karim Lakhani’s Competing in the Age of AI: Strategy and Leadership When Algorithms and Networks Run the World was discussed in a 2020 article; it predates the recent generative and agentic AI wave. Emerald / Strategy & Leadership, March 13, 2020.
